Brief CDA’s background • CDA has founded since 2000 • Recognized by Ministry of Interior in 2002 • Operated in Oddar Meanchey, Preah Vihear and Siem • • • • • Reap provinces in Cambodia CDA’s programs: 1). History of REDD+ project in Oddar Meanchey province REDD+ pilot project implemented by Forestry Administration, CDA, Community Forestry, and Pact since 2008 This project is being implemented on the area of 67,783 hectares covering on 13 community forestry, consisting of 6,182 families, 58 village, 9 communes. III. Results of REDD+ project National forest program selected 13 community forestry in Ordar Meanchey province as a pilot and carbon credit project. Community forestry followed to the guideline of community forestry. The project received agreement to implement on 13 areas, expecting to generate carbon 8.1 Matric tones within 30 years. Benefit sharing in accordance with Ref.699 • FA is the Seller of the forest carbon (ref. 699) • Revenue from the Project will be used to: • Improve the quality of the forest • Maximize benefits flows to participating communities (>50% of net) • Study potential sites for the new forest carbon credit REDD project IV. Community participation experience on REDD+ project in Oddar Meanchey province Organize and facilitate meeting on forestry issue from village to national levels. Support community in organizing and establishing community forestry Support community in forest patrolling, watches and crack down illegal logging Promote community livelihoods through sustainable NTFP collection and providing sustainable agriculture technique. Facilitate partnership between community and authority especially FA • Household Survey with 300 HH: conduct interviews with 300 households within 13 community forestry in OM CF REDD project • Recognized and signed agreement with FA on 4 May 2009. • Strengthened community capacity through REDD+ and climate change • Promote the benefit of carbon credit via video education • Identify area to replant tree • Organized biodiversity survey • Pole Demarcated, organized structure and put sign board • Submitted complaint and petition to FA and relevant stakeholders for intervention regarding to forest issue. • Networking from grassroots to national level • Awareness raising on importance of forest and sustainable forest management to villagers V. Drivers of Deforestation in REDD+ in Oddar Meanchey province • 1. Forest clearing for land sales • 2. Conversion to cropland • 3. Conversion to settlements • 4. Fuel-wood gathering • 5. Annual forest fires induced to “clean” the land • 6. Hunters inducing forest fires • 7. Illegal logging for commercial on-sale • 8. Timber harvesting for local use • 9. What is the project strategy to address the drivers of deforestation? • Social fencing: Community Forestry Group strengthening, formulation and • • • • • • • • • adoption of management resolution; Networking: with FA triage and with neighboring villages; Strengthening : local authority by mapping and boundary demarcation; Fuel-wood savings through the introduction of improved cook stoves; Fire control- fire line construction and fuel load reduction.. Illegal logging control- creation of volunteer patrols, forest watchers; Stronger coordination with Commune, District and Provincial Representatives; Creation of financial incentives to ensure successful protection; Development of annual carbon stock monitoring systems; Agricultural intensification. VII. Suggestions • Stop granting forestry land to military and concession and stop establishing anarchic villages in community forestry areas • Pull military base out of the community forestry areas • Stop granting economic land concession which is affecting to people. Return the inactive economic land concession back to community • Push competent authority to implement the project more effectively in sustainable forest management VIII.
