Milton Howard, DDS Chair, Coastal Health & Wellness Governing Board Harlan "Mark" Guidry, MD, MPH Chief Executive Officer Kathy Barroso Chief Operating & Financial Officer www.coastalhw.org DEPARTMENT: Executive Office POSITION NUMBER: 262 POSITION: Chief Nursing Officer LOCATION: Texas City/Galveston SALARY/RANGE: $90,000 - $120,000 Based on experience and qualifications STATUS: Full-time/Exempt Under the executive supervision of the CEO and clinical supervision of the physician health authority, the Chief Nursing Officer (CNO) provides nursing leadership and management necessary to effectively and efficiently implement and evaluate several executive and strategic health initiatives including, but not limited to, quality assurance and clinical activities in programs under the United Board of Health and the Coastal Health & Wellness Governing Board; aligns organization's clinical operations with its vision, mission, values, scope of services, strategic health plan; federal, state, and local laws; with the policies adopted by the United Board of Health and the Coastal Health & Wellness Governing Board; and with the operational procedures established by management. The CNO will be assigned key roles in evaluating strategic health plans and initiatives, developing and evaluating Standing Delegation Orders, provider credentialing, Joint Commission, general quality clinical measures, infection control and employee health, providing clinical guidance to public and staff, etc. The CNO may supervise managers and program staff. Essential Job Functions 40% - Coordinates the organization’s clinical operations by aligning clinical staff with its vision, mission, values, and strategic health plan; Researches and advises executive officers on compliance requirements and best practices in nursing and patient care; Provides nursing leadership and management necessary to effectively and efficiently implement and evaluate several executive and strategic health initiatives including, but not limited to, quality assurance and clinical activities in programs under the United Board of Health and the Coastal Health & Wellness Governing Board; Prepares and presents reports to both policy-making boards; Ensures that patient-care, clinical and staffing standards are met; Creates a nursing environment that fosters excellence, collaboration and constructive quality improvements; 40% - Evaluates strategic health plans and initiatives; Develops and evaluates Standing Delegation Orders, provider credentialing, Joint Commission, general quality clinical measures, infection control and employee health, providing clinical guidance to public and staff, etc; Researches and advises executive officers on compliance requirements and best practices in nursing and patient care; Develops patient-care programs; Manages nursing budgets; Plans new patient services; Works with physician supervisor to establish provider and nursing policies and procedures; Conducts performance improvement activities; Maintains regulatory and compliance approvals and accreditations. 15% - Supervisory responsibilities: May manage multiple departments of the organization as assigned. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, recommendations for hiring, and training employees; planning, assigning, and directing work; coordinating schedules for staff; appraising performance; disciplining employees; recommending awards for employees; addressing complaints and promptly and efficiently resolving problems and concerns. Coordinates and assists in the cross-training of other employees and assures staff model of excellent customer service. Coordinates with other departments and community partners contractors as needed. 5% - Other duties as assigned including, but not limited to, responding to public health emergencies as needed on weekends or evenings and other activities under the organization’s Strategic Health Plan. Preferred: One year of full-time CNO experience Master of Science in Nursing Experience involving ambulatory care, public health, a federally-qualified health center, Joint Commission, & Strategic Planning License and/or Certification Licensed RN in the State of Texas Current CPR Valid Texas Driver’s License Special Requirements Must have reliable transportation and be willing to travel between GCHD facilities. Must be willing to work evening and weekend hours, if necessary. Must be in compliance with GCHD Immunizations policy.
