2014-2015 academic year at Pickering College and return to the Admission Office.

Pickering College welcomes students from across Canada and around the world. To help ensure your child is fully
supported, has a successful experience at the school, each boarding student must have a legal custodian while
attending school. Please read the following information carefully.

What is a “legal custodian”?
 A custodian is another adult formally appointed by the parents, who lives in close proximity to
the school and has agreed to protect the interests of your child while he or she is at Pickering
College

Expectations: What do custodians do?
 Custodians play an important role in your child’s safety and happiness away from home, and in
providing you with some peace of mind. In addition to completing a notarized custodianship
declaration required for visa purposes, the role of a custodian includes:
o providing general support to your child and acting as contact with the school;
o giving permission for your child to participate on field trips;
o helping your child renew their visa, study permit or other immigration documentation
needed for them to legally reside in Canada;
o being responsible for your child during holidays, school closures, illness or suspensions;
o providing guidance to your child if he or she is facing challenges (academic or otherwise)
at school and
o participating in parent-teacher interviews.

Who can be a custodian?
 A legal custodian must be over the age of 21, a Canadian citizen, speak English well, live in close
vicinity to the school and be willing and able to perform all of the functions listed above. (We
regret that Pickering College and its staff are not able to provide the services of a legal
custodian).

Why do I need to appoint a custodian for my child?
 Any student, whose parents do NOT currently reside in Ontario, is required to have a legal
custodian arrangement in place during the whole time in which he or she is a student at
Pickering College.

How do I appoint a custodian?
There are two ways: a family may identify their own custodian or pay for custodial services through an
outside agency.

Appointing your own custodian: If you are appointing your own custodian (e.g. A relative or friend):

Ensure the custodian you are appointing understands and agrees to perform the functions
described above in “Custodian Expectations” and meets all the requirements of “who can be a
custodian”
Have both parties (parents and custodians) complete the required forms available at:

Arrange to have the documents notarized by a Notary Public or Lawyer
Advise Pickering College of the name, address, phone numbers (day and evening) and email for
the designated custodian


Provide original copies of the notarized custodianship documents to Immigration Canada as
required in the study permit application process and copies to Pickering College.
Update the custodian appointment on an annual basis.

Appointing International Student Guardianship Canada (ISGC) custodian: If you do not have family
or friends in Ontario who can act as a custodian on behalf of your child, you will be required to
appoint a custodian through the International Student Guardianship Canada Inc. (ISGC). Please see
the information on the ISGC service packages available to you and check the company’s website at
http://www.isguardianshipcanada.com.

submitted to ISGC three months prior to the expiration date to ensure you child’s Immigration status in
Canada remains valid.

CUSTODIANSHIP
The importance of the Custodian Declaration, required by Citizen and Immigration Canada (CIC) and the
Canadian Border Agency, is to ensure the care of a child under the age of 18 in Ontario. When signing
this document as per the CIC; the temporary custody of the child is given from the natural parents to the
chosen guardian. Both the Custodian and Parent Declaration forms must be notarized prior to the child’s
arrival to Canada.
监护人：
监护人声明书（Custodian Declaration）是加拿大公民及移民部（Citizen and Immigration Canada，简称 CIC）
和加拿大边境署（Canadian Border Agency）所要求提供的，其重要性在于确保对在安大略省的 18 岁以下儿

For the purposes of ISGC’s information please note that the legal custodian is referred to as guardian.

The care and responsibility ISGC offers our students is vast; once the Custodianship form has been
notarized this document allows ISGC to assist with the following:

Medical Emergencies:
The Custodian is able to sign documents at any Health Care Centre on behalf of parents. In cases where
natural parents cannot be reached, ISGC can make the decision and provided necessary support to the
student and give permission for health care professionals to conduct the proper care of the patient.
In addition, hospitals and health care facilities require the legal Custodian to sign on behalf of the
parents and in some cases provide the actual legal document as proof of Custodianship.
紧急医疗情况：
监护人（保护人）可以代表家长在任何健康护理中心签署文件。在孩子的父母无法来到现场的情况下，ISGC

Immigration:
A legal Custodian is available to assist students detained by an Immigration officer at the airport during
travel. ISGC is required to travel to the airport with the notarized Custodianship letter of the student and
present it to the customs officer in order to solve the situation and have the student released. In
addition, the Custodian is available to assist students to apply for the following legal documents that
require a Custodianship Letter and are able to check the status of all applications in process:

Canadian Study Permit- ISGC assists families both from inside and outside of Canada to apply
for the Canadian Study Permit in order for students to enter Canada for study

Renewal/Extension of Study Permit/Visas

Travel Visas - Students are able to travel on school trips or other countries with our assistance;
ISGC processes all applications and makes arrangements for all Embassy/Consulate
appointments

Passport renewal/replacement - As a Custodian ISGC is able to apply and pick up the passport
on behalf of the student without the student being present (in most cases)

Emergencies:
When a student is away from school grounds, ISGC is available 24-hours for assistance in all emergency
situations, as well as non-emergency situations. ISGC Custodians are available to each student to ensure
their happiness and comfort as well as safety.
紧急情况：
当学生离开校区时，在一切紧急情况（也包括非紧急情况）下，ISGC 对您的孩子提供 24 小时协助。对每个
学生而言，ISGC 的监护人（保护人）都确保他们开心、舒适和安全。
Permission Forms:
As a Custodian to students, ISGC is available to sign permission forms, school trip requests and health
forms on behalf of natural parents. For International parents this is a great help; time zones make it
difficult to send a form to your child’s school if due immediately or same day.
同意书：
作为学生的监护人（保护人），ISGC 可代表家长为学生签署同意书、学校课外旅行请求书和健康表格。这
对国际学生来说，有很大帮助。如果需要立即或者当天签署，由于时差关系，学生家长很难按时将同意书等
发送至孩子所在学校。
Long Weekends/Holidays:
A Custodian must be aware of student plans at all times. Custodians are responsible for students during
long weekends and holidays when the residences are typically closed. Arrangements are arranged in
advance to ensure students have somewhere to stay if they are not traveling to their home country.
A Custodian is aware at all times if the student will be staying with a friend, going on a trip with the
school or staying with a host family arranged by ISGC in case of an emergency.
PLEASE NOTE: If a student is not staying in the Custodian’s home for the holiday or school break; the
Custodian can give permission for the student to make alternate plans on behalf of natural parents.
长周末/节假日：
监护人（保护人）必须始终了解学生的计划。在长周末和节假日期间，学生住宅服务停止的情况下，监护人
应负责照料孩子。应提前做好安排，假如他们不打算回到自己国家，应确保他们有地方居住。
监护人（保护人）应该始终了解学生是否和某个朋友在一起，还是参加学校组织的校外考察旅行或者和由
ISGC 安排的寄宿家庭在一起，以防发生意外。
请注意：假如节假日或者学校放假期间，学生不在监护人（保护人）家居住，监护人可代表家长允许学生制
定某些替代计划。
Suspension/Expulsion:
If a student is suspended or expelled from school; the Custodian is to be informed along with natural
parents so that the Custodian can make arrangements to assist the school in dealing with the situation
immediately. ISGC will arrange all transportation and a place for the student to stay until he/she returns
home or to the school.
The ISGC‘s Custodianship program is to allow parents to feel secure that their child has an emergency
contact as well as support while their child is studying abroad.
停学/开除学籍：
如果学生受到校方停学或者开除处理，必须立即通知学生的监护人（保护人）和家长，以便监护人（保护人）
可以迅速做出安排，配合校方应对这种情况。ISGC 将为学生安排一切交通工具和居住场所，直至学生返回
家庭或学校为止。
ISGC 的监护人（保护人）计划能使家长感到放心，因为孩子在国外学习期间有紧急联络人并能得到帮助。
Legal Issues:
As a Custodian, ISGC can offer assistance for students that have any trouble with the law in Canada.
Students detained, charged or arrested in Canada can only be released into the care of the Custodian
should parents not be available. Students charged with a criminal act are released to the Custodian who
is responsible to ensure that rules from the police and courts are followed.
法律问题：
作为监护人（保护人），ISGC 可以对在加拿大遇到法律问题的学生提供援助。如果家长无法抵达，在加拿
