Student Mobility and Its Impact on QA in ASEAN Presented at ASEAN Plus Three QA Expert Meeting 6 March 2014, Hanoi by Ekaphong Lauhathiansind ONESQA, Thailand Student Mobility in Thailand Goal: internationalisation & enhance of quality of HE • Exchange programmes granted by foreign partners e.g. Monbukagakusho, AusAid, EU, USA, etc. • University Mobility in Asia and the Pacific (UMAP) 1993 • Greater Mekong Sub-region Mobility Programme 1999 • DUO-Thailand Programme, 2006 (focusing on 9 areas: health sciences; tropical medicine; tourism and hospitality management; nanotechnology; biotechnology; neuroscience; software and digital technology; fashion design; and logistics • Institution-to-Institution exchange Student Mobility in ASEAN 2010 Starting of Malaysia-Indonesia-Thailand Mobility Programme: • 117 students from 3 countries (Malaysia, Indonesia, Thailand) • 5 disciplines (agriculture; food science & technology; international business; hospitality & tourism; language & culture) 2011: • 260 students from 3 countries (Malaysia, Indonesia, Thailand) • 5 same disciplines 2012: • 450 students from 4 countries (Malaysia, Indonesia, Thailand, Vietnam) • 5 same disciplines 2013 (M-I-T renamed ASEAN International Mobility for Students or AIMS in April 2013): • 670 students from 7 countries (Malaysia, Indonesia, Thailand, Vietnam, Brunei, Philippines, Japan) • 7 disciplines (5 initial disciplines + economics; engineering) ASEAN Quality Assurance Framework (AQAF) • To facilitate student mobility leading to harmonisation of ASEAN HE • To serve as benchmark and reference point for ASEAN members to align their QA system • To ensure mutual recognition of degrees and qualifications Challenges and Opportunities • To enhance quality of host institution • To fine-tune curriculum • To adjust QA system & QF • To facilitate credit transfer mutual recognition of degrees & qualifications • To harmonise HE systems • To augment cross-cultural understanding & movement of human capital AC 2015 ASEAN GOAL Key message: • To build ASEAN mutual trust in HE systems • To join hands to develop comprehensive applications of their QA & QF to achieve AQAF goal Success Factors • Access to national HE systems information, QA & QF • Convene of government agencies and HEIs to share and exchange QA & QF • Develop common support & services to facilitate student and staff mobility • Focus on capacity building; international partnership; internationalisation & improvement of curricula; explore digital learning potential
