Subject: Grant of Non Functional Upgradation (NFU) to eligible officers in the HAG
i.e. Rs. 67000- 79000 as per recommendation

The undersigned is directed to refer to existing DOPT instructions/ clarification on
release ofNFU benefits to officers oforganized Group A Central Services and to intimate
that Screening Committee meeting was held to consider granting NFU benefits to eligible
oflicers of ICLS in the HAG i.e. Rs. 67000- 79000.

After approval of these recommendation of the Screening Committee by the
competent authority, the controlling officers are now instructed for its implementation as
per rules. The list of olficers alongwith the date of approval ofNFU benefits is indicated
below:

In accordance with DOPT OM No. 210lllli20l0-Estt.A dated 13.04.2010 and
subsequent clarification vide No. AB.l4017l47l20l l-Estt.(RR) dated 01.08.2012, Shri
Nahta has been communicated 'below benchmark' grading in the ACRs for the years
2002-03 and 2003-04 for the purpose only ofconsideration for conferment of HAG on
non functional basis and without prejudice to the pleas taken by Government in the
Supreme Court. [SLP No. 2951512010-UOI Vs. U.C. Nahta]. The case with regard to
date ofeffect of HAG (NFU) could be fufther considered depending on the decision of
the competent authority on representation, if any, by the officer.
