Seminar CAP 2014: Administrative Challenges for Direct Payments, Market Measures and Rural Development Maastricht (NL), 20-21 October 2014 European Institute of Public Administration Institut européen d’administration publique Introduction Target group The seminar will be most useful to officials with a good prior understanding of the CAP and EU decision-making processes. It is addressed to managers, senior officials from all levels of government and local authorities, officials from public enterprises, academics, representatives of business and farmers associations, and other practitioners. Description Although agriculture is considered to be an important area of shared competence between the EU and the Member States, in practice the EU has extensive competence to decide on the implementation of the Common Agricultural Policy, especially on market measures and direct payments. The primary aim of the rules and mechanism of the CAP is to provide a system of market support and protection of agriculture, while securing the proper functioning of the internal market, including the rules on competition. A whole package of new proposals has been launched by the European Commission and been negotiated over the past few years between (for the first time ever) the European Parliament and the Member States. Respective delegated legal acts were concluded in March 2014 as a starting point for administrative implementation. A next relevant step will be the submission of national operational programmes for rural development during summer 2014. CAP reforms have always been complex and difficult political projects. But this time, as a new challenge, the future distinction and coherence occurs across the two pillars: how to apply new risk measures and how to integrate rural development better into the rules of the Structural Funds? Learning methodology A dynamic approach will be followed by the speakers, encouraging discussion among the participants and using a mixture of training tools (PowerPoint, case analysis). A specifically interactive session is dedicated to Rural Development: experiences on auditing of market measures and rural development will be exchanged within small working groups composed of participants from different Member States. Typical challenges in the process will therefore be simulated. The seminar seeks to transfer knowledge which is immediately relevant to the work of officials dealing with the implementation of the CAP at the national level. Objectives The purpose of the seminar is to examine in detail the various implications of single issues of the CAP reform, the changes requested and the consequences for national administrations and other stakeholders. Issues such as direct payments and market measures as part of the first pillar, the relationship to the second pillar (coherence and avoiding double financing), and specific issues of financial management in the first and second pillar will be critically analysed by speakers from the European Commission and various Member States, to give participants a better understanding of the factors that will determine the implementation of the new rules and procedures.
