3月　世界は11カ月連続で「雨」 ― 中国と東アジア諸国が冴えず
3月の世界景気インデックスは前月から1.0ポイント悪化のマイナス3.8となり、11カ月連続の「雨」となった。中国やASEAN
は指数値が横ばいあるいは悪化し、アジアでは「嵐」が続いた。NIEs諸国では、全地域で指数が悪化し、「曇り」から「雨」へ
と悪化。日本は前年の駆け込み需要からの反動減により「嵐」へ。欧州は新車販売の伸びなどにより2カ月連続で「薄日」を
維持した。米国は原油安から石油生産が減少し指数は悪化。BRICsも15カ月連続の「嵐」を記録している。
March: World climate "rainy" for 11 months straight
－ China and the East Asian economies become sluggish
The JCER World Business Climate Index for March fell to -3.8, down -1.0 points from the previous month, rating "rainy" for 11
months straight. China and the ASEAN indices stayed almost the same or slowed, thereby Asia remained "stormy". In NIEs
countries, the indices in all regions deteriorated, consequently, the climate worsened from "cloudy" to "rainy". The Japan index
changed into "stormy" because of a reactionary fall in response to hurried purchases in the previous year. Increases in new car
sales allowed the EU climate to maintain "partly cloudy" for two successive months. The US index worsen due to decline in oil
production caused by low price of crude oil. Meanwhile, the BRICs index has rated "stormy" for 15 consecutive months.

●中国
第1四半期の実質GDP成長率は、需要の低迷が響き、前年同期比＋7.0％と昨年第4四半期の7.3％から減速した。3月の鉱工業
生産は前年同期比＋5.6％で金融危機以来の低い伸びとなり、成長鈍化が鮮明。3月は輸出入（米ドルベース）ともに、前年同
月比で2ケタ減となった。内需の弱さを反映し、輸入が5カ月連続で前年割れ、鉄鉱石等の需要の鈍化が見られる。
●NIEs（韓国・香港）
韓国：3月の鉱工業生産は、電子部品や一次金属の生産が振るわず、前月比▲0.4％となった。小売販売も、非耐久財・準耐久
財の減少により、前月比▲0.6％となった。韓国銀行は、政策金利を2％から1.75％へ引き下げた。
香港：第1四半期の域内総生産は、特に米国の寒波の影響を受け欧米向け輸出が低迷、前年同期比＋0.2％に低下した。
●EU
第1四半期の域内総生産（速報値）は、ドイツの伸びは予想に届かなかったものの、原油安、ユーロ安による輸出企業の業績押
し上げ、ECBによる量的緩和を追い風として、前期比＋0.4％、前年比＋1.0％となり、2年ぶりの高成長を記録した（独：前期比＋
0.3％、仏：同＋0.6％、伊：同＋0.3％）。1-3月期の新車販売台数は、前期比＋4.7％と前期（＋2.2％）から加速した。
●米国
第1四半期の実質GDP（速報値）は、厳冬による個人消費の落ち込みや港湾労働争議による物流停滞、原油安によるエネル
ギー関連企業の設備投資の手控えにより、前期比＋0.2％となり、1年ぶりの低成長となった。3月の鉱工業生産は、原油安によ
る石油・ガス掘削の急落によって、前月比▲0.6％となった。

Notes: Weather conditions are defined as above. The index includes preliminary results. It assesses the
growth rates of economic indicators (year-on-year). Against a base (zero) of the average growth rate in the
past, it translates each unit of standard deviation into 10 index points. The base indices are production,
retail sales and imports.
