REGULAR MEETING
MONDAY, SEPTEMBER 22, 2014

The rescheduled regular meeting of the governing body convened at 4:00 pm on Monday,
September 22, 2014.
In attendance: Borough Council President Scritchfield, Council Vice-President Shannon,
Councilman Loercher, Councilwoman Bolton, Councilman Sipes, Secretary Wirls, Solicitor Baranski,
Engineer Klinedinst, Treasurer Brenner and Police Chief Hege.
Absent: Councilwoman Bolton
Council President Scritchfield called the Regular meeting of the governing body to order at 4:00pm
and led the salute to the American Flag.
PATRONS:
Eric White:
 Inquired as to the knowledge of Council in regards to the recent sale of the property located
at 121 North Fourth Street. He noticed that the lien was not listed in the recent change of
deed information in a recent newspaper.
 Relayed that he was interested and willing to serve in the open Civil Service Board Member
position.
MINUTE APPROVAL:
Councilman Sipes made a motion to approve the August 4, 2014 Regular Meeting Minutes.
Councilman Loercher seconded the motion. All in favor.
The motion carried with a unanimous vote, 5-0.
Councilman Sipes made a motion to approve the August 18, 2014 Recessed Meeting Minutes.
Councilman Loercher seconded the motion. All in favor.
The motion carried with a unanimous vote, 5-0.
Councilman Sipes made a motion to approve the August 18, 2014 Planning Meeting Minutes.
Vice-President Shannon seconded the motion. All in favor.
The motion carried with a unanimous vote, 5-0.
ZONING –

FIRE –
No report.
AMBULANCE – Report attached.
The governing body reviewed the report provided by White Rose Ambulance for August 2014.
POLICE – Report attached.
Police Chief Hege presented the police report for August of 2014.

TREASURER Treasurer Brenner presented the check register and financial report for the month of August 2014
and relayed the following:
 The $13,906 payment to the Pennsylvania Labor Industry SWIF was for the worker’s
compensation insurance for both the Fire Department and the Borough.
Councilman Sipes made a motion to approve the check register for the month of August 2014.
Councilman Loercher seconded the motion. All in favor.
The motion passed with a unanimous vote, 5-0.
Councilman Sipes made a motion to approve the financial report for August 2014.
Councilman Loercher seconded the motion. All in favor.
The motion passed with a unanimous vote, 5-0.
PROJECT MANAGER – Report attached.
Project Manager Craddock, in coordination with Casey from C.S. Davidson, relayed the following
information:
 C.S. Davidson, YSM and Land Studies will be the design team working with him on the Front
Street Project.
 The grant received from the Front Street Project is for the design and plans for the project.

ENGINEER – Report attached.

Engineer Klinedinst relayed the following:
 Locust Street outstanding issues
 Meeting held August 20, 2014 for the South Front Street retro-fit.
SOLICITOR Solicitor Baranski informed those present that his report would be given verbally in Executive
Session.
MAYOR – Report attached.
A written report was provided with the monthly meeting materials.
Mayor Habecker relayed the following:
 Issues with the search for a new Crossing Guard are being addressed and any ideas on
publicizing the opening are appreciated.
COMMITTEE REPORTS Administration & Finance:
Vice-President Shannon reminded the governing body that the 2015 budget needed to be
accomplished.

Public Works:
Discussion: Locust Street project - trees
Discussion: Spring Alley and Miller’s Paving.
Discussion: Vegetation at the end of the Route 462 Bridge.
Public Safety:
Discussion: York County SPCA and associated contracts.
Councilwoman Abel made a motion to pay the amount of $1,155.00 and enter into a contract with
the York County SPCA in the year 2015.
Councilman Loercher amended the motion to entering into an agreement with the York County
SPCA for the year 2015 or another agency to take and house the stray animals from Wrightsvillians
for the contract cost of $1,155. Councilwoman Abel seconded the motion. The motion carried with
the majority vote, 4-1. Vice-President Shannon opposed.
Discussion: Mobile Data Computer Service for the Police Department.
Councilman Loercher made a motion to approve option 1 in the addendum to the York County
Mobile Data Computer Service Agreement. Councilwoman Abel seconded the motion. All in favor.
The motion carried with a unanimous vote, 5-0.
Community & Economic Development:
Councilman Sipes made a motion to approve the advertising of proposed Ordinance2014-3, and
Ordinance authorizing execution of an intergovernmental cooperation agreement for the
implementation of the York County Chesapeake Bay Pollutant Reduction Plan for adoption at the
Monday, October 6, 2014 Regular Meeting. Councilman Loercher seconded the motion. All in favor.
The motion carried with a unanimous vote, 5-0.
Councilman Sipes made a motion to enter into an agreement with the Environmental Financing
Center of the University of Maryland for purposes of a storm water feasibility study at no cost to the
Borough of Wrightsville. Vice-President Shannon seconded the motion. All in favor.
The motion carried with a unanimous vote, 5-0.
Parks & Recreation:
Councilman Sipes relayed the following:
 The Diorama has undergone upgrades.
 There is an upcoming trip to Washington, D.C.
Councilman Sipes made a motion to post No Parking signs on the South side of the 300 block of
Locust Street from 309 Locust Street to 3rd Street on September 27, 2014 from 6:00 am to 4:00 pm.
Vice-President Shannon seconded the motion. All in favor.
The motion carried with a unanimous vote, 5-0.
Personnel Committee:
No report.
ADDITIONAL BUSINESS:
Resident Mrs. Whalen from Lemon Street relayed her recent experience with the York County SPCA
to those present.

It was announced that the governing body would conduct an Executive Session for the purpose of
discussion potential litigation. 5:49 pm - 7:09 pm.
Councilwoman Abel made a motion to adjourn the September 22, 2014 Regular Council Meeting.
Councilman Loercher seconded the motion. All in favor.
The motion carried with a unanimous vote, 5-0.
