EXPRESSION OF INTEREREST (EOI) FOR CONSULTANCY SERVICES FOR SUPPORT TOWARDS WATER AND SANITATION PROGRAMMES

Background
The Ministry of Water & Environment (MWE) has received grant
financing from the Sector Development Partners for support towards
implementation of the Joint Water & Environment Sector Support
Programme (JWESSP 2014-2018) and intends to apply part of the grant
funds for provision of Technical Assistance to the Ministry of Water
and Environment, focusing on its Directorate of Water Development
(DWD). The JWESSP is jointly financed by Government of Uganda
and sector Development Partners.
The ministry is now seeking Technical Assistance (TA) to implement
its planned activities under the Joint Water and Environment Sector
Support Programme (JWESSP) which include supporting and
strengthening the existing institutional structure for effective and
sustainable infrastructure investments by the Water and Sanitation
Development Facilities (Central, North, East, & South West) and
strengthening the framework for operation and maintenance of piped
water supply systems in the small towns and Rural Growth Centres
(RGCs).
The objective of the Technical Assistance is to support the institutional
framework and build capacities for the effective and efficient
implementation of water and sanitation infrastructure for small towns
and rural growth centres in Uganda while ensuring policy compliance
and quality assurance. The assignment also includes assistance towards
improving operation and maintenance systems to ensure sustainability
of water and sanitation services.
Scope of work
Requirements / Qualifications
Relevant requirements and qualifications are available in the
respective ToR. However, the consultant should be in position to
be able to provide a set of services and a team of consultants that
is able to fulfil all the tasks mentioned in the TORs:
 A management and administration which is able to interact
with DWD in providing services with respect to all
modalities (e.g. half yearly planning, selection of pool
experts) mentioned in the ToRs. For this the consultant
should have a management structure or Focal Point which
is able to respond and to handle the requests from the client
with a minimum of necessary coordination effort and
interfaces.

A back-office support structure (“Focal Point” and
backstopping team) will ensure managerial and technical
quality of the service delivered under this assignment. The
backstopping team shall have considerable experience in
Uganda and with the relevant Ugandan sector institutions
(i.e. MWE, DWD, town councils, local governments) and
sector Development Partners.

This includes two key positions, a long-term Technical
Adviser for WSDFs and a long-term Technical Adviser for
O&M of piped rural and urban water supply systems,
whose tasks are described in separate detailed TORs.

Duration and Duty Station
The technical support in categories (a) and (b) will run for a full time
period of two years, beginning in the second half of 2014. The duty
station for the WSDF Adviser and the O&M Adviser will be based in
Luzira (Kampala), with frequent travel to the towns/districts across the
country.
