MINUTES OF THE BOARD OF PUBLIC WORKS MEETING HELD AT GREENFIELD CITY HALL, COMMON COUNCIL CHAMBERS, ROOM 100, ON TUESDAY, NOVEMBER 25, 2014 AT 6:30 P.M. 1. 2. Ald. Bailey, seconded by Mr. Kasza to approve the October 28, 2014 meeting minutes. Motion carried unanimously Approval of the 10/28/14 Meeting Minutes At this time Item #7 was discussed 3. Citizen Commentary Citizen Commentary None 4. Director of Neighborhood Services Report Mr. Sokol noted that the issue regarding parking at Al Huda is being discussed by the Plan Commission. Director of Neighborhood Services Report Engineering is wrapping up the design of the 2015 CIP projects. The CIP projects for 2015 are focused upon the Lynndale neighborhood, Howard Avenue neighborhood, South 60th Street between West Layton Avenue and West Cold Spring Road, and West Layton Avenue between West Loomis Road and South 74th Street. Mr. Sokol is working with Chuck Erickson and Paula Schafer in coordinating the creation of three new tax incremental districts: Loomis Crossing, Meijer’s Store and the proposed development at West Chapman Avenue and South 84th Street. City staff is involved in making some improvements to Kulwicki Park. The city is negotiating final terms with Milwaukee County to provide management services at Kulwicki Park and that agreement should be signed next year. The City Center work associated with the Meijer TIF on West Layton Avenue between South 51st and 60th Streets is progressing. Plans will include some streetscaping improvements and also some improvements to the Konkel Park property. Efforts are ongoing with a committee of city staff, led by the Mayor, to explore ideas. BPW 11/25/14 5. Superintendent of Public Works Report Superintendent of Public Works Report No Report 6. City Engineer Report City Engineer Report Mr. Katz stated that work is being done on the upcoming CIP projects. We recently reviewed the Lynndale neighborhood reconstruction which is going to be an extensive project east of South 35th Street and south of West Morgan Avenue. The Lynndale neighborhood currently does not have curb and gutter and will when the project is completed. Howard Avenue from West Loomis Road to South 43rd Street will be in cooperation with the City of Milwaukee as they will be reimbursing us for the portion of the road that is theirs. We are hoping to do some traffic calming in this area as well. The work on West Layton Avenue related to the TIF is being referred to as the City Center project. There will be some pavement improvements on West Layton Avenue from approximately West Loomis Road to South 74th Street and also on South 60th Street from West Cold Spring Road to West Layton Avenue. Meijer was required to provide a traffic impact analysis which shows they will have to do some work in order to mitigate the traffic congestion that the store could cause. There is still work to be done on the Wildcat Creek. Though we had a fairly dry summer this year, we have a few more improvements to do in this area. The Greenfield Highlands will be doing some lining of their pond. Staff will be formalizing a letter to them explaining what it is they need to do. Engineering will be holding three PIM’s this month in the Council Chambers from 4pm to 6pm. The City Center project on December 8 th, Howard Avenue neighborhood on December 17th, and the Lynndale neighborhood will be on December 18th. There will be a second PIM for the City Center and the Lynndale neighborhood in January. At this time Item #8 was discussed 7. Discussion and decision regarding a request for exceptions to City ordinances related to a vacant parcel of land. Tax Key 620-9944-002. (Engineering) (BPW 10/28/14) Request for Exceptions to City Ordinances Related to Tax Key 620-9944-002 Mr. Sokol noted that as requested by the BPW , city staff met to look at alternate ways to address this issue and address the concerns of the property owner. A separate meeting was also held with City Attorney Pyzyk. Three alternatives were examined: - Permit temporary access to the existing utilities from this lot which would open a precedent that would then need to be followed throughout the city - Make the permanent improvements and defer special assessments until building permits are taken which puts the city at risk. - Determine if there was a role for this property in Edgerton Avenue storm water management. Because of the property grades, it does not have a role. 2 BPW 11/25/14 Mr. Katz stated that the cost to extend utilities and extend the road to those five potential properties would be in the range of $125,000 or approximately $25,000 per parcel. Of the five properties only two have already been split to create single lots. Mr. Sokol recommended providing a letter for the owners that clearly outlines what is necessary to make this lot buildable. It was also suggested that Mr. DeSpears contact the Assessor’s office to determine if the property can be reevaluated due to the nature of the usability of the property. At this time Item #3 was discussed 8. Discussion and decision to install a handicap parking zone in front of 4640 South 46th Street, Tax Key 601-0361. (Ald. Akers) Mr. Sokol stated that currently there are some temporary no parking signs that Public Works has installed. The request is for handicap limitation so that people with a handicap permit can park there. Staff does not have an objection to the request. Install Handicap Parking Zone at 4640 S 46th St. COMMON COUNCIL It was moved by Ald. Akers, seconded by Mr. Kasza to install a handicap parking zone in front of 4640 South 46 th Street. Motion carried unanimously. 9. Discussion and decision to install a three -way stop sign at the intersection of South 64th Street and West Plainfie ld Avenue. (Engineering) (TSWG 3/5/13, CC 2/5/13, BPW 1/22/13) Install Three-Way Stop Sign at S 64th St and W Plainfield Ave Mr. Sokol noted that at a prior meeting it was decided to create traffic calming standards and then bring the request back to the Board. The traffic calming standards are not yet complete and residents are asking for a response. Mr. Katz commented that the resident stated there are now more children in the area and is worried about their safety. Research shows that stop signs do not slow traffic. Unwarranted stop signs will cause drivers to roll through as they know there aren’t any vehicles. Pedestrian safety is also decreased because pedestrians assume a vehicle will stop because there is a stop sign. Ald. Akers commented that she has suggested to residents to obtain the Slow Children Playing yard signs from the Police Department and has found that to work. Mr. Sokol advised that DNS would obtain some yard signs and contact the resident who has stated his concerns about this neighborhood. 10. Discussion and decision regarding increasing of 2015 Permit Fees. Various fees such as Driveway Permits, Curb Cuts fees, Erosion Control Permits, Ditch Enclosures Fees, R.O.W. Utility Permits, (Engineering) Increasing of 2015 Permit Fees Mr. Sokol noted that the BPW has asked staff to review fees on an annual basis. The staff does not feel there should be any adjustments in the fees for 2015. 3 BPW 11/25/14 11. Discussion and decision to approve the WISDOT revised project agreement for a STP-Urban project on West Edgerton Avenue from West Loomis Road to South 27th Street, Project 2010 #9 Mr. Sokol noted that this request is to amend our current agreement to include the construction cost for West Edgerton Avenue between South 27th Street and West Loomis Road. We originally thought that the money for construction would not be available. Approve the WISDOT Revised Project Agreement for W Edgerton Ave STP-U COMMON COUNCIL It was moved by Ald. Akers, seconded by Ald. Lubotsky to approve the revised WISDOT project agreement for the STP-Urban project on West Edgerton Avenue from West Loomis Road to South 27 th Street, Project 2010 #9. 12.
