COURSE REPORT
It is very important to build up the
capacity building and to create awareness
among the newly recruited GPEOs and PAs for
smooth functioning of the PR Administration,
RD Programmes, GP Financial Management
and other development issues. which are being
implemented at grass root level. Considering
this fact and being directed by the PR,
Department, 5 days “Induction Training
Programme “ for the newly recruited and
Promoted GPEOs /PAs of Bolangir, Ganjam,
Kandhamal, Jharsuguda and Rayagada districts
was organized at State Institute for Rural Development, BHUBANESWAR during 19th to 23rd
May,2014. 37 no of participants from the districts attended the said course being nominated from the
concerned District Administrations.
The GPEOs /PAs being the important Block level Extension officers for better functioning of PR
System as well as for effective implementation of various RD Programmes were invited to participate in
the said Training programme .
Objectives of the Programme
•
To make the participants aware about their role and responsibilities in the Panchayati Raj
Governance.
•
To acquaint the participants with the financial rule and regulations as per the Odisha Panchayat
Act and Rules.
•
To make the participants aware about the different poverty alleviation programmes and their role
for better implementation of the scheme.
•
Enhancement of operational skills of the officials ,required for day to day performance of
executive duties of the Panchayat.
INAUGURATION
The inaugural session started with self introduction of participants as well as their expectation from the
training. Shri S.K. Dash Deputy Director SIRD joined the session and greeted all the participants. He
advised all of them to be sincere , dedicated with positive sense of attitude in in discharging their duties .
Shri Prasanna Kumar Nayak, Faculty and Course Director welcomed the participants and briefed the

objectives and contents of the induction training programme.. It was given a brief description on SIRD
and its mandate and curriculum after which as per the schedule Training Programme conducted

KNOWING GOVERNANCE
This session was taken up by Shri.
Saroj Kumar Dash, Deputy Director, SIRD
who in his deliberation focused on the
learning’ point of implementing ethics in
Governance and narrated the importance of
the ethics in governance and emphasized in
administration with number of examples and
case studies he briefly discussed on the
Responsive Administration keeping current
work profile in view. The main focus point of
this session was as follows;

After his deliberation a motivational films energized the participants. This movie clippings had
more ethical values which enlighten the participants and enriched their morale values . After completion
of this session entry assessment test was done among all the participants.
SESSION –II
PANCHAYATI RAJ SYSTEM- AN OVERVIEW
The session was taken up by Smt.. Amita Patra, Asst Director, SIRD on the overall Panchayat
Raj System and its implications. She started with the 3-tier PR Institutios, elaborating about the hierarchy
and the role and responsibilities of the participants to serve better among the rural poor. During the time

POWERS AND FUNCTIONS OF 3 TIER PR INSTITUTIONS
Shri. Santosh Ku Patra, Faculty, SIRD as a Resource Person discussed on functions of, Gram
Panchayat, Panchayati Samiti, ZP and also about PESA Act-1996 and its key provisions. In his
deliberation he focused on the following points;

FINANCIAL ACCOUNTING AND MANAGEMENT
Shri. Swadesh Satapathy, Addl BDO, Chilika Block took over this session.. He discussed on the
importance of Financial Management at GP level specifically about flow of funds from internal and

along with observation of norms of transparency and accountability .During the time of his deliberation he

MANAGEMENT OF PUBLIC PROPERTY
This session was taken up by Shri P K
Nayak , faculty, SIRD who discussed about the
management of Public Property vis-a-vis role of GP
.In his deliberation he explained in details regarding
conduct of Auction sale, management of public
properties by the GP of its own basing on following
provisions.

MLTC . In her deliberation she focused on the following points and also discussed about the role and
responsibilities of PRI Representatives and officials.,

SESSION-IX
ROLE AND RESPONSIBILITIESOF THE PRI REPRESENTATIVES VIS-À-VIS OFFICIALS:Shri Subrat Kumar Mishra,Asst.Director took this session and focused on the following points
during the time of his deliberation.
•
Role and responsibilities of the Sarpanch and Naib-sarpanch of GP
•
Role and responsibilities of the Chairperson and Vice Chairperson of PS.
•
Role and responsibilities of the GPEO,BDO,SDPO and DPO in facilitating GP works.
The session was interactive because of the active participation of participants. Further he
focused on duties of GPEOs/ PAs for which they are accountable.
SESSION-X
BRGF & GGY
The session was deliberated by Shri. P K Nayak, Faculty,SIRD. His discussion was focused to
the following point such as objectives ,mode of allotment and the process of implementation of BRGF and
GGY.
As regards BRGF he briefed how
the funds are helpful for filling up the critical
gaps for infrastructure development as It
is an ‘untied fund’ available at district level
to address the critical gaps identified
through a process of participatory planning
.
As regards GGY he discussed how
the funds are flown to blocks on the basis
of population of villages. Further he briefed

the following points of the GGY scheme along with its planning and implementation process. Such as in
Bijili (Electrification) ,Sadak (Road), and Pani (Water Supply).
SESSION-XI
BASIC SERVICE DELIVERY
Shri. S K Patra, faculty took this session who deliberated on the following subjects .
Finance Commission:
•
To recommend distribution of the net proceeds of taxes between Union & States,
•
To recommend the allocation of such proceeds between the different States
•
TFC: & its two main components and Odisha guideline for utilization of this grant
•
Basic grant
•
Performance grant
Further it was taught about the Utilization of said grants in the works of Drinking Water Supply
,Sewerage / Solid waste management (Rural Sanitation)
Operational Expenses (Maintenance of Accounts, conducting of Audits etc.)

MNGREGS- AN OVERVIEW
The session was taken by Shri. Bhumesh Chandar

SESSION-XIV
ATTITUDIONAL BEHAVIOUR
This session was taken up by Shri.Nagendra Acharya,Consultant CB OLM. In his deliberation he
focused on the following points.

Understanding Self and Team work

Group Dynamics
•
Self Motivation
•
Building Positive Attitude in all respect.
This session started with an energizing game which encouraged all the participants.
After Completion of all the session an Exit Assessment Test was conducted among all and the
same questions used during entry Assessment Test were provided them all. It was organized in order to
make them aware of their improvement of thematic knowledge.
Eventually all were provided with an evaluation form to give their feedback about the training
course .Similarly marks secured by the participants in Entry and Exit Assessment Test were announced
.Some of the participants briefed their feedback about the induction Programme and expressed their
satisfaction .The programme was concluded with the resolution by all participants that they will work for
the poor as per mandate of the administration.

Before the valediction all the participants were provided with a copy of Group Photograph,
Course Materials, CD containing all the presentation of training Course .Vote of thanks was extended to
Director,SIRD, Dy.Director,SIRD and to all concerned because of their support ,Cooperation and
encouragement for smooth completion of the Training Course
