Duties and Responsibilities
Under the overall supervision of the Senior Protection Officer and the direct supervision of the Head of
Unit, the incumbent performs the following duties:
•
Conducts interviews with persons, who are of concern to UNHCR, either at the UNHCR Office,
Police Lock ups, Immigration Detention centres or community for purposes of gathering
information, which relates to their registration, assessment of asylum claim (including the
verification of family unity or derivative status) and Refugee Status Determination; or which are
necessary in order to assess their protection and assistance needs;
•
As a result of the interviews with persons, who are of concern to UNHCR, recommends actions
that need to be undertaken by the Office or assists in the implementation of such actions by:
registering them in UNHCR database; conducting Refugee Status Determination, which includes
drafting of assessment and recommendation whether to grant refugee status under international
law.
•
Conducts country of origin research and keeps up to date with country of origin information.
•
Conducts file reviews if instructed by RSD Officer
•
Accurately updates database and other case-management tools in a timely manner

Conducts field visits to Immigration Detention Centres and refugee community sites to conduct
RSD when required.
•
Handles telephone calls from the mobile hotline on reports of arrests and detention of persons of
concern to UNHCR;
•
Assists in gathering information and writing reports on case profiles and country of origin
situations when required.
•
Provides rejection counselling to applicants who have been rejected for refugee status.
•
Refers cases to other units as appropriate and according to Standard Operating Procedures.
•
Any other duties assigned by the Head of Unit and Senior Protection Officer.
Qualifications required
Preferably with University degree, in law, Social Science or a related discipline

Three (3) to four (4) years experience in related field

Demonstrable interest in human rights or refugee issues.
Fluency in both verbal and written English and Malay.
Excellent research, interviewing, writing and analytical skills
Good team working skills and the ability to prioritize work and meet deadlines in a
stressful context with a high volume of work.
Exhibits maturity and ability to deal with confidential and sensitive information
Excellent organizational skills
Qualifications desired
Experience of interviewing individuals to obtain complex and/or personal information.
