December Board meeting
highlights
• A matching grant was approved through the Nuestros
Vecinos-Our Neighbors Grant Program for $5,000 to Anton
Chico Economic Development, Inc. to begin economic
development activities in the area.
Due to the Christmas holiday, the regular meeting of the
Cooperative Board of Directors was held one week earlier on
Thursday, December 18. Highlights of that meeting follow:
• A construction status report was presented to the Board and
included:
~ Construction of fiber-optic cable in Grady and Broadview
is complete, and conversion of individual subscribers from
copper cable to the new fiber-optic cable network is nearing
completion.
~ Conversion of members in the San Jon community to the
fiber-optic cable network will begin as soon as the Grady
conversion is completed.
~ A construction bid was awarded for the fiber-optic network
in the communities of Mosquero and Roy. Construction is
expected to begin after the first of the New Year.
~ Rural Fiber Expansion Project construction is expected to
begin soon in the El Cerrito area in the El Valle exchange.
• The Board approved the applications of 40 new members to
the Cooperative.
• The Board approved the 2015 capital and operating budgets
for the Cooperative as presented.
• Grants were approved through the “Community
Sponsorships” section of the Nuestros Vecinos—Our
Neighbors Grant Program. Those approved were:
~$5,000 to the Clayton Golf Club Course
~$5,000 to the Fort Sumner Community Development
Corporation
~$5,000 to the Los Pueblos Community Council in Clayton
~$5,000 to Life Skills International in Clayton
~$2,500 to Friends of the Bosque Redondo Memorial in Fort
Sumner
~$5,000 to La Casita Guest House and RV Park in Roy
~$5,000 to Chapelle Mutual Domestic Water Consumer’s

The next regular meeting of the Cooperative Board of Directors
is scheduled for Thursday, January 22 at the Cooperative’s
offices north of Clovis.

Plateau is not going out of business
Special to the Netlink, by Tom Phelps CEO
I know that many of you have questions about your
Cooperative’s future. Allow me to take this time to address some
of those concerns.
Is Plateau going out of business? Or, will AT&T take over
landline phone and Internet services?
No!! Plateau is not going out of business or selling the
landline phone and Internet services portion of its business.
We continue to be a viable, rural telephone cooperative and a
competitive local service provider offering landline telephone
service, broadband Internet and IPTV to over 9,000 cooperative
members. In addition, we sell several types of non-regulated
high-speed Internet services (wireless Meganet, LTE Home
and broadband access via fiber to the premise), Voice Over IP
(VOIP) telephone service and IPTV to customers in our noncooperative service areas. We currently serve approximately
13,000 customers who purchase these products through
Plateau, and there are several thousand
more potential customers in markets
that haven’t even been tapped into.
In addition, we generate significant
recurring revenue each month from
selling special circuits and transport to
corporations, governments and other
telecommunications companies. The
Cooperative is constantly building more
infrastructure and has a solid projection
for growth.
If Plateau plans to stay in business
and increase its customer base, why
is it selling the wireless part of the
business?
Plateau is selling all of its wireless
phone assets because it has become
harder and harder to compete with the
national carriers due in large part to
their sizeable, nationwide networks
and significant buying power. These
same carriers either have overbuilt or
soon will overbuild Plateau’s network
instead of paying roaming fees. On top
of these issues, the Federal Universal
Service Funding is being reduced to
zero. USF has accounted for a significant
portion of the wireless revenue stream.
These factors combined with customers
who are enticed with cheap advertised
monthly rates and free handsets
substantiate the fact that it is no longer
profitable or feasible for Plateau to stay
in the wireless phone business.
I want a new phone now, but will I be able to terminate my
contract when AT&T takes over?
We can’t speak for AT&T’s future policies or plans, but chances
are that early termination fees will apply for any contract. But,
our question has to be “Why would you want to terminate?”
AT&T is buying our network because it is the best network in
the area – no other carrier has the local coverage that Plateau
has. I encourage everyone to consider waiting to see what plans
and services AT&T offers before terminating service.
What is the status of the FCC approval? How do you think
the transition is going to occur?
The Federal Communications Commission is currently
conducting its review, and it is expected to approve the sale in
late January or February. The FCC extended the comments

Board of Directors nominating procedures
A Cooperative member can become a candidate for election to
the Board of Directors by two methods:
The first is to be recommended by a nominating committee.
The current Board of Directors appoints nominating committees
between 30 and 70 days before the Annual Membership
Meeting. The duty of the committees is to submit a list of
eligible candidates for the Board positions slated for election.
The nominating committees’ recommendations must be
completed and posted at least 20 days before the Annual
Meeting. There must be at least one eligible candidate for each
vacant Board Position.
The second method is to be nominated by petition. A petition
signed by at least 15 members of the Cooperative can qualify
any member in good standing with the Cooperative. The petition
must be submitted to the Cooperative’s business offices north of
Clovis at least 20 days before the Annual Membership Meeting
in order to have the name of the candidate placed on the official
ballot.
Candidates for election to the Board of Directors must meet
the following requirements as quoted from the Cooperative’s
Bylaws; Article IV, Section 5:
“No person shall be eligible to become or remain a director of
the Cooperative who:
(a) is not a member and is not presently residing in the area
served or to be served by the Cooperative;
(b) is in any way employed by or financially interested in
a competing enterprise or a business engaged in selling
telecommunications service or supplies, or constructing
or maintaining telecommunications facilities other than a
business operating on a cooperative non-profit basis for the
purpose of furthering rural telephones;

period, but only one was received during that period. With the
comments period extended, the review will likely get extended as
well. So, as stated above, it may be January or February before
the FCC acts, but there is no reason to believe that the sale will
not be approved.
AT&T’s business practice is to not discuss specific transition
plans until the sale is close to finalization. Plateau is in the
beginning stages of negotiating the transition services agreement
with AT&T. Once an agreement is signed, more specific details
will be available.
To paraphrase Mark Twain, “Rumors of our demise have been
greatly exaggerated.” Plateau continues to be a PREMIER
telecommunications company. We offer a superior broadband
product, along with local customer service, support and
installation. Our products and services are competitively priced,
and Plateau has built a solid reputation over the last 65 years. We
will continue to be the Cooperative that you can be proud of.
(c) in the case of a director to be elected as the representative
of a numbered director district, is not a resident of the area
from which elected;
(d) is an employee of the Cooperative; and
(e) is related to an employee of the Cooperative as a close
relative. For the purpose of this section, close relatives
include grandparents, parents, husband, wife, children,
grandchildren, brothers, sisters, aunts, uncles and spouses
of any of the foregoing.”
The 2015 Annual Membership Meeting occurs on Saturday,
April 18 in Clovis, New Mexico.

containing certain information must be received at the
Cooperative’s business offices before the next installment can be
processed (spring 2015). Information required follows:

• Scholarship winner’s Student ID Number or Social Security

The deadline to submit applications to the Foundation for Rural
Service (FRS) College Scholarship Program is February 2.
Completed applications, along with required attachments, must
be postmarked by this date to be considered. Applications are
available at local high school guidance offices and Plateau retail
stores (Clayton, Clovis, Farwell, Fort Sumner, Logan, Santa
Rosa and Vaughn). The application is also available on the

The Foundation for Rural Service (FRS) will award
scholarships to qualified rural students in late spring 2015, one
per geographic region of the NTCA—The Rural Broadband
Association, and one to a student sponsored by an NTCA
associate member. The remaining awards will be distributed
proportionate to the number of applications received from each
NTCA region. The FRS will fund $2,000 of each scholarship,
with the sponsoring organization of each winning student
providing a $500 match. Plateau is proud to join the FRS to
bring this opportunity to the rural students of eastern New
Mexico and West Texas.
In addition, the FRS will award four $5,000 Staurulakis Family
Scholarships with a preference to those applicants who plan to
major in math, science, engineering or medicine; two $1,500
TMS Scholarships; one $2,500 Everett Kneece Return to
Rural America Scholarship and new this year, the Colt Ford
Scholarship awarding up to $15,000 to rural students.
Those wishing to apply for the scholarship must meet the
following requirements:
• Be a graduating high school senior.
• Be a United States citizen.
• Be in the immediate family or a dependent of an active
Plateau Cooperative member who is currently receiving
landline telephone service in one of the Cooperative’s 26
service exchange areas (see note below). (Wireless phone
service, Internet service or landline service outside the
Cooperative’s exchange area does not qualify.)
• Be accepted by an accredited two- or four-year college,
university or vocational-technical school.
• Have at least a C grade point average (GPA).
• Express an interest to return to a rural community following
graduation.
The FRS is a national nonprofit organization that helps educate
the public on the telecommunications industry and improve the
quality of life throughout rural America. The FRS is an affiliate
of the NTCA—The Rural Broadband Association. The NTCA
is the premier association representing nearly 900 independent,
community-based telecommunications companies that are
leading innovation in rural and small-town America. Plateau is a
proud, active member of the NTCA.
The Education Foundation is once again offering college
scholarships to graduating high school seniors. Applications
are available at area high school guidance offices, local Plateau
retail stores (Clayton, Clovis, Farwell, Fort Sumner, Logan,
Santa Rosa and Vaughn), or on the Cooperative’s website at
http://www.plateautel.com.
Since 1993, the Education Foundation has awarded over
$807,000 in scholarship funding to area high school students.
Every qualified high school senior is encouraged to apply

of an active Cooperative member who is currently receiving

regionally accredited vocational school, college or university.
• Applicants must have at least a 2.5 cumulative grade point
average (GPA) or equivalent on a 4.0 grade point scale.
• Applicants who would like to compete for the Robert M.
Harris or Evelyn Patterson Memorial Scholarships must
submit a one-page, handwritten essay. (Complete eligibility
requirements are defined in the application.)
This year marks the 22nd year that the Foundation has awarded
scholarships. Completed applications must be postmarked by
March 2, 2015 to be eligible for consideration. Scholarship
winners will be introduced at the Cooperative’s Annual
Membership Meeting in Clovis, N.M. on April 18, 2015.
Funds for the Education Foundation are derived from donated
and abandoned capital credit payments from the Cooperative’s
membership. Among the Foundation’s goals is to improve
educational opportunities for the youth of the service area.
Note: For the purposes of scholarship eligibility, a Cooperative
member is defined as a person, business or organization that
receives landline telephone service from a Central Office
located within the Cooperative’s service area. Phone numbers
beginning with these prefixes will generally qualify as Cooperative
memberships — 279 (House), 355 (Fort Sumner), 357 (Grady),
372 (Weber City), 374 (Clayton), 389 (Pleasant Hill), 421 (El

access line comes with a free primary directory listing, and each
subscriber receives the Cooperative’s local telephone directory
annually.
To make sure that our customers continuously receive quality
service, any service problems can be reported to the Cooperative
twenty-four hours a day, seven days a week by calling 1-800-4322369.
Basic services are offered at the rates, terms and conditions
specified in the Cooperative’s tariff on file with the New Mexico
Public Regulation Commission. If you have questions regarding
the Cooperative’s services or rates, please call 1-877-752-8328.
DISCOUNTS AVAILABLE FOR LOW INCOME CUSTOMERS
The Cooperative offers reduced rates to eligible low-income
residential consumers under a government assistance program
called Lifeline. Lifeline provides monthly discounts to an eligible
customer’s voice telephony service (home or wireless service,
but not both). Customers who are eligible for Lifeline are also
eligible for toll blocking at no charge.
To be eligible for Lifeline, a customer’s annual household income
must be at or below 150% of the federal poverty guidelines,
or a customer must receive benefits from or have a child in
the household who receives benefits from at least one of the
following programs: Temporary Assistance to Needy Families
(TANF), Supplemental Nutrition Assistance Program (SNAP)
(formerly Food Stamps), Low Income Home Energy Assistance
Program (LIHEAP), Medicaid, Supplemental Security Income
(SSI), national school lunch program, or federal public housing
assistance.
Lifeline service is limited to one discount per household. A
household is everyone who lives in the home (including children
and people who are not related to the customer) and shares
income and household expenses (bills, food, etc.). A customer
with Lifeline service may not transfer the Lifeline benefit to any
other person. Lifeline is a nontransferable benefit.

thereafter per issue. There is no limit on the number of items per ad. Count
