Seminar The New Procurement Directives Maastricht (NL), 6-7 November 2014 European Institute of Public Administration Institut européen d’administration publique Introduction Target group This seminar is intended for procurement officials and policy makers from the EU Member States, candidate countries and European bodies and organisations, who wish to familiarise themselves with the new rules on procurement. The seminar could also be of interest to industry and service providers, as well as to academics, lawyers and other persons working in this field. Description This seminar will be devoted to the European public procurement reform and concentrate on the new directive on procurement. The new procurement directives cover: Directive 2014/24/EU on procurement, Directive 2014/25/ EU for entities operating in the utilities sector and Directive 2014/23/EU, a new directive on the award of concessions contracts. The new procurement rules imply a repeal of the Classic Directive 2004/18/EC and the Utilities Directive 2004/17/EC. Member States need to transpose most of the provisions of the three directives by April 2016. This seminar will: firstly, provide an overview of the three directives; secondly, concentrate on the key changes in the procurement directive; and thirdly, identify those issues where Member States have policy choices for transposition concerning the procurement directive. Objectives The objective of this seminar is to provide an overview of the key changes to the new directives on procurement and utilities and, in addition, it will examine the new directive on the award of concessions. The specific directives will be explained and examined from various perspectives. This seminar will provide a unique platform for exchanging views regarding procurement modernisation. Learning methodology This seminar will be based on a mixture of presentations and discussions and will include working groups. Participants will be encouraged to interact and exchange views.
