CHANDIGARH: The Punjab and Haryana high
court on Wednesday issued notices to senior
functionaries of excise and taxation departments
of Haryana and Punjab, asking why contempt of
court proceedings should not be initiated against
them for failure to remove liquor vends along the
national and state highways in the states.

Justice Tejinder Singh Dhindsa has also directed
financial commissioners (excise and taxation) to
file a status report on compliance of various
directives issued by the high court related to
removal of liquor vends along the highways.
The case has been posted for November 27 hearing. HC has issued the notices after hearing a
contempt petition filed by Arrive Safe Society, Chandigarh, an NGO, through its president
Harman Sidhu.
On March 18, 2014, the HC had directed both the states to immediately remove the liquor vends
and shift these at least 1,000 metres away from the national highway so that they won't be
accessible and visible from the highways or the service lane running along such highways.
In its contempt petition, the NGO argued on Wednesday that both the states had failed to comply
with the orders.
The NGO submitted that despite HC orders, location of the liquor vends along the national
highways in Punjab remains the same and hasn't moved even an inch.
The petitioner NGO also produced a number of photographs showing liquor vends operating on
national highways in Punjab and alleged that the states were willfully and deliberately disobeying
the HC directions.
