The Canada-United States Law Institute (CUSLI) is a bi-national, not-for-profit,
multidisciplinary entity created by Case Western Reserve School of Law in
Cleveland, Ohio and The University of Western Ontario Faculty of Law in
London, Ontario. CUSLI serves as a forum where the respective governments,
business communities, legal professionals, scholars, non-governmental
organizations, and the media explore and address the issues confronting the
bi-national relationship.
Since 1979, the Institute has served as the administrative home of the Niagara
Moot—recruiting teams, promulgating rules, settling disputes, and approving
the Problem. From its origins as an ad hoc moot between regional schools to
its emergence as a premier bi-national competition open to all law schools and
faculties, the Niagara Moot has provided countless students with the
opportunity to examine issues confronting their counterparts across the border.
The Niagara Moot has fostered respect and lasting friendships between
practitioners living on each side of the border and, consequently, has further
strengthened bi-national ties.

Chi Carmody, the author of the 2014 Niagara Problem, has taught at the
University of Western Ontario Faculty of Law since 1999, where he teaches
courses in public international law, international trade law and international
business transactions. He also serves as Canadian Director of the CanadaUnited States Law Institute. He has been a visiting professor at Georgetown
University Law Center and an Emile Noël Fellow at the Jean Monnet Center for
Regional and International Economic Law & Justice, NYU Law School.
Michael P. Scharf, A.B., J.D., (Duke), member of the D.C. and US Supreme
Court Bars, Acting Dean and John Deaver Drinko—Baker & Hostetler
Professor of Law, Case Western Reserve University School of Law.
Michael Scharf, the author of the 2014 Niagara Competition Bench Memo, is
the Co-President of the Canada-US Law Institute. In 2005, Scharf and the
Public International Law and Policy Group, a Non-Governmental Organization
he co-founded and directs, were nominated for the Nobel Peace Prize by six
governments and the Prosecutor of an International Criminal Tribunal for the
work they have done to help in the prosecution of major war criminals, such as
Slobodan Milosevic, Charles Taylor, and Saddam Hussein. During the elder
Bush and Clinton Administrations, Scharf served in the Office of the Legal
Adviser of the U.S. Department of State, where he held the positions of
Attorney-Adviser for Law Enforcement and Intelligence, Attorney-Adviser for
United Nations Affairs, and delegate to the United Nations Human Rights
Commission. During a sabbatical in 2008, Scharf served as Special Assistant
to the Prosecutor of the Cambodia Genocide Tribunal. Scharf is the author of
over seventy scholarly articles and sixteen books, three of which have won
national book awards. Scharf also produces and hosts the radio program
“Talking Foreign Policy,” broadcast on WCPN 90.3 FM (Cleveland’s NPR
station.

Founded in 1892, Case Western
Reserve University School of Law is
one of the nation’s preeminent
centers of legal education. Located in Cleveland, Ohio, the law school
draws students from more than 40 states and 10 foreign countries.
Approximately 70 percent of its students are from outside Ohio. What they
share in common is their outstanding talent, creativity, and commitment to
the welfare of humanity. Since its beginnings as one of the country’s first
university-affiliated law schools, Case Western Reserve University School
of Law has been known for innovations in curriculum and teaching
methods. The school continues that tradition with its acclaimed CaseARC
program, which merges the teaching of legal theory and policy and
lawyering skills in a unique and exciting way, combining traditional
classroom methods with experiential learning throughout a student’s three
years at the school. Since 1997, the law school has introduced more than
130 new courses and developed nine areas of concentration. In addition,
the school is home to ten Centers of Excellence, including the renowned
Frederick K. Cox International Law Center, the Milton A. Kramer Law Clinic
Center, and the Law- Medicine Center.
Western Law is a national law school with an
international outlook. It has been the leader
in program development among Canadian
law schools for years. The Small Group
Program, Areas of Concentration and the January Term are all Western
Law innovations. Western continues to maintain the broadest core
curriculum of any law school in North America and the largest exchange
program, with one in five students participating. Western Law is one of the
two Canadian law schools with the highest proportion of faculty with earned
doctorates. Its publication rate is among the highest in the country. Over the
past five years, Western Law has had an average articling placement rate
of ninety-nine percent, one of, and often, the highest in Canada. Statistics
consistently place Western as one of the top two law schools for placement
in Toronto. Western Law offers excellent practical experience though
clinical courses, advocacy training and competitions, the Community Legal
Services Clinic, the Western Business Law Clinic, the STINT Program, the
Sport Solution, the Dispute Resolution Centre and Pro Bono Student
Canada.
