Introductions were made and Jolie reminded all participants that this RFP has
a Local Business Enterprise goal of 12%, therefore the pre-submission
conference is mandatory and any vendor who did not attend the presubmission conference may not submit a proposal.
II.
Timeline
A.
Deadline for e-mail questions to [email protected],
was extended to Tuesday, October14, 2014, 5 p.m. PDT, by
issuance of Addendum #1, as agreed to by parties during the
mandatory site walk.
B.
Submissions due, Tuesday, October 28, 2014, 2: 00 p.m. PDT.
C.
Vendors were informed to send all Administrative/Technical
Questions to [email protected]
III.
Jolie advised vendors to review the City’s Administrative Requirements and
that their vendor status is current to include Business Tax and compliance to
the City’s 12B Equal Benefits Program. In addition, the vendors were
informed to review all the insurance certificate requirements and to review the
P500 Personal Services agreement with their counsel, samples were furnished
to vendors,
IV.
The RFP has a Local Business Enterprise Requirement of a 12% Goal.
Contract Monitoring Division Contract Compliance Officers, Lupe Arreola
Romulus Asenloo identified the CMD forms to be submitted with the
response that can be found in the CMD Attachment 2 package.
A.
These forms are: Forms 2A & 2B, Form 3, and Form 5. Form 4
should be submitted ONLY there is a Joint Venture.

CMD will waive the requirements in Form 2B if a vendor’s LBE
participation is 16% or greater.
C.
The City highly recommends that all vendors contact Lupe Arreola or
Romulus Asenloo to ensure that it has met the 12% goal so that the
vendor’s proposal can be deemed responsive. Lupe Arreola can be

contacted at 415 581 2321, [email protected].
The group visited the new Public Safety Building where the new Admin DOC
is to be installed and also visited the primary DOC to see the current video
wall system.
A. Amanath informed the vendors that the request for the Video Wall is for
the new Administrative Department Operations Center (Admin DOC) and to
be interoperable with the primary Department Operation Center (DOC).
B. At the Admin DOC, 10 workstations will feed into the Video Wall,
including any essential tactical information as video feed from helicopters
during any SFPD situation.
C. SFPD received funding only for the Admin DOC at the new Public Safety
Building, but the expectation is that the primary DOC will be replaced in the
future.
D. The primary system at the DOC located at 1700 17th Street is an old
proprietary equipment that is now difficult to maintain.
E. The expectation is the two systems, the primary DOC and the Admin
DOC, will be interoperable.
F. The video source is expected to be high resolution and the equipment easy
and intuitive to use.
G. The PCs should be able to independently project to the wall.
