カンボジアのゴミ処理場で生活する家族

カンボジアの首都プノンペン。約 100 万人の人口にもかかわらず、ごみ処分場は
スタンメンチー 1 か所しかない。ここは 1960 年代から使われており、処分場はその
歴史を示すかのようなゴミが堆積してできた山がそびえ、自然発火している。
ここは JICA やドイツやオランダなどの国際機関が支援を行ってきた。というのも、
何十世帯もの人々がゴミ収集を通じて生活しているからだ。特にゴミ拾いに従事する
子どもたちのために、就学前児童に対する教育支援、識字教育、就学支援、医療支援、
職業訓練、奨学金支援、マイクロクレジットといった様々な支援が行われている。こ
こに住む者は家を構えるもの、季節的に住む者様々だが、共通しているのは安定した
現金収入を求めていることである。カンボジアは内戦により経済の復興や開発が遅れ、
十分な雇用がないことに問題の 1 つがある。（撮影・文：安里和晃）
Family Life at the Garbage Dump in Phnom Penh, Cambodia
Stung Meanchey is the only garbage collection center in Phnom Penh. 1,000,000
people live there. It is said to have been a garbage dump since the 1960s and this
long history is typically symbolized by the huge smoky garbage mountain shown in
the picture. Stung Meanchey has attracted many people looking for a cash income.
Some international development agencies including JICA are working in the area,
particularly targeting child garbage collectors. They provide pre-school and literacy
classes, facilitate schooling, first aid care, vocational training, scholarships, and a micro
credit scheme. Garbage collectors are one of the symbols of the country’s stagnant
economic development and its reconstruction after the unforgettable historical conflict.

安里和晃（COE 准教授）
昨年に続き、
7 月 26 日（月）に「第 2 回ソウル大学日本研究所・
青山薫（神戸大学大学院国際文化学研究科准教授）
京都大学文学研究科 GCOE 国際学術交流セミナー」が京都大
おいて移民の受け入れは避けて通れないものであるが、日本

2010 年 3 月 31 日、当グローバル COE プログラムが発行する

The Journal of Intimate and Public Spheres Has Been
Published!

On 31 March 2010, Volume 0 (the pilot volume) of the
English-language academic journal Journal of Intimate
and Public Spheres (JIPS for short) was published by
our Global COE program. The name of this program has
“Intimate Sphere” and “Public Sphere,” concepts which
are not all that familiar in normal life, but now, when
the phrases “intimate sphere” and “public sphere” are
being actively reexamined in various fields of sociology,
it seems timely. And so publishing the Journal of
Intimate and Public Spheres at this time seems quite
cutting-edge; there are no others like it yet.
When we were choosing the title for this journal,
which determines its contents, what we concerned until
the end was whether to include “in Asia.” Memos at the
time referred to it as the Journal of Intimate and Public
Spheres in Asia (JIPSA). When we realize that this
Global COE was set up to study issues in 21st century
Asia, then it suggests the journal is a forum to discuss
issues “occurring in Asia” or “the intimate and public
spheres within Asia.” However, our editorial committee,

which consists of Westerners as well as Asians, decided
to choose the present name since we were trying to
spread this as far around the world as we could, then
adding “in Asia” would limit both our readers and
authors. We did add, instead, “Asia and Global Forum”
as a sort of catch copy.
Luckily, in the feedback for Volume 0, we had a lot of
positive opinions that rated it “rich in content,”
“contributes to the global debate in the field,” “yield to no
other academic journal,” “an eye-catching design,” and so
on. However, there were many challenges for making it
easy to read and arranging the format. The biggest of all
was how we would deal with the English-language
journal world, where journals are not evaluated if they
are not published regularly. We need to achieve a
regular publishing schedule in order to survive. Editing
of Volumes 1 and 2 has already begun, and your support
and suggestions are always welcome!

The second International Exchange Program between
Seoul National University and our Global COE, called
the “Institute for Japanese Studies, SNU & Kyoto Univ.
GCOE International Academic Exchange Seminar” was
held at Kyoto University on the 26th of July. The
participants in the seminar were twelve SNU graduate
students accompanied by three professors and Kyoto
University faculty members and students. The Institute
for Japanese Studies, SNU visits Japan annually as part
of its program of academic exchange with Tokyo
University and Kyoto University.
The seminar began with a welcome address from Prof.
ITO Kimio, and then lectures were given by three
professors from Kyoto University: Prof. Ito from the
Graduate School of Letters, Prof. WAKABAYASHI
Naoki from the Graduate School of Economics, and COE
Associate Prof. ASATO Wako. The lecturers also
received various questions from the floor.
In the first lecture, entitled “Japanese Group
Orientation from a Sports Perspective” given by Prof.
Ito, he pointed out that “from the fact that Japan is
weak in team sports although it is a so called collective
society, we can see that Japanese collectivism is not a
cooperative group orientation but a kind of orientation
that is backed by constant monitoring by others.”
In the second lecture, “Demographic Change and
Migration” given by Prof. Asato, it was noted that
“although accepting migrants is inevitable, Japanese
policy has never acknowledged this phenomenon.”
The last lecture, “Contemporary Japanese Firm
Organization and Changes in Workers’ Sense of
Belongings” by Prof. Wakabayashi was prepared in
recognition of participants’ interest in this topic. The
Japanese management system, characterized by lifetime
employment, seniority, and company unions is not
traditional but formed after World War II. This shows that
the system is historically transient and will not be eternal.
The three lectures contributed to overturning
conventional theories and very much inspired
participants. One student expressed that it was
impressive that the lecturers looked as if they were
enjoying their lectures.

京都大学とソウル大学の若手の在日朝鮮人／在韓中国朝鮮
や留学生、在日朝鮮人と日本人の親密圏と公共圏など多岐に
族研究者が中心となり、2008 年度にソウル大学にて本国際学

ける在日朝鮮人・在韓朝鮮族の表象、「朝鮮籍」青年のアイデ
ンティティ、在日朝鮮人の就職活動、オモニ学校の識字実践、

In the Global COE we assembled research projects led by faculty and
young researchers, who each belong to one of five research
committees (theoretical research, historical research, fieldwork survey,
quantitative survey, policy research), and in order to share research
results between these groups we hold presentations for reporting
research results. In the 2009 academic year, this was held on the 16th
and 17th of February 2010, and 37 reports were presented.
With faculty members as the research leaders, 6 groups of the GCOE
International Joint Research completed their two year research period,
and presented a variety of reports on the intimate sphere as seen in the
visual arts, digital museums, and so on. 6 groups of the NextGeneration Research and 23 groups of the Next-Generation Research
Unit, both led by the initiative of young researchers had a number of
projects covering such themes as migration, poverty, and the media,
and communication between projects is progressing. 2 groups of the
Research Project for Gender Equality offered policy proposals targeted
at female physicians and university research labs. The Research
Results Presentation functions as an interdisciplinary educational forum
for young researchers where they can get advice from faculty members
in other fields.

Spheres in Korean Diaspora”

Based around young researchers at Kyoto and Seoul
National Universities studying Korean residents in
Japan (“Zainichi”) and ethnically Korean Chinese in
Korea, this international academic workshop was first
held at Seoul National University in the 2008 academic
year. Later, in the 2009 academic year, the second
workshop was held at Kyoto University, with the third,
this year, again held at Seoul National University.
Carrying out workshops that have been planned and run
by mainly young researchers is quite a hard task for
them, but we were able to have many academically
fruitful discussions. In particular, the differences in
opinions that arise from the differences in Japanese and
Korean society helped us lift our heads up from just
looking at the narrow confines of our own research
themes and see a wider perspective.
The second and third international workshops both
featured reports based on the research interests of young
researchers at both Kyoto and Seoul National

Universities. In terms of their contents, there was quite
the variety, from images of Zainichi Koreans and ethnic
Koreans resident in China, identities of “Korean” youth,
job-hunting by Zainichi Koreans, literacy practices at
“omoni” (mothers) schools, Zainichi Korean movements
in “illegally occupied areas,” Ethnic Korean Chinese
laborers and students in Korea, to the intimate and
public spheres of Zainichi Koreans and Japanese.
Research methods were also varied, including law and
legal systems, history, quantitative research, and
qualitative research. At the wrap-up party comments
about the research flew from all directions and debates
carried on while the passing of time was forgotten.
How have the intimate and public spheres of the
Korean diaspora been shaped, and how have they
changed? Consideration on this topic remains
inadequate, but in these active debates between young
researchers it looks as if we might find some clues.

In the Global COE we invite four to six leading names
in research related to the intimate and public spheres as
"ERASMUS teaching staff" from our overseas partner
institutions annually (two to four weeks per person) to
promote personnel exchange.
These guests are asked to take charge of our English
Lecture Series, “Reconstruction of the Intimate and
Public Spheres”. We also count our educational practices
such as next-generation global workshops and
international symposiums aimed at young researchers in
this sort of personnel exchange.
For these activities, the Global COE initially started
collecting distributed materials and recording
symposiums and workshops, as well as lectures, with the
aim of assembling a collection of materials. However, in
consideration of its educational value and importance as
research materials, we gained the cooperation of the
Kyoto-U OpenCourseWare project to come up with a
plan to distribute image content and distributed
materials (educational content) free of charge to the
whole world, and are now working to achieve this.

This sort of plan is an outline of the GCOE
OpenCourseWare. At the current moment, we have started
online distribution of the lectures by the ERASMUS teaching
staff invited in the 2009 academic year, and are continuing to
prepare for the distribution of videos of our international
workshops with Seoul University and Taiwan University. In
addition, we are also distributing video educational materials
that have been developed by our faculty members.
The most important issue for achieving this plan was
how we handled the various copyrights and image rights,
which differ greatly between countries. At the Global
COE we are searching for a method which can be
adapted to various needs. This includes (1) submitting a
diversification proposal for publication methods for
educational content to Kyoto University; (2) Explaining
the outline of the GCOE OpenCourseWare at Global COE
business meetings; (3) creating introductory videos for
each lecture to upload; and (4) creating a Usage Contract
for Educational Content in English and Japanese.
This book has been realized through collaboration
between one of the Global COE’s international joint
research projects and the Program for Rural and
Territorial Studies (PERT), at the University of San
Carlos of Guatemala (USAC).
The Mayan indigenous people comprise about 60
percent of the total population of Guatemala, and have
been in a minority position since the Spanish
colonization. Particularly at the end of 19th century,
when the capitalist nation state was being constructed,
Mayan traditional culture was identified as a target of
“civilization”. It was then at risk of elimination in the
internal conflicts which lasted for 36 years (1960-1996).
After about 13 years, we are now observing a
completely new way of “integrating” indigenous people.
Mayan culture is no longer considered an obstruction to
the state's development but the primary “product” of the
tourist industry under the banner of “multi-culturalism”
or “multi-ethnicity”.
In this new form of national integration, how is a new
role being imposed on the Mayan people as Guatemalan
citizens? Or how are they striving to establish their own
more positive possibilities? This book opens this debate,
based on case studies of the indigenous communities
undertaken by the eight contributors.

戦後日本におけるセクシュアリティと親密性の再編

このプロジェクトでは、歴史研究班リーダーの小山静子先生の
もと、今田、赤枝両助教を含む全 13 名のメンバーで共同研究を行っ
ています。戦後日本においていかなるセクシュアリティ規範が形
成され、それは日本の親密圏の形成にどのような影響を及ぼした
のか、その解明を目指しています。戦後日本では、バースコント
ロールの知識や実践が広まるなど、夫婦間の性が大きく変化した
ことが指摘されています。若者の間でも、戦前とは対照的に男女
交際が推奨されるようになったことから、
「性の解放」がもたらさ
れたと考えられています。しかし実際には、青少年に対しては純
潔教育が説かれたり、同性愛に対する差別や偏見が強まったりす
るなど、単純に「解放」とはみなすことのできない事態も起きて
います。本プロジェクトでは、このようにジェンダーや年齢、性
的指向などによって異なる重層的なセクシュアリティ規範を、タ
イや韓国の事例も参照しながら、資料分析や聞き取り調査から明
らかにしたいと考えています。
GCOE Core Project 7 :
Sexuality and Reconstruction of Intimacy in
Postwar Japan

Under the leadership of Professor Shizuko Koyama,
12 members including assistant professors Imada and
Akaeda have been pursuing a collaborative study on the
history of sexuality and intimacy. The main focus is
what kind of sexual norms have been constructed and
how they have affected the construction of the intimate
sphere in postwar Japan.
It has been pointed out that sexuality among marital
couples changed after World War Ⅱ. For example, the
knowledge and practice of birth control have prevailed. As
for young people, relationships between women and men
were encouraged, which showed contrast with prewar
Japan. Seeing these phenomena, it is said that sexual
liberation was brought about in postwar Japan. However,
considering that purity education for adolescents was
promoted and the discrimination against homosexuality
strengthened, we cannot naively believe that sexual
liberation occurred. Instead, we will see that the sexual
norms of postwar Japan are multilayered, and differ
depending on gender, age, sexual orientation, etc. The
content and formative process of sexual norms will be
investigated through the analysis of historical documents
and interviews, referring to the cases of other countries
such as Thailand and South Korea.

A Long Tradition

What a great pleasure it was last autumn when I
came to the sociology department of Kyoto University as
a visiting professor and happily joined into the Global
COE program for “Reconstruction of Intimate and Public
Spheres”! I was both stimulated and challenged all along
my exchanges with the students and colleagues, in
workshops, conferences and in more informal
discussions. I am currently giving a new lecture at
master level on ‘Gender and Migrations’ and seek to
improve the research carried out in our university in this
field.
Sociology at Strasbourg University is a long-standing
tradition. Important figures of sociology’s ‘holy trinity’
have left a great impact there for nearly one century.
The main orientations of the classical tradition
developed by the founders, Weber, Durkheim and Marx
had prominent members in our institution: Georg
Simmel received his professorship on the eve of World
War One when Strasbourg belonged to Germany; a few
years later, in 1919, Maurice Halbwachs, the most
brilliant follower of Emile Durkheim, got a position

there until 1935; finally, the revival of sociology in the
early 1960s owes much to the work of Henri Lefebvre.
Theoretical pluralism continues to characterize the
Institute of Sociology and the Faculty of Social Sciences.
Two research teams are linked to our faculty: Centre de
recherches et d’études en sciences sociales (CRESS) and
Laboratoire Cultures et Sociétés en Europe (LCSE). The
second is a laboratory associated with the Centre
National de Recherches Scientifiques (CNRS): their
research work focuses mainly on the conflictual
dynamics affecting societies. Nowadays our faculty is
one of the most important in France, with 11 full
professors, 34 assistant professors and dozens of
lecturers, 1300 students, and among them about 100
Ph.D. students. Five bachelor degrees (“Licence” in 6
semesters) are offered in sociology, sociology and
economy, sociology and social development, anthropology
and demography, and 7 masters (10 semesters), 3 in
sociology, 1 in urban planning, 2 in anthropology and 1
in demography.

Public and Private: Situating Marriage Practices

I was invited as a visiting faculty to Kyoto University
under the auspices of the Global COE “Reconstruction of
the Intimate and Public Spheres in the 21st Century”,
Asian ERASMUS Pilot Program, from 24 May to 21 June
2010. During this period, I gave a series of lectures which
was titled ‘Revisiting the boundaries between the public
and the private: Exploring marriage and matchmaking in
the contemporary Indian context’. In this lecture series I
explored the shifting boundaries between the public and
the private specifically in the context of marriage in
India.
A large chunk of the lecture time was spent discussing
and detailing the traditional and contemporary contexts
of and discourses on marriage and matchmaking in India.
I used visual material extensively to bring Japanese
students in touch with the mechanisms which operate to
render matchmaking as much a private business of
individuals as a matter of significant social and political
import. Contemporary issues such as honour killings
consequent to socially unacceptable marriages and
extensive use of internet for matchmaking were also
discussed at some length.
The lecture series thus made an attempt to provide the
students a detailed insight into the social and cultural
processes which shape the construction of intimate
relations in the Indian context. The endeavor was to bring
a comparative perspective to bear upon their thinking of
these issues and I found the students very keen to learn
and understand. In this sense the purpose of the lecture
series seems to have been served.
I also gave a seminar which was entitled ‘Prostitution
and marriage payments among the Bedias of North
India.’ This paper pertained to another thematic related
to marriage in India with specific reference to a marginal
community. Several scholars showed interest in this work
and the seminar gave me an opportunity to discuss my
research with them at length.
My visit to the Kyoto University was indeed very
enriching for me in terms of interactions and discussions
with students and faculty.
