– with the methodological guidance provided in decision 4/CP.15
Decision 4/CP.15 (Methodological guidance for activities relating to

of conservation, sustainable management of forests and enhancement of
forest carbon stocks in developing countries)
Requests developing country Parties … to take the following guidance into
account for activities relating to decision 2/CP.13, and without prejudging
any further relevant
– To identify drivers of deforestation and forest degradation resulting in emissions
and also the means to address these (Addressing the drivers of deforestation
and forest degradation – Decision x/CP.9)
– To use the most recent Intergovernmental Panel on Climate Change guidance
and guidelines
– To establish … robust and transparent national (sub-national) forest monitoring

MRV - Decision x/CP.9
•
MRV is to be consistent
– any guidance on MRV of NAMAs
•
Decision 1/CP.16, paragraph 60(c) decided that developing country
Parties … should submit biennial update reports (BURs) containing updates
of national GHG inventories, … and information on mitigation actions, needs
and support received
Decision 1/CP.16 (para 61) Also decides that internationally supported
mitigation actions will be MRV domestically and will be subject to
international measurement, reporting and verification in accordance with
guidelines to be developed under the Convention
Decision 2/CP.17 Recognizing that the guidelines for international MRV
referred to in decision 1/CP.16, paragraph 61, correspond to the guidelines
determined for the international consultation and analysis of NAMAs of
developing country Parties

• The ICA process consists of the following two steps:
– (a) A technical analysis of the biennial update reports …
by a team of technical experts (TTE) in consultation with
the Party, and will result in a summary report. The
information considered should include the national
greenhouse gas inventory report, information on mitigation
actions, …, information on domestic MRV and on support
received.
– (b) A facilitative sharing of views, which will have as
input the biennial update report and summary report

– consistent over time
– consistent with the established forest reference emission levels
and/or forest reference levels
• In accordance with Modalities for FREL/FRLs (chapter 2, decision 12/CP.17)
– provided through the BUR by Parties (additional flexibility given
to the least developed countries and small island developing
States)
– developing country Parties seeking to obtain and receive
payments for results-based actions … are requested to
supply a technical annex
