The Department of Public Works is already in cooperation with the Municipality of Nicosia, the University of Cyprus, and 3 “learning cities” (Varna, Bratislava, Murcia) and is looking for two “advanced cities”, one of which could take the lead of the proposal. Outline of the project idea Each city should follow an integrated multimodal approach by demonstrating and testing under real life-conditions a set of complementary and reinforcing mobility solutions. The solutions should combine newly-emerging technologies, policy-based, and soft measures with a strong replication potential. They should cover an appropriate sub-set of the eight ‘CIVITAS measure categories’: collective passenger transport; demand management strategies; mobility management and travel awareness; safety and security; urban freight logistics; information systems and services; and clean fuels and low emission vehicles; car-independent lifestyles. Cyprus inland transport is conducted exclusively through the road network hence urban mobility is based on private car. As a result, the use of alternative modes of transport in cities such as public transport and cycling (including walking) is very limited, namely with a share (each) around 3% of the total mobility. Thus, the Ministry of Communications and Works of Cyprus tries to change this situation by promoting sustainable urban mobility in order to meet the relevant Transport White Paper goals. In this context, the Public Works Department and Local Authorities are currently under a close collaboration to carry out and implement sustainable urban mobility plans for all cities in Cyprus. Therefore, an Integrated Mobility Master Plan (IMMP) has been already elaborated for Nicosia since 2010. This Plan mainly involves a series of proposals focusing on promoting public transport (including the introduction of a Tram system), cycling, walking, and effective parking polices. In addition, it has been recently completed an INTERREG EU project called DIAVLOS (http://www.diavlos.org.cy/diavlos/?page_id=73) focused on the implementation of intelligent transport systems (ITS) in Nicosia. Furthermore, Nicosia is a member of CIVITAS initiative aiming to redefine transport measures and policies in order to create cleaner, better transport in cities. In the light of the above, the aim of the proposed case study is to demonstrate and test under real life-conditions (at a full scale) a set of complementary and reinforcing mobility solutions in Nicosia based on both the IMMP proposed measures and additional innovative polices and emerging technologies are not currently included in the former. These solutions cover the following five CIVITAS building blocks categories (i) mobility management; (ii) demand management strategies; (iii) car independent lifestyles; (iv) safety and security; and (vi) transport telematics.
