Subject: Application for Temporary Minor Boundary Modification
Dear Mr. McGilvray:
Broward County, Florida, as Grantee of Foreign-Trade Zone No. 25, hereby formally requests approval of a
Temporary Minor Boundary Modification of our general-purpose foreign-trade zone.
The present general-purpose Foreign-Trade Zone No. 25 consists of approximately 388 acres of land area
designated as general-purpose FTZ of which 169 acres are currently activated with existing buildings at
virtually 100% occupancy. In addition, Subzones 25B, 25C, 25D, 25E, and 25F have been added to
accommodate the special-purpose needs of CITGO Petroleum Corporation, TransMontaigne Product
Services, Inc., Motiva Enterprises LLC, Chevron Products Company, and South Florida Materials
Corporation, respectively.
Increased demand for additional general-purpose FTZ warehouse space has continued to make itself
evident. However, the existing FTZ-designated buildings / outside storage areas at our general-purpose
sites are fully occupied and utilized for either FTZ or other non-FTZ, maritime / industrial activities. Therefor,
we need additional general-purpose facilities designated as FTZ to accommodate the immediate needs of
both existing/expanding companies and new growth companies arriving in Broward County.
CSB Tobacco Distributors, Inc. (CSB), a Dania Beach distributor of tobacco products, Prodeco Technologies
LLC (PTL), an Oakland Park maker/distributor of electric bicycles, Shoreline Aerospace LLC (SAL), a Ft.
Lauderdale-Hollywood International Airport tenant and warehouse operator, and A2C USA LLC, an importer
/ exporter of bathroom fixtures, have each analyzed their competitive position in the international
marketplace and reviewed their current Customs procedures regarding the merchandise they individually
produce, store, market and distribute. Each company has realized that foreign-trade zone benefits will allow
them to become more competitive, add or retain jobs, and grow their business activities in Broward County.
To this end, they have applied to become Foreign-Trade Zone Users under individual agreements with
Broward County’s Foreign-Trade Zone No. 25, pending the designation of their leased premises by the
Foreign-Trade Zones Board and activation by the U.S. Customs & Border Protection.
All four companies have reviewed the services provided by Broward County as Grantee/Operator of
FTZ#25, found them to be most compatible with their warehousing and distribution activity, and are

requesting that Broward County seek formal designation of the acreage at their respective sites to be
included within the boundaries of FTZ#25. The owners of the sites, Atlantic 18 LLC (for CSB), Mya
Properties LLC & Oakland Station LLC (for PRT), Broward County’s Department of Ft. LauderdaleHollywood International (for SAL), and I-95 Realty, Inc. (for A2C), have consented to the designation of their
land (0.03 acres, 7.825 acres, 10 acres, and 0.967 acres, respectively) as non-contiguous zone sites. There
is one building at each site with existing warehouse space sufficient for each company’s current and future
needs along with room for additional activity.
Consistent with Foreign-Trade Zones Board practice, Broward County has identified a 27-acre portion of the
existing FTZ which will be exchanged for the subject property during a three-year period of temporary minor
boundary modification. The acreage to be exchanged is located at a portion of the Port Everglades GP FTZ
Site 1 which is not currently in use as FTZ. During the three years, Broward County will prepare
an FTZ Expansion Application to make permanent the subject properties and other identified sites that may
be needed for FTZ use in the foreseeable future.
All four companies will be the first to activate at these subject sites. Their current business needs dictate
that they begin to utilize FTZ procedures at these sites in the next several weeks. FTZ benefits are
essential to each company’s business expansion plans and their related job creation / investment in South
Florida. Combined, these companies will be investing well over $1 million in their sites and will employ
approximately 63 employees, scaling up to 134 employees (full-time) with FTZ designation/activation.
Broward County and these four companies respectfully request that this application be processed
expeditiously so as not to unduly delay their relocations / expansions or disrupt their ongoing business
activities. Once approved by the FTZB, all four will be able to become active in their new FTZ locations
immediately upon subsequent CBP activations.
This Application is being made by Broward County as an extension of the long effort by civic leaders to
increase employment opportunities and investment in the Broward County, Florida, area by encouraging
international business activities. The foreign-trade zone operations envisioned will be an important factor in
the County’s continuing program to attract new industry and encourage existing industry to expand in
Broward County, Florida. The data contained in this Application sets forth the importance of this project to
the continued growth of the community.

Dear Bob,
On behalf of CSB Tobacco Distributors, Inc., I’d like to express our interest in entering into a User
Agreement with Broward County, Florida, the Grantee/Operator of Foreign Trade Zone No. 25. We are
eager to join your Foreign Trade Zone and to be a part of the Broward County community.
CSB Tobacco Distributors is in the process of relocating its offices to 1241 Stirling Road, Suite 110-111, in
Dania Beach and will be conducting our wholesale/distribution business out of this location. Specifically,
we’ve signed a 3-year lease with the option to renew for another 3-year term after that. This location
will serve as our corporate headquarters. We’re initially investing over $750,000 into CSB and have an
aggressive growth plan that will require continued investments. Our initial hiring projections call for
approximately 5 employees, scaling up to 20 employees, which will add more jobs to Broward County.
It is our goal to leverage the FTZ status to import our products from our factories in Nicaragua and
Honduras in order to ship these products to retailers and distributors nationwide. With the FTZ status,
we’ll be able to defer paying duties from the time of port entry to the point of sale, which will afford us
the ability to fuel our growth plans. It is also our intent to work with other companies to extend them
the same benefits through our FTZ status.

I am writing to express my concurrence with Broward County, Florida, Grantee of Foreign-Trade
Zone No. 25, in its Application for a Temporary Minor Boundary Modification to designate
3.967 acres at the Miramar Park of Commerce, specifically 10101-10151 Business Drive,
Miramar, Florida, as part of the Broward County’s general-purpose foreign-trade zone.
We have reviewed the information provided to us regarding this request and find the subject site
suitable for zone designation. We will, of course, expect to review further information as per the
activation procedures outlined in the Customs regulations prior to the site’s activation and the
commencement of any FTZ activity thereon. As a result, we have no objections to the approval
of the Application for a Minor Boundary Modification.
