Comprehensive education based course on the policy and legal aspects of the CTBT, including its entry-into-force and universalization, its legal aspects, as well as an overview of the CTBT verification technologies, the OSI and a practical simulation exercise. 2 September Vienna Panel Discussion: The National Authority (within the context of the “CTBT Diplomacy and Public Policy Course”) Panelists: different stakeholders involved in treaty implementation activities in the territory of a Member States, i.e. representatives from national authorities, permanent missions, IGO protocol divisions, “Users” – representatives from technical divisions. Overall objective: Review the different lines of communications from a practical perspective and identify how to ensure that the national authority’s role is most effective. Objectives: One of the primary tasks when analyzing radionuclide data from the IMS for verification of the CTBT is to locate and characterize the sources of the measured radionuclides. National Data Centres must perform timely, accurate and robust analysis on a routine basis of nuclide specific data from a global network of monitoring stations. The work includes identification of anomalies and source attribution when possible. There is a need for an in-depth scientific discussion on how measurement data and atmospheric transport modelling (ATM) techniques can be used in a combined analysis to optimize accuracy and robustness in the source locations obtained, and how to quantify precision and accuracy. The workshop aims to review and identify the most effective ways forward within the main areas of measurements, ATM and combined analysis. 29 September – 10 October Vienna Training Course on NDC Capacity Building: Access and Analysis of Radionuclide IMS Data and IDC Products NDC technical staff/ authorized users (preferably Principal User or Regular User); Understanding the roles of National Data Centres (NDC) in the verification regime; Building and/or improving the National Data Centre capabilities; 6 – 31 October Vienna NDC Capacity Building: NDC Waveform Analyst Training Course Experience in radionuclide data analysis and/or similar experience related to nuclear test ban verification NDC technical staff/ authorized users (preferably Principal User or Regular User); and NDC staff is the main target group. To provide hands-on training and practical lessons to Station Operators on the operation, maintenance and repair of the ORTEC gamma detector system manufactured by AMETEK. To provide hands-on training and practical lessons to Station Operators on the operation, maintenance and repair of the RASA equipment. Understanding the roles of National Data Centres in the verification regime; Building and/or improving the National Data Centre capabilities; Providing participants with sufficient knowledge for accessing and using IMS data and IDC products; and Providing practical experience in analyzing radionuclide IMS data.
