Previous Meeting Minutes Minutes of Meeting No. 2 carried with amendment that Jon Turner was the alternate for Paul Utting and not Paul Gregory. Chair directed members’ attention to new handout material provided by Project Team: o Checklist for Issued Documentation o Meeting No 3 Reference Paper o Project Team “pen portraits” Neil Sutherland explained meeting agenda in context of overall meeting process and introduced presenters from Project Team. Levels of Service (continuation) OD presented further information on Levels of Service (LOS), as outlined in attached slides. OD emphasised the supply shortfall risk and importance to define it when considering and developing LOS. Responding to Cr. Gilmore query, OD clarified the interpretation and use of “duration” criteria with subsequent discussion amongst group. Examples of other water supply schemes indicate “duration” criteria or targets are not commonly defined or adopted. Responding to Cr. Brain query, OD clarified contingency response plans are considered to be the physical works required, including implementation timeframes, rather than the funding reserve or ability to finance. In relation to comparison of Cairns LOS performance with other water supply schemes, OD referred to benchmarking work currently being carried out by DEWS and additional information will be available at future meeting(s). Normalised Multiple Objective Analysis – Finalisation of Objectives and Indicators EH presented Step 4 goals, and the process and outcomes of the compatibility review. EH, PM, and NS facilitated discussion with and among members to review the refined list of objectives. Adam Gowlett queried if an objective should be defined for aesthetic values or qualities, for example, in relation to beautification of parks and gardens or enjoyment of lakes/dams/rivers. OD clarified it is typically incorporated into LOS criteria recognising landscape irrigation as a user type, or minimum water level as criteria.
