Introduction
Target group
Civil servants and members of public administrations, members
of the judiciary, lawyers, as well as private sector actors with
an interest in EU environmental law. A legal background is not
necessary to attend the course.
Description
With more than 200 legal acts currently in force at EU level,
environment represents one of the most dense and far-reaching
areas of EU law. EU environmental law covers a wide range of
topics: both sectoral, such as for example waste management,
nature protection or water management; and horizontal, such
as public participation in environmental decision-making,
environmental impact assessment or access to justice. All these
topics are governed by a number of environmental principles,
both at EU and national level. This seminar offers a comprehensive
overview of the main principles which govern EU environmental
law, such as the ‘polluter pays’ principle, the precautionary
principle, the prevention principle, and the rectification at source
of environmental damage. The crucial issue of access to justice in
environmental matters will also be covered.
Learning methodology
The programme has been designed in such a way as to offer a
combination of presentations, active discussions and case studies
based on real case law from the Court of Justice of the European
Union. Recent legislative and jurisprudential developments
in the relevant areas will also be presented and discussed. The
presentations will be given and the case studies moderated
by a small team of recognised experts and practitioners, with
an emphasis on practical examples, active involvement of the
participants and exchanges of experiences. The training materials
and methodology are based on the successfully developed
project by EIPA and the European Commission, which consisted
of a series of trainings across the EU on the implementation of EU
environmental law.
Objectives:
• To provide a practical overview of the main principles of EU
environmental law and their concrete application, both at EU
and national level;
• To raise awareness with regard to the challenges of the
enforcement of EU environmental law, as well as to rights
granted and obligations imposed by EU environmental law;
• To provide concrete tools for understanding and applying the
principles of EU environmental law;
• To fine-tune practical understanding of the relevance and
impact of EU environmental legislation on the daily work,
and the mechanisms of its correct implementation into
national systems;
• To provide a platform for the exchange of experience and
information sharing.

Luxembourg City has two main bus stations, one in the city
centre called ‘Centre Aldringen’ and one next to the railway
station called ‘Air Terminus’. All buses, wherever they go,
pass through these two stations. Bus no. 18, departing
every ten minutes, goes in direction ‘Kirchberg’, and stops
just around the corner from the Chambre des Métiers
building where EIPA’s premises are located. Bus no. 16 in
direction Luxembourg Airport/Findel stops at Kirchberg,
John-F.-Kennedy which is 5 minutes walking distance from
the seminar venue.

Participation
The fee applicable to each activity is clearly indicated
on the registration form. Unless otherwise stated on
the registration form, the fee includes participation in
the activity, lunches and beverages during the activity,
documentation and participation in the reception/
cocktail. Travel and accommodation costs are at the
expense of the participant or his/her administration.
Pre-payment of the fee is a condition for participation in
an activity. Prior to the activity each participant will receive
an invoice which can be paid by bank transfer or by credit
card.

EIPA’s Civil Servants special discount
EIPA offers its members a discount of 10% off the
registration fee for certain seminars and training courses.

Cancellation policy
EIPA reserves the right to cancel the seminar up to two
weeks before the seminar starting date. In that case,
received registration fees will be fully reimbursed. EIPA
accepts no responsibility for any costs incurred (travel,
accommodation, etc.).
For administrative reasons, a fee of €150 will be charged
for cancellations received after 24 September 2014.
There is no charge for qualified substitute participants.
The mention of a speaker’s name in the programme does
not commit EIPA. In the event that an announced speaker
does not appear, EIPA will do its utmost to find a suitable
