Sealed Tenders are invited by Sr. Divisional Signal & Telecomm. Engineer N. F. Railway, Katihar-854105, for and
on behalf of the President of India from Established, Reliable and Reputed firms for the following Railway
Signalling/Telecommunication work: Name of work:- Supply of Materials, Installation, Testing and Commissioning of Electronic Interlocking and
MACL Signaling system at Purnia Station of Katihar Division N.F. Railway in connection with SHC-PRNA GC
work.

Name of the offices from where tender forms will be available: The tender document may be obtained from the office of
Sr.DSTE/Katihar & ASTE/NJP, N. F. Railway or can be downloaded from the web-site www.nfrailway.com and
www.nfr.indianrailways.gov.in.
Date & time of submission of tender document: - up to 13.00 Hrs. of 09.02.2015.
Date & time of opening of Tender at 15.00 Hrs. of 10.02.2015.
Non- transferable Tender Documents containing detailed description of the Schedule of Supply
& Works along with other terms & conditions can be obtained from the office of the Sr. Divisional Signal & Telecom
Engineer, N. F. Rly, Katihar – 854105 and Assistant Signal & Telecom Engineer, N. F. Rly, New Jalpaiguri in cash
depositing to Cashier, N. F. Railway, Katihar or New Jalpaiguri respectively. In case the tenderer wishes to obtain the
Tender documents by post Rs.500/- (Five Hundred) only extra towards postal charges for each set of Document to be
remitted by MO/TMO in favor of Sr. Divisional Signal & Telecom Engineer, N. F. Rly, Katihar – 854105. The
Railway is not responsible for delay, loss or non-receipt of tender document sent by post. The Tender Document is also
available at our Website www.nfrailway.com & www.nfr.indianrailways.gov.in which can be downloaded and used
as tender document for submitting the offer. The Tender Document cost (in favour of FA & CAO/Maligaon N.F.Rly.)
for the downloaded tender will have to be accompanied with the Earnest Money. In case of any discrepancy between the
tender document downloaded from the internet and the master copy kept at this office, later shall prevail and will be
binding on tenderer.
The last date & time of submission of sealed tender will be on 09.02.2015at 13.00 Hrs. The tender box for this
purpose will be available at the Ground Floor of DRM Office (Near Reception Counter), N. F. Railway, Katihar, Chief
Signal & Telecom Engineer, N. F. Rly, Maligaon and Assistant Signal & Telecom Engineer, N. F. Rly, New Jalpaiguri
[Note:- Tender Box will be available for this purpose from 02.02.2015 to 08.02.2015 (Excluding Holiday, if any) from
10.00 Hours to 17.00 Hours and on 09.02.2015 from 10.00 Hours to 13.00 Hours.]. Filled tender forms can also be sent
by Registered / Speed post addressed to Sr. Divisional Signal & Telecom Engineer, N. F. Rly, Katihar – 854105, so as to
reach within the specified time. Railway is not responsible for delay, loss or non-receipt of tender document sent by
post.
The tender will be opened/closed at office of the Sr. Divisional Signal & Telecom Engineer, N. F. Rly, Katihar –
854105 on date and time as specified above. If the date of opening and date of closing happens to be Bundh/Holidays,
the tender will be opened/closed on the next working day as per same timings. The earnest money and tender
document cost shall be drawn in favour of FA & CAO/N. F. Rly/MLG in proper form i.e. Deposit Receipt, Pay Order
& Demand Draft. These forms of Earnest Money should be issued either by the State Bank of India or any other
Nationalized Banks only. No Standing EMD will be accepted. Offer received without earnest money and tender
document cost will be summarily rejected. The NSC issued by postal Dept is not acceptable.

a.
In case the tenderer is a partnership firm(s), the experience, solvency and turn over shall be in the name and
style of the firm only.
b. If the tenderer is a partnership firm, all the partners shall be jointly and severally liable for successful
completion of the work and no request for change on the certification of the firm shall be entertained.
c. During the currency of the contract, no partner of the firm shall be permitted to withdraw form partnership
business and in such an event it shall be treated as breach of trust and abandonment of the contract.
v. The Railways Administration reserves the right to reject any or all tenders in full or part without assigning any
reasons thereof.
The minimum eligibility criteria for the tenderer are as follows:a. Tenderer(s) should have completed at least one similar single work of minimum value of 35%
of Advertised Tender Value of the work in the last three financial years (i.e. current year and
three previous financial years).
Similar nature of work means: “Signalling works of RRI or PI or EI indoor works with
or without outdoor works with supply of EI or relay and other signaling equipment.
NOTE: (1) In case of EI if tenderer is not OEM then MOU for technical support in
installation commissioning, post commissioning maintenance problems, failures and
supply of its spares to be submitted from OEM. (2) Similarly for MSDAC/SSDAC/UFSBI
if its supply is included in the scope of works”
b. Total contract amount received by the tenderer(s) during the last three financial years and
current financial year should be a minimum of 150% of Advertised Tender Value of the work.

publication on or before 08.01.2015 in prominent National News papers of Bihar , West Bengal and Assam. The
publication cost is chargeable to Sr.DSTE/Katihar through Sr.DFM/KIR under allocation Deposit Misc..Debitable
to EC Railway against tender No. N/2014/K-17. This is certified that all tenders against tender notice No.
