März 2016 in Mainz / Favorite Parkhotel Ms. Hillary Hess and Ms. Randy Wheeler have kindly agreed to come to Germany again to present another seminar and workshop on U.S. Export Control Regulations, including recent changes and sanctions programs. U.S. Export Control Reform, announced by President Obama in 2010, has been implemented in stages. A number of product categories have been transferred from the USML (Munitions List) to the Commerce Control List of BIS. Most recently, BIS published a proposed rule to amend several key definitions in the EAR, both updating them and making them consistent with definitions in the munitions control regulations. In addition to Export Control Reform, there have been amendments related to sanctions issues, including sanctions on Russia and the embargo on Cuba, and amendments related to multinational regime control list changes. BIS is also implementing the restructuring of Category 5 part 2 agreed at Wassenaar in 2015 and expects to clarify certain encryption provisions of the EAR. The IFS considers it a privilege to introduce those of you to Ms. Hess and Ms. Wheeler, who so far have not had the chance to meet the two ladies – either here or at an UpDate Seminar in the US. Those of you who have attended one of BIS’s seminars before will appreciate the value of such seminars – and the opportunity to profit from the advice and expertise of these true Export Control Experts. As Director of the Regulatory Policy Division (RPD), Office of Exporter Services, Hillary Hess develops and implements changes to the Export Administration Regulations (EAR) in coordination with other export control offices and agencies. She was involved in the regulatory reform project that revised the EAR in 1996. She has been at the Bureau of Industry and Security (formerly the Bureau of Export Administration) since 1988, starting as a member of the Exporter Assistance Staff and working as a Trade and Industry Analyst in the Office of Industrial Resource Administration before moving to RPD in 1994.
