双信電機グループは、高機能電子部品を供給することにより、社会の進歩と豊かさに貢献しています。
地域環境はもとより、かけがえのない地球環境を守ることが、もっとも重要な経営課題のひとつであると
認識し、開発・設計・製造・販売のあらゆる企業活動を通し、グループを挙げて継続した環境改善に
取り組みます。
活動指針
双信電機グループは、環境保全活動を進めるために環境への負荷低減、環境汚染防止、資源の
有効活用を優先とした下記のグループ共通の活動指針を掲げます。
また、これ以外にも部門の事業内容、地域の特徴を踏まえた独自のテーマが設定されており、企業
活動のあらゆる側面において環境負荷の低減に向けた取組みを進めます。
1．環境関連の法律・規則・協定を遵守し、
更に自主基準を制定して一層の地球環境保全に取組む。
2．地球資源が有限であることを認識し、環境に配慮した製品の開発・設計・製造を行う。
3．廃棄物の削減とリサイクル化に積極的に取組む。
4．オゾン層の破壊物質、地球温暖化物質、有害物質の廃止・削減を図る。
5．環境教育を実施し、環境理念・部門の環境方針の理解と環境への意識向上を図る。
6．地域社会の環境保全活動に参画し、社会に貢献する。
Basic Environmental philosophy
The Group of Soshin Electric companies has contributed to society's progress and
enrichment by supplying highly functional electronic components. With the recognition that preservation of priceless local and global environments is one of paramount
importance for all corporate endeavors, all Soshin companies will make continuous
efforts to improve the environment through every stage of product development,
designing, production and marketing.
Action Guidelines
The Soshin Group of Companies hereby declares action guidelines to be observed commonly and equally by all group companies to enhance environmental preservation
through reduction of environmental burdens, prevention of environmental contamination and effective utilization of resources as priority themes.
In addition, with every production location having its own themes reflecting the specialties of their respective business and local distinctions, our efforts toward reduction
in environmental burdens will cover every aspect of our business activities.
1. Enhanced endeavor for preservation of the global environment through compliance
with environmental laws, rules and agreements, and establishment and observance
of our own standards
2. Environment-considerate development, designing and production of products in
recognition of the limited availability of resources around the globe
3. Active reduction and recycling for reduction of industrial waste
4. Discontinued or reduced use of ozone-depleting substances, substances that cause
global warming, and harmful substances
5. Provision of environmental education opportunities for promotion of understanding
of our environmental philosophy and production location-specific environmental policies, and enhanced level of consciousness about the environment
6. Contribution to our society through participation in our local community's environmental preservation activities

双信電機グループが進めている環境保全活動をより
多くの方々に理解していただくために環境レポートを
発行しています。
対象期間は、2002 年 4 月∼ 2003 年 3 月です。

This Environmental Report, covering the period
from April 2002 to March 2003, is intended to provide the facts about environmental preservation
activities within the Group of Soshin Electric companies.
ごあいさつ
今日の環境問題は、廃棄物や自動車排気ガスなど地域的な問題から、
化学物質の生態系に対する影響、地球温暖化やオゾン層破壊など地球
規模の問題にまで拡大し、深刻化しています。
これらの環境問題が拡大するなか、地球環境との共生は、私たち人類
共通の重要課題となり、企業においても事業活動で発生する環境負荷を
低減し、維持可能な
「循環型社会」
の実現に貢献することが強く求められ
ています。
私たち双信電機グループは、地球環境を守ることを最も重要な経営課
題の一つとして位置づけ製品の開発・設計・製造・販売のあらゆる企業

2002 年度は「環境経営の構築」
の中長期計画のなかで、環境マネジメ
ントシステムの維持、改善活動を通し、法遵守、環境負荷に対しての事前
管理の実施、環境教育の啓蒙、地域社会貢献活動への参加に取組んでまいりました。
今後も省資源、省エネルギー化による CO2 排出量の削減、3R (Reduce, Reuse, Recycle) の加速による廃棄物の
ゼロエミッションの早期達成など循環型社会に向けた環境保全活動をグループ一丸となり進め、結果として企業価値の
向上につながるよう努力して行きたいと思います。
本レポートは双信電機グループとして２回目の発行となりますが、今回より海外事業所を含む全事業所の活動内容をま
とめご報告いたします。
環境保全活動の取り組みについては今後も継続して環境レポートやホームページなどで情報開示してまいる所存でご
ざいます。本レポートを通して、双信電機グループの環境への姿勢、活動の一端をご理解いただければ幸いに存じます。

Message from the President
Today's environmental issues seriously span from local matters such as waste disposal and automobile exhaust emission to
those of a global nature such as the impact of chemical substances on ecology systems, global warming and ozone layer
depletion.
While these environmental issues expand, our co-existence with the global environment has turned out to be a matter of
paramount importance common to all mankind, strongly requiring each business enterprise to reduce the environmental burden generated from their business activities, in order to contribute to the creation of a sustainable cyclic type society.
The Group of Soshin Electric companies regards preservation of the global environment as one of the most important corporate management subjects. Our efforts have been consistently exercised for continued environmental improvement throughout our business activities from development, designing and production to the marketing phases of products.
With a mid to long term plan for environmental business management in place, the year 2002 was spent carrying-out the
environmental management system, complying with relevant laws, implementing prior control of environmental burdens, providing environmental awareness, and participation in local society activities.
Our plan calls for environmental preservation activities by all group companies toward a cyclic type society, such as reduction of carbon dioxide by conserving resources and energy and earlier achievement of zero emission of waste by means of the
accelerated 3-R (reduce, reuse and recycle) activities so that the elevated corporate value will result.
From this 2nd publication from the Group of Soshin Electric companies, this report will be edited in the future to contain
descriptions about activities of all our locations including off-shore locations.
Environmental reports or our Web page will be our means for continued disclosure of our environmental preservation activities. We hope you will find this brochure useful for understanding our environmental policies and the activities of the Group of
Soshin Electric companies.

は、環境管理担当役員を委員長とする
「環境委員会」
で意思決定を行います。ここで決定した方針・施策は
部門の経営層、環境管理責任者を通じて、全社に展
開されます。
Structure for Promoting environmental
preservation activities
The Standing Committee on Environment, chaired by the director responsible for the environmental management, bears the
responsibility for deciding on environmental policies and actions
of the group of Soshin Electric Companies for environmental
preservation. Policies and actions thus decided upon will be disseminated throughout Soshin companies through the corporate
management level personnel and the person responsible for
environmental management within each production location.

ISO14001 と環境監査
ISO14001 and environmental audit
双信電機グループは、環境マネジメントシステムの国
・Every production department of the group of Soshin Electric
companies earned ISO14001 qualifications, an international standard, by March 2003. Each production location established its
own environmental policy, defined its environmental objective
and target and has continually promoted environmental preservation activities.
・Environmental audits comprise an external audit for verification
of effectiveness of systems by a certifying organization, environmental inspection for actual auditing activity by the Environmental
Office, and internal audits carried out by each production location.
・The number of our internal auditors counts 55 as of March
2003.
際規格 ISO14001 を 2002 年 3 月に全製造部門で
認証取得し、部門で環境方針を策定、環境目的・目
標を定め環境保全活動を継続的に推進しています。
環境監査は認証機関によるシステムが有効に機能
しているか行われる外部監査、環境管理室による実
務状態を監査する環境査察、部門が実施する内部
監査を実施しています。
2003 年度 3 月末現在の内部監査員は 55 名です。

教育と啓蒙
Education and enlightenment
双信電機グループが発刊する社内報に環境情報を
・All employees were enlightened through the company newsletter
carrying environmental information. The newsletter was published
internally by the group of Soshin Electric companies.
・Employees have also been enlightened regarding amendments of
relevant legislation through environmental management responsible
personnel for each production location using the environmental information bulletin.
・Environmental instructors for education of new employees on the
basics of environmental matters have been brought up. An opportunity for environmental education and enlightenment was provided to
employees of each each production location.
・Internal education is planned in 2003.
掲載して全社員への啓蒙を図りました。
法律の改正にともなう動き等は環境情報連絡表で
部門の環境管理責任者より啓蒙を図りました。
新入社員の環境基礎教育、環境インストラクターを
養成しインストラクターより部門の社員に教育・啓蒙を図
りました。
2003 年度は内部監査員の教育を計画しております。

環境会計の導入
Introduction of environmental accounting
双信電機グループは、環境保全を目的として支出し
The group of Soshin Electric companies introduced environmental accounting in 2001. Environmental accounting is for the purpose of gaining a quantitative grasp of the effectiveness of
investment and expenses made for environmental preservation.
The guidelines developed by the Ministry of the Environment of
Japan were complied with for the compilation of 2002 (April
2002 through March 2003) data. This data will be continually
presented for public inspection.
1)Our basic rule for data compilation is that:
・Investment for facility or equipment is to be totaled in the year
of investment for the total amount of relevant investment. No
depreciation is included.
2) "Effects" of such investments are to be limited to those with
positive grounds only.
・Totals are to be limited to actual effects such as revenues
from sales for recycling and amounts saved from energy conserving activities.
・Risk avoidance effects (deemed effects) are not taken into
account.
・The effects from investment into facilities or equipment are not
to be taken into account when the depreciation period is over.

集計に当っての原則は、次の通りです。
・設備投資は実施した年度に全額集計する。尚、減
価償却費は含めない。
２）
効果は、確実な根拠に基づいて算出されるものに限
定する。
・再資源化のための売却益や省エネルギー活動による
節約額など実際に得られた効果に限定して集計する。
・リスク回避効果
（みなし効果）
は採用しない。
・設備投資に対する効果は減価償却期間内とする。

環境保全コスト
Environmental preservation costs
双信電機グループにおける２００２年度の環境保全コ
・The 2002 environmental preservation costs expended by the
group of Soshin Electric companies were 13.642 million yen
consisting of 4.437 million yen for equipment investment and
9.205 million yen for expenses.
・49% of costs arose within our business area and 32% was
costs for management activities, totaling 81%.
・Global environmental preservation cost increased by 4.203
million yen over a year earlier mainly for the introduction of LP
gas heat pump type air conditioners and inverter type compressors.
・The management activity cost was reduced by 10.7 million
from a year earlier. This was due to the completion in the previous year of qualification efforts for environmental standard, and
transition to a follow-up activity phase, instead.
・The R&D cost was 23.79 million yen, covering studies for possibilities and feasibilities of designs of freedom from lead or cadmium, switching from chlorofluorocarbon use and reduced use
of plastic resins.
・Cost for reinstatement of the original conditions was nil this
year unlike a year earlier when research and improvement of
soil was carried out.
ストは、設備投資 4,437 万円、費用 9,205 万円、合計
13,642 万円でした。前年度と比べて 2,912 万円減少
となっています。
内訳は、事業エリア内コストが４９％を占め、次いで
管理活動コストが３

って前年比 4,203 万円増加となりました。
管理活動コストは前年度で認証取得が完了し維持
活動に移行されたことなどで前年比で 1,070 万円減
少になりました。
研究・開発コストは鉛・カドミフリー化、フロン切替、
樹脂減量化に伴う設計・実験・評価として 2,379 万円
でした。
損傷コストは、前年度に土壌調査・改良を行いまし
たが今年度は発生がありませんでした。

Effects of environmental preservation
事業活動に投入する資源に関する効果は、
ＰＲＴＲ
・Regarding the effects of resources consumed for business
activities, the amount of used PRTR substances was reduced
from a year earlier due to a switch-over to alternative solvents
and to changes in design and structures. But, the total energy
consumption remained on the same level as a year earlier and
the amount of water increased.
・With regard to the effects of environmental loads and waste
discharged from business activities, carbon dioxide emission,
radiation into the air of PRTR substances and the disposal
amount of waste dropped.
対象物質の投入量が代替溶剤への変更、設計・構
造変更により前年比より削減できましたが、総エネル
ギー消費量は前年比と横這い、水利用量について増
加しました。
事業活動から排出する環境負荷及び廃棄物に関
する効果は、ＣＯ２排出量やＰＲＴＲ対象物質の大気へ
の排出、廃棄物の最終処分量は削減ができました。

環境保全対策に伴う経済効果
経済効果は 2000 年度を基準として算出、2002 年
度は 6,066 万円の効果が得られました。内訳は省エ
ネルギー効果が７３％に上昇、省資源効果が１２％、
有価物の売却益が１１％、廃棄物処理費用の削減が
４％の比率でした。

Economic effects coming from environmental
preservation measures
・Economic effects were calculated with the year 2000 result as
the reference. In 2002, it was 60.66 million yen. The energy
conservation effect rose to 73%, the effect on resource conservation was 12%, revenue from re-sellable items was 11%, and
reduction in waste disposal expenses was 4%.

Regarding environmental loads (emission of carbon dioxide and
discharge of waste), starting 2002, a uniform grasp and evaluation including off-shore locations was made possible and targets
for reduction of environmental loads have been set once every
half fiscal term.
The following were major events in our 2002 environmental
preservation activities.
年度より海外事業所を含めて把握、評価ができるよう
統一し、環境負荷の削減の目標を半期ごとに設定し
推進しています。2002 年度の主な環境保全活動に
ついてご紹介します。

環境汚染事故の未然防止

環境の事故を未然に防ぐ為に部門で著しい環境
側面より洗い出し、環境に影響を与える可能性のあ
るリスクに対しては事前にその事故環境汚染を想定
して対応マニュアルを作成し、社員への教育はもとよ
り、納入業者・工事関係者にも説明会を行い、環境
事故防止への協力をお願いしています。
万が一事故がおきた場合を想定し安全を第一に迅
速な対応により環境への影響を最小限に抑えるよう
訓練も実施しております。
環境に関する苦情・事故の履歴
2002 年度は、環境に関する苦情・事故は共に 1
件も発生しておりません。
Prevention of environmental contamination
incidents
To prevent environmental incidents, our measures include
uncovering of significant environmental aspects by each production location, proactive development of manuals addressing
anticipated environmental contamination where the environment
may be impacted, and provision of explanations not only to
employees but to suppliers and construction people for their
understanding and cooperation.
Opportunities for drills are provided to address an incident,
should it occur, as quickly as possible, to minimize its impact on
the environment, with safety as a priority matter.

省エネルギー・地球温暖化防止
Energy Conservation and Prevention of Global Warming
地球温暖化防止への対応として、省エネルギー化
によるＣＯ 2 削減と代替フロンの撤廃、水の再利用に
取り組みました。
In an effort to prevent global warming, we made efforts for
reduction of carbon dioxide through energy conservation, elimination of CFC substitute, and reuse of water.

The amount of consumed energy was 86K GJ (giga joule), not
much change from a year earlier. However, an increase of 2.8%
was observed with energy consumed per unit sales amount.

エネルギーの種類別割合は、電力が８４％、次いで
・84% of the total consumed energy was electric power, with
type A heavy oil as our 2nd source of energy taking a 10%
share.
・Introduction of LP gas heat pump type air conditioners and
inverter type compressors, more effective operation of ovens,
and lighting limitation helped reduce consumption of electric
power.
・Concerning type A heavy oil, harsh winter caused our energy
conservation efforts to fail and an increase of 11% resulted,
instead.
・Due to the reduced number of Diesel automobiles and switchover of some Diesels to gasoline autos, the amount of light oil
dropped but gasoline rose.

双信電機グループのＣＯ２排出量の割合は、電気が
・Carbon dioxide emission by the group of Soshin Electric companies consists of electricity (85%) and gases such as type A
heavy oil・LPG・light oil and gasoline (15%).
・For reduction of carbon dioxide through energy conservation,
our target was set for 13% from 2000.
The result was 14%, coming from accumulation of small efforts
such as the introduction of energy conserving equipment, more
efficient operation of facilities and equipment, and electric power
saving.
・In 2003 when a production increase is expected, we will
establish specific action items to keep carbon dioxide emission
on the same percentage as in 2002.

廃棄物のゼロエミッション活動
Zero Emission Activity for Waste
事業活動によって発生する廃棄物の有効利用の
観点から、双信電機グループは最終埋立処分量の
削減についてゼロエミッション活動(＊ 1)の目標を定
め、再資源化の推進、取り組みを進めてきました。
2002 年度は、発生した廃棄物のリサイクル、廃棄
物発生を抑制する製品設計・構造設計・歩留向上、
分別の徹底などに取り組み、売上高原単位最終埋
立量を 1.0トン/億円の目標に対して 0.8トン/億円ま
で削減することができました。
2003 年度は最終埋立処分率を２５％を目標に活動
を展開します。
＊ 1:当社のゼロエミッション活動の定義は
2005 年
度までに売上高原単位最終埋立量を 0.12トン/億円
以下にする活動です。
From the viewpoint of effective utilization of waste generated
from our business activities, our group of Soshin Electric companies set and promoted a target of 'zero emission (note 1)' for
reduced discharge of waste to be landfilled as a means of disposition.
・In 2002, we managed to reduce waste to 0.8 tons/100 million
yen sales against our target of 1.0 ton/100 million yen sales
through recycling of generated waste, product designing and
structural designing which led to limited waste generation,
improved production yield, and thorough-going segregation of
waste.
・2003 will have 25% set for the target of a final disposal of
landfill.
Note 1: Our 'zero emission activity' is defined to be that, by
2005, the amount of waste finally landfilled be no more than
0.12 tons/100 million yen sales.

Control of chemical substances
化学物質は、生産活動を行なっていくうえでなくて
・Production cannot be successful without the aid of chemical
substances. However, inappropriate handling of them can
impair our health and detrimentally affect the natural environment. For this, we have given consideration and measures to
work processes where chemical substances are involved.
・For new chemical substances, a system has been in place
where an application needs to be submitted for approval by the
Standing Committee on Safety of Chemical Substitutes of production location regarding use of such new chemicals so they
will be handled properly and safely, in addition to being well
aware of the properties of such chemicals. Only chemicals
approved by the Committee may be purchased and used.
・A Specially Controlled Chemical Substances Survey Form will
be completed for purchased parts to understand the extent of
environmental consideration necessary. This information will be
taken into account when designing products so that products
can be more and more environmentally considerate.
・The PRTR Law (Law Concerning Reporting, etc. of Release
of Specific Chemical Substances to the Environment and
Promotion of the Improvement of Their Management) has been
our base of control of chemical substances being used. The
PRTR law requires businesses to report if they are handling 5
tons or greater annually of Class Ⅰ Designated Chemical
Substances (0.5 tons for Specified Class Ⅰ Designated
Chemical Substances). With Class Ⅰ Designated Chemical
Substances, the reportable amount will be tightened to 1 ton in
2003.
・Summary of a survey of major chemical substances for 2002
on the basis of the PRTR Law is shown below. With the group
of Soshin Electric companies, bisphenol A epoxy resin and
xylene fell into the PRTR Law definition.
はならない物質である反面、扱い方によっては、人へ
の健康を害する他、自然環境への悪影響が懸念され
るため、化学物質の作業環境に関することおよび対
策も併せて行っています。
化学物質の特性を十分認識した上で、安全に取り
扱えるように新規化学物質の使用に当っては、使用
許可申請制度を運用し、部門の「化学物質安全審
査会」で認められた物質が登録され購入、使用でき
る体制を整えています。
購入部品は「重点管理化学物質含有調査票」
を
用いて環境配慮状況を把握し、環境配慮型製品の
開発に反映させています。
ＰＲＴＲ法（ PRTR:Pollutant Release and
Transfer Register、特定化学物質の環境への排
出量の把握等及び管理の促進に関する法律）
に基
づいて使用化学物質を管理しております。ＰＲＴＲ法
では第一種指定化学物質は年間取扱量が５トン以
上の事業所
（特定第一種指定化合物質については
0.5トン以上）
は届出が義務付けられております。2003
年度より第一種指定化学物質は年間取扱量１トン以
上が届出対象となります。
ＰＲＴＲ法に基づき2002 年度の主な化学物質の調
査・集計結果を下表に示します。双信電機グループで
はビスフェノールＡ型エポキシ樹脂、キシレンが対象に
なりました。

該当化学物質の含有材料: エポキシ樹脂(PRTR 番号 25, 30)、溶剤(同 63, 132, 227)、ペースト(同 64)、はんだ(同 230)、
PRTR 番号 132 は別名 HCFC-141b です。

代替フロンの撤廃
Elimination of CFC substitute
フラックス洗浄に使われている代替フロン HCFC‐
・Our effort for total elimination of HCFC-141b CFC substitute
failed but a substantial reduction was made.
・Collective efforts in 2002 for transition toward non-washing,
change of washing agents and restricted use reduced by 78% in
the 1st half and 94% in the 2nd half, from the 2nd half of 2000.
・CFC substitute is scheduled to be totally eliminated by
September 2003.
141ｂの撤廃に取り組みましたが完全撤廃まで至りま
せんでしたが大幅な削減が見られましたので半期毎
の購入量をグラフに示します。
一部、無洗浄化、洗浄液切替、使用量の抑制等
により２０００年下期を基準に、上期７８％、下期９４％の
削減をしました。
２００３年９月までに代替フロンの完全撤廃を図る予
定です。

banning or reduction of use, and of burden on the environmental, to permit development, designing and production of environmentally considerate products.
・For equipment planned for introduction, its potential impact o n
the environment is subject to our assessment.
・Design review functions as a gate for verification of the
design's meeting the environmental standards set forth by the
group of Soshin Electric companies for clearance toward subsequent engineering work.
発・設計・製造を行うためにデザインレビューで使用禁
止・削減・抑制物質について環境影響を評価してお
ります。
新規に導入する設備については環境に影響がな
い設備か評価を行っています。
デザインレビューでは、双信電機グループが定める
環境基準を満たした場合に開発継続としています。
グリーン調達の推進
Promotion of Green Purchasing
環境を配慮した製品をつくるためには、使用する部
・Creation of environmentally considerate products cannot be
successful without understanding, starting the procurement
stage, of environmental impact of parts and materials used in
the products. In addition to design review which is used also for
sourcing of as much non-impacting parts on the environment as
possible, Green Purchasing is in effect for selecting least environmentally burden parts.
・For products we ship to our customers, we have established
and operate a control system meeting the Green Purchase
Standard which is one of customers' requirements.
・Efforts have been exercised for observance of the Green
Purchase Law for purchase of stationery and office equipment.

把握が必要です。デザインレビューによって極力環境
に影響のないものを使用しますが環境に負荷のかか
らない部品を選定するためにグリーン調達を進めてい
ます。
納入する製品につきましてもお取引先様のご要求
であります「グリーン調達基準」
に基づいて管理体制
を構築し、運用に努めております。
事務用品・機器の購入は、グリーン購入法の導入
に努めております。

There is not much change from a year earlier and relevant laws
are successfully complied with.
Measurement will continue for uninterrupted control to remain
