BLM Air Attack Committee Charter Introduction The BLM Aviation Management Group (AMG) has approved the formation of a BLM National Air Attack Committee, hereinafter refened to as the BLM Air Attack Committee. Authority The BLM Air Attack Committee is formed under the authority of the AMG with the concurrence of the BLM Fire Leadership Team (FLT). Mission Provide national leadership in all areas of BLM air attack operations. Promote and coordinate safe, effective and efficient fire operations in order to accomplish Bureau of Land Management (BLM) fire management objectives. This will be done in collaboration with the AMG in coordination with the BLM National Air Attack Program Manager. Purpose o o o o o o o Represent the state fire programs in all areas of air attack operations and provide assistance in the development and implementation of BLM air attack policy as stated inthe Interagency Aerial Supervision Guide (PMS-5 05). Promote and advocate the most efficient use of air attack aircraft and flight crews for all incident operations. Identiff needs and make recommendations for changes and improvements to existing air attack policy, personnel requirements, and aircraft specifications. Identi& air attack operations issues and recommend solutions to the AMG. Advocate the safety, success, and development of BLM firefighters and air altack flight crews. Perform tasks assigned by the AMG. Provide input into the development, review and revision of fire management operational guidelines, procedures and practices related to, but not limited to, the following: o Interagency Standards for Fire and Fire Aviation Operations o Other fire operations direction o o o Fire preparedness planning Fire preparedness reviews Air attack operations Membership Only designees from the states with exclusive use air attack crews will have voting authority. Designees from each State should send a substitute representative should the primary representative be unable to attend a meeting or call. The Co-Chair will have voting authoriff only in the event of a tie. Membership on the Air Attack Committee shall be with the concurrence of the individual's supervisor. Individual expenses associated with participation shall be funded by the home unit or state. Air Attack Committee members will be: o The AMG designee (Co-Chair) o The BLM National Air Attack Program Manager o o One liaison from the Fire Operations Group (FOG) One voting representative each from those states with exclusive use air attack aircraft as identified below. r Idaho o Montana o . o r Nevada Oregon Utah Alaska Operating Procedures General Air Attack Commiffee will operate under the direction of and report to the AMG. The BLM National Air Affack Program Manager will provide liaison and assistance. The The Committee may be tasked with special assignments by the AMG. Task Groups/Sub-Working Group The Committee may assemble task groups/sub-working groups. Membership shall be approved by the Committee. The Commiftee will provide direction and oversight to the task groups/sub-working goups by clearly identifying the task to be completed, the scope of the task and time line for completion. A task group will dissolve upon completion of task unless assigned additional work. Chair Selection Air Attack Committee will be chaired jointly. The chair will be nominated from and elected by the Committee voting members at the start of every other annual fall meeting for a fwo year term. The AMG Chair will appoint the co-chair for an indefinite term. When possible, the terms of the two chairs will overlap for Committee continuity. The Authority, Duties and Responsibilities of the Chair r Implement the Air Attack Committee Charter. I Organize and task Air Attack Committee membership to address issues as identified. o Ensure Air Attack Committee participation with other entities in identif,ring, addressing, and proposing solutions to fire operations issues. o Convene Air Attack Committee meetings and conference calls. I Represent the Air Attack Committee at AMG meetings and conference calls. o Submit required repofts to the AMG. Duties of Members o Serve as Air Attack Committee liaison to state fire programs to identifli ak tactical operational issues . . o and propose solutions. Transfer information from the Air Attack Committee to appropriate state fire program personnel. Complete assigned tasks within time frames. Represent the Air Attack Committee as assigned. Meetings At a minimum, an Air Attack Committee meeting will be scheduled prior to or conculrent with the fall AMG meeting, In addition, an Air Attack Committee meeting or conference call will be scheduled prior to or concurrent with the spring AMG meeting. The Committee meetings will emphasize fte operations issues and procedures and will identiff critical issues for AMG consideration. Other meetings may be scheduled as needed. Conference Calls Conference cal1s may be conducted periodically throughout the year. The Committee chairs determine call frequency based on input from committee members and the AMG' will Reports and Minutes An annual report of Air Attack Committee accomplishments will be submitted to the AMG at the fall meeting. Periodic reports, such as task group accomplishments, will be submitted as needed to the AMG. The Committee chair will ensure that meeting/conference call minutes or action items are distributed within 15 working days after the session. Copies will be sent to the AMG Chair and AMG Co-Chair and the Air Attack Committee members. Drafts of reports/issue papers will be circulated to the Committee membership for comments prior to submissionio the AMG co-chairs. In the event that timeframes do not allow for circulation of a draft, the Committee chair or assigned member will contact as many Committee members as possible for input.
