PC-A、PC-B両方向から、UDPパケット（400mbps）を発生させ、NGN回線トラフィックを調査
PC-A → PC-B については、shaper等の設定により200Mbpsにシェーピングされる
PC-B → PC-A のトライフィックを発生させた場合、
・30秒程度（もしくはそれより短い時間）で「SPA-8X1GE-V2」のリンクランプが消灯
・リンクランプが消灯したインターフェースの状態（sh int）をみると「EoMPLS Remote Link down」と表示
インターフェース状態は「up/up」となってる
・MPLS フォワーディングテーブルは表示されるが、EoMPLS VCは他のインターフェースも含めてダウン
