REQUEST FOR PROPOSAL
Fiber Optic Installation
District Replacement of existing fiber optic cabling.
Projects are Contingent on E-Rate Funding and board approval.
Purpose:
The Southside School District is accepting bids for the installation of fiber optic data network
cabling, including all needed equipment at each campus and at multiple locations at each
campus. Work will be done at and between the following locations, Southside Transportation
Complex, Southside Middle School, Southside Junior High School and Southside Central Office.
● The bid also includes the removal and proper disposal of existing fiber optic
cabling/equipment.
Bidders Conference:
All bidders are required to visit the site. No considerations are given for not knowing condition
of installation environment. Once a bid is accepted, the vendor will not be able change pricing
based on a condition not known to vendor, after work begins. Bid acceptance by Southside
School District is considered final.

Project:
This pricing shall include:
1. All exterior fiber optic cabling is to be installed with appropriate conduit or duct as
provided and installed by bidder. All underground conduit or duct must be appropriately
marked and include a means for being located from the surface in the future.
2. Bidder is responsible for verifying the location of all existing utilities prior to digging or
boring.
3. Planned fiber path must be approved in advance by the Director of Technology.
4. Any required cuts to concrete parking lots or sidewalks must be approved in advance by
the Director of Technology.
5. Unless otherwise noted in the individual building details, fiber strands are to be
terminated in appropriate, rack mount LIUs in all locations. All fiber terminations should
use LC type connectors.
6. Fiber runs must be properly supported above the drop ceiling utilizing J-Hooks or other
cable support devices in accordance with TIA/EIA standards.
7. All strands of fiber must be tested and certified as capable of 10Gbps or greater
transmission speeds. Both Paper and Electronic documentation of these test results
must be provided to the district prior to final payment for the project.
8. Breakdown of costs separately per segment including any conduit or ground work
required
9. Delivery of each component to its designated secured location.
10. Provide printed documentation listing all equipment, quantities, descriptions and
locations per the TIA/EIA Telecommunications Building Wiring Standards. This
documentation shall be delivered in an open CSV (Comma Separated Values) format.
11. Provide as-built diagram in MS Visio format showing all jack numbers, pull boxes, cable
paths, etc…
The specifications herein are provided to convey the intent of the system and do not indicate
every cable or component necessary for the complete system that the proposing vendor shall
provide. Prices quoted shall be an all-inclusive solution including all applicable taxes, shipping
costs, installation of equipment, configuration of equipment, any necessary cabling, any
additional necessary electrical power, training, technical support and trash removal and
represent complete installation and integration with the existing network where necessary. All
equipment included in vendor’s proposal must be new equipment purchased from an
authorized reseller. No grey market, third party, or used equipment will be considered.
Bidder Requirements:
The service provider must meet the following minimum requirements:
1. Possess a current Arkansas contractor’s license – Submit license number with bid.
2. Provide a manufacturer’s warranty for the data system components.
3. On-site vendor support should be available within a twenty-four (24) hour period.
4. Provide proof of liability insurance and worker’s compensation insurance.
5. Provide two references with bid – Include contact person’s name, address, and
telephone number along with a letter of reference/recommendation.
6. Demonstrate ability to complete the project within the allotted time frame.
7. Bid shall be broken down by cost per location, with a total project cost listed for the
entire project.
8. Because USAC now requires data-entry of every line item on a contract, vendors bidding
on the Category Two Internal Connections request are REQUIRED to submit bids using
the “Year 18 Required IC Template.” Vendors that submit bids that do not use this
template will have their bids disqualified.
Proposals/Bids:
The Southside School District reserves the right to reject any or all responses. The District will
disqualify any proposal that is determined to be incomplete or non-responsive. The District
reserves the right to negotiate with the apparent acceptable vendor(s).
Price will weight as a primary factor, however price alone will not be the sole determining
factor. Award will be based upon those considerations, which are in the best interest of the
District and will be made to the most responsive, responsible bidder whose proposal is
judged to be the most effective and economical for the purpose intended, according to the
requirements and specifications stated in the Request for Proposal. The District will utilize
but not be limited to the following criteria in reviewing the submission:
