MINUTES OF A MEETING OF THE PLANNING COMMITTEE
Date: Tuesday 27th May 2014
Time: 7pm
Place: Beeding & Bramber Village Hall
Present:
Cllrs S Birnstingl, D Coldwell, P Kentell, J Rowland, and C Warren. 2 members
of the public.

Cllr P Kentell was nominated as Chairman, agreed to accept office, and was
elected unanimously. Proposed by J Rowland; Seconded by C Warren.

Cllr C Warren was nominated as Vice-Chairman, agreed to accept office, and
was elected unanimously. Proposed by P Kentell; Seconded by J Rowland.
Apologies
Apologies were received from Cllrs A Chilver (holiday) and J Teatum (personal
commitments). Cllr N Bird was absent.

There were no declarations of personal or prejudicial interest by Councillors on
any of the agenda items below.
The minutes of the meeting dated 6th May 2014 were approved by all present and
signed by the Chairman.

There were no matters arising from the minutes not covered elsewhere in the
agenda.

The following planning applications were considered:
Planning applications

DC/14/0893 - amendments to approved application; Francis Lodge, Hyde
Street, Upper Beeding. It was resolved that the Council wishes to make
no comment on the application. Proposed by C Warren; Seconded by J
Rowland.

DC/14/0902 - pole sign (retrospective); Beeding Garage, High Street,
Upper Beeding. It was resolved that the Council sees no reason to
recommend refusal of the application. Proposed by P Kentell; Seconded
by S Birnstingl.

SDNP/14/01868/TCA - tree felling; Alburton Farmhouse, Edburton Road,
Edburton. It was resolved that the Council sees no reason to recommend
refusal of the application. Proposed by S Birnstingl; Seconded by J
Rowland..

SDNP/14/02076/HOUS & SDNP/14/02077/LIS - 3-bay garage with
accommodation; Beeding Court, Shoreham Road, Upper Beeding. It was
resolved that the Council objects to the application on the grounds of
overdevelopment. Proposed by P Kentell; Seconded by C Warren..

SDNP/14/01022/FUL - demolition and replacement with change of use;
Beeding Court Farm, Shoreham Road, Upper Beeding. It was resolved
that the Council sees no reason to recommend refusal of the application,
and welcomes the employment opportunities that the development may
bring, but notes the need for sympathetic landscaping. Proposed by C
Warren; Seconded by J Rowland.

SDNP/14/02488/OHL - sub-station; Golding Barn, Henfield Road, Small
Dole. It was resolved that the Council sees no reason to recommend
refusal of the application. Proposed by S Birnstingl; Seconded by J
Rowland.

Matters for information and
future agendas
Cllr D Coldwell noted that some parishes have reported that the HDC weekly
planning list does not always correspond to the actual applications received. He
also observed that the SHLAA has identified two sites in Smugglers Lane which
will be relevant to the Neighbourhood Plan, and that the planning department is
undergoing significant reorganisation and disruption. Cllr S Birnstingl noted
that he had received a reply from HDC regarding the CIL, and that sewage/water
infrastructure needed to be included in the list.
The meeting closed at 7.50. The next meeting of the committee will be held at Beeding & Bramber Village Hall
on Tuesday 3rd June 2014 at 7pm.
