Dear Sir:
We would like to invite teacher-officers of school based-cooperatives to attend the scheduled
"Basic Cooperative Course" especially the newly-elected and appointed officers on August 29 &
30, 2014 from 8:00 in the morning up to 5:00 in the afternoon at the 6th Floor, Session Hall, City
Hall Bldg., Malabon City
This is in pursuance to Article 44 of Republic Act 9520 and Rule 7, Section 5 and its
Implementing Rules and Regulation which provides that "Officers of the Cooperative shall be
required to undergo necessary trainings conducted by Cooperative Development Authority
(CDA) -accredited training provider/institution
and in consonance with CDA Memorandum
Circular No. 2011-01 dated February 22,2011."
We are trying our best to deliver those services to teacher-officers of the Cooperative with the
least inconvenience to their teaching profession and to their students so that we have
scheduled the two (2) days seminar on Friday and a Saturday. May we therefore humbly
request for your consideration and support to allow these teacher-officers to attend the
seminar "On Official Time" with the least inconvenience to their students.

Pursuant to Article 44 cf Republic Act 9520 and Rule 7, Section 5 of its
Implementing Rules and Regulation, and in consonance with Memorandum Circular
(Mq No. 2011-01 dated February 22, 2011, the Cooperative Development Authority
(CDA) hereby prescribes the ;ollo.vir..g standard training curricula for cooperative
officers:
1) Basic Cooperative Course
2) Cooperative Management and Governance
3) Financial Management
4) Conflict Management
5) Parliamentary Procedure
6) Leadership and Values Re-orientation
7) Strategic Planning
8) Audit Management
9) Records Management
10) Entrepreneurial &: Business Management
11) Basic Accounting for Non-Accountants
12) Internal Control
13) Rules Formulation
14) Cooperative Standards
The standard training curricula contain the minimum requirements for each
training course. The CD/\ Accredited Cooperative Training Provider must adopt
these in the conduct of the training for the cooperative officers. Non-compliance
therein shall be a valid ground for revocation/cancellation of their accreditation
with the Authority.

To rationalize the implementation of Rule 7 of the Implementing Rules and Regulation of
RA 9520 and in response to the number of requests from. the coopetative sector, the
following shall govern the staggered inJpIementation
of the required trainings to be
attended by the officers of the cooperative. Thi$ ~

SectiOl'i 1. Legal Basis
Article 44 of RA 9520 and Rule 7 of its lix1:pIementing Rules and Regt¥ations, enumerates the
minimwn training requirements for officers' of tbe .cecperative, In line with this, the
Authority hereby issues this Memorandum Circular to guide officers of the cooperative to
prioritize trainings to be attended to by the officers of the cooperative in compliance with
the pr-ovisions of the law.
