CSA - B.149.3 Certification • B149.3 - Code for Field Approval of Fuel Related Components on Appliances & Equipment • Appliance - a device to convert gas into energy that includes any component, control wiring, piping or tubing, required to be a part of the device • Exclusion for petroleum industry: where gas is used as a feedstock to a reaction • well test incinerator, pig trap incinerator, pipe line blown down incinerator not included • Gas Safety Regulations are included in the Alberta Safety Codes Act and are enforceable by law. CSA - B.149.3 Regulations What are the penalties ? • Alberta Safety Codes Act specifies: • first time offence = maximum $15,000 penalty plus $1,000 for each day during which offence continues and/or 6-month jail term • subsequent offence = maximum $30,000 penalty plus $2,000 for each day during which offence continues and/or 12-month jail term • Bill C-45: • criminal liability of corporation + civil liability exposure What is required ? “No person may manufacture, install sell or offer for sale any equipment related to gas systems for use in Alberta unless it has been: (a) tested and certified by a certification organization accredited by the Standards Council of Canada, or (b) inspected and accepted by a certification organizationEvery appliance or component must be certified or field inspected and accepted CSA - B.149.3 Regulations What about existing appliances? • There are thousands of uncertified petroleum appliances in Alberta • Many existing fuel gas train designs are not certified and must be changed to comply • Any existing installations which are modified, upgraded or relocated must be certified (or re-certified) • Grand-fathering rule can be only applied to equipment which was compliant with the regulations preceding the code (Most equipment was non-compliant prior to the code) CSA - B.149.3 Regulations Problems with certifications/approvals • Certification must be obtained for the entire fuel gas train and not only individual components • Some manufacturers are not experienced with the Code • Most petroleum appliances are unique and non-repetitive • Certification must be done for each specific appliance size / configuration • CSA - B149.3 compliant design does not mean a certified design • Certification body (CB) may reject the application if similar certified appliance or component is available • Some aspects of the certification process is not clearly defined and left to the discretion of the CB • CB’s do not have standards available to evaluate and test petroleum appliances. • CB’s are not structured to handle non-repetitive approvals. CSA - B.149.3 Regulations Field Approval Process 1. Submit Required Documentation Documents are required to be available when the government inspector visits the site. These documents are also required to be submitted to the certification inspector prior to the site inspection. Documents required include: • P&ID • Bill of Materials • Wiring Diagram • Combustion Reports (to be completed by a “ Combustion Technician”) 2. Schedule a Field Inspection once the appliance has been started up and commissioned 3. Receive Inspection Report by email at the conclusion of the inspection advising you that you met regulatory requirements. The email will contain any deficiencies that prevent issuance of a Field Approval. Deficiencies may be corrected with a photo and sign off submitted to the Inspector. 4. Once you’ve met all requirements and responded to all the deficiencies of the Inspection Report email, you will receive Field Approval, Inspection Report, and Rating Plate by mail. CSA - B.149.3 Regulations • Common problems? Lack of knowledge and misinterpretation in the industry. • Timing for process from start to final review and sign off. Normally takes 30 to 90 days, final sign off can be delayed if there are any deficiencies that need to be corrected. • Which part of process takes longest? Field inspection and final sign off. • What about temporary & portable units? Temporary and portable units must be certified. Portable units require ongoing updating and more intensive paperwork for certification and monitoring.
