Sub: Carrier Progression of Trackman
Ref. Railway Board’s letter No.2012/CE-I/GNS/20 dated 01.04.2014(RBE No.33/2014)
Consequent upon implementation of the unanimous recommendation of the Joint Committee on Package & Carrier
Advancement of Trackman after sustain persuasion of this Federation, promotions of Trackman now be designated
as Track Maintainer would be done in Grade Pay Rs. 2000, Grade Pay Rs. 2400 and then in Grade Pay Rs. 2800.
It is worth mention here that since the grade Pay of Rs. 2400 & Rs. 2800 have been revised for the fist time of this
category of staff on the recommendation of the above mentioned Committee, there is no incumbent available in
Grade Pay Rs. 2400 for the present, as a result of which promotion to Grade Pay Rs. 2800 would not be possible on
the next 2 years, because of the condition of 2 years residency period in grade, which is pre requisite for promotion to
next higher grade.
It would be therefore in the fitness of that things that the condition of the 2 years residency period in Grade Pay, Rs.
2400 in case of Track Maintainer should be done away with as one time exemption so as to facilitated promotion to
Grade Pay Rs. 2800, so that the vacancy arise out of above recommendation of the Joint Committee are also filled
up and not remain unfilled for a period of next 2 years.
An early action in this matter will be highly appreciated.

Sub: Revision of percentage distribution of posts of Track Maintainers
Ref.: Railway Board’s letter No.2012/CE-I/GNS/20 dated 01.04.2014
Reference is invited towards Board’s letter No.2010/CE-1(SPL)/GNS/15(Pt.) dated 17.08.2012, vide which
orders regarding restructuring of staffing pattern of Trackmen in Indian Railways were issued without any rider of selffinancing and expenditure neutrality. It is, however, a matter of serious concern that the Railway Board while issuing
revised percentage of restructuring of the staffing pattern of Trackmen vide their letter under reference have laid
down the condition of self-financing and expenditure neutrality as has been done in case of cadre restructuring of
other categories of staff, which was effective from 01.11.2013. It is further disappointing that minimum Residency
Period has also been prescribed under para 3 of the orders under reference. As a result of which, there would be no
promotion to the post of Track Maintainer Grade I in GP Rs.2800 just because no Trackman would have been
completed Residency Period of two years on the post of Track Maintainer Grade II in GP Rs.2400.
It is further pertinent to point out that the revision of percentage in the staffing pattern of Trackmen is an
outcome of an agreement arrived at with the AIRF after sustained persuasions, wherein there was no question of any
self-financing or expenditure neutrality because the same was based on the unanimous recommendation of the Joint
Committee on Package and Career Progression of Trackmen.
AIRF, therefore, urges that the clause of self-financing/expenditure neutrality and Residency Period should
be done away from the orders issued by the Railway Board vide letter supra and the process of filling up of posts of
Track Maintainer Gr. I should be seniority-cum-suitability basis.
An early action in the matter is solicited so that the actual benefit of restructuring of staffing pattern of
Trackmen is given to this ever neglected category.
