NDMA-Failing or Killing ??
•
A project on disaster forecast, approved a decade ago, is a classic example. If
effective warning systems which were planned 10 years ago had been put in
place by now, the destruction in Uttarakhand could have been minimized.
•
The Department of Space, had approved a disaster management programme
in 2003 and despite Rs 112 crore pumped in for various components of
disaster forecasting, the project has been put in cold storage.
•
Other than these, NDMA projects such as earthquake, flood and landslide risk
mitigation have not even begun despite being approved in 2007. Either the
projects are abandoned midway or are incomplete for long.
•
The nodal agency for disaster management failed to ensure that the mission
aimed at disaster forecasting is expedited. The body also failed miserably in
implementing its own projects such as the National Disaster Management
Informatics System and National Disaster Communication Network.

REALLY??
At present, however, the international community cannot even
agree on whether human activities contribute to global warming,
let alone how to manage it. This situation calls to mind the
Biblical truth: “It does not belong to man . . . even to direct his
step.” (Jeremiah 10:23)
“We’re in the middle of a large uncontrolled experiment on the
only planet we have,” said an editorial on climate change
in Science magazine.

What scholars say ???
• The devastation wrought by such natural disasters is "unnatural" in
origin, caused by ecologically destructive practices and an increasing
number of people living in harm's way.
• "By degrading forests, engineering rivers, filling in wetlands, and
destabilizing the climate, we are unraveling the strands of a complex
ecological safety net," said Senior Researcher and author of
Unnatural Disasters Janet Abramovitz. "We have altered so many
natural systems so dramatically, their ability to protect us from
disturbances is greatly diminished."

POPULATION
More people are affected by natural disasters today because there
are more people in the world to be affected.
But beyond basic statistics, Natural disasters are getting more expensive
because more people are building more expensive infrastructure in areas
that are prone to natural disasters,
coastal areas
fire-prone forests
steep mountain slopes
riverbanks.
If populations in high-risk areas continue to climb and forests continue to decline,
there is little cause for optimism.

the climate machine—exceeds about 80

Rising sea levels
According to an editorial in the journal Science, ―sea
levels have risen 10 to 20 centimeters [four to eight
inches] in the past century, and more is in store for us.‖
How might this be related to global warming?
2 possible mechanisms.
• Melting of land-based polar ice and glaciers, which
would add to the volume of the oceans.
• Thermal expansion—as oceans become warmer,
their volume increases.

In 2004, Haiti (an island nation with a high
population and a history of deforestation.)
when torrential rains occurred they caused mud
slides that claimed thousands of lives.
It can worsen drought by causing soil to dry out

But what choice do people have

earthquake-resistant structures?

VOLCANOES
Believe it or not Volcanoes are actually good – natural
disaster.
According to a University Web site, as much as ―90% of
all the continents and ocean basins are the product of
volcanism.‖
Again we are contributing to it by disturbing the earth
insides by extensive deep drilling and the overall change
in earth’s temperature .
Although they are deadly to a civilization, Yet it would
not be so deadly if the people heed the warning signs.

Will Natural Disasters Increase?
In their World Disasters Report 2004,the International Federation of
Red Cross and Red Crescent Societies stated that :
During the past decade, geophysical and weather-related disasters
have increased by over 60 percent.
This was published before the catastrophic December 26 tsunamis in
the Indian Ocean

Will Natural Disasters Increase?
Industrialized countries continue to pump ever more greenhouse
gases into the atmosphere.
According to an editorial in the journal Science , procrastinating on
emissions reduction
“is like refusing medication for a developing infection: It
guarantees that greater costs will have to be paid later.”
Pointing to those costs, a Canadian report on disaster mitigation
stated: “Climate change can be argued to be the most pervasive and
far-reaching environmental issue ever dealt with by the international
community.”

Man-made decisions-affect the
severity of “natural” disasters.
• Lisbon earthquake of 1755,-killed 10,000 to 100,000 people
and destroyed the city . When Portugal rebuilt, all buildings
had to meet a strict building code. Deaths during earthquakes
decreased significantly.
The San Francisco earthquake of 1906 led to a fire that
burned for three days-3,000 people died. The city rebuilt with
safer buildings, and when a similarly severe earthquake hit in
1989, an estimated 67 people died.

• Shopkeepers increase the price of even the basic necessities like food
and medicines.
• Transportation costs are sky high.
• Bad quality food with Ineffective chopper shower.
• “So-and-so Minister will survey the affected districts on this day from

• “Generous aid of xyz lakhs to the family of the deceased”
• “Talks are going on”
• Epidemics strike ruthlessly on the already doomed people but that is
seen as a destined outcome rather than taking measures against it.

Did fallen Lisbon deeper drink of vice
Than London, Paris, or sunlit Madrid?
