Like “Chengde”, my personal philosophy on hall education is also action driven with a strong moral underpinning in the belief that we must institute an amicable and supportive living environment in the hall to enable individual students to pursue whole person development. The core of this philosophy is to help you to learn to be independent and acquire leadership skills, to enable you to enrich your university life, to empower you to manage your own life and study, and to assist you in performing their studies. This holistic concept of whole person development includes the five aspects of moral, intellectual, physical, social and aesthetic development. Moral development should be the core of hall education. The objective is to cultivate students with a strong sense of hall citizenship in order to be considerate and disciplined, to be willing to take up responsibility, and to possess a high degree of integrity, and to have the ability to make sound ethical judgments. Intellectual development is the core of university education. It involves the strengthening of students’ academic potential and the cultivation of their conceptual capacity so that they are able to think critically, to question judiciously, and to evaluate methodologically. 08 Physical development sets the focus on promoting a balanced hall life. It helps students to build physical strength in order to acquire a strong and healthy body to support their pursuit of the other four aspects of development. Social development stresses the social aspect of hall life. Its importance rests on assisting students to broaden their social horizon and acquire social skills through their participation in hall activities, paving the way for them to play an active role in hall/social services and participate in hall/social affairs. Aesthetic development links artistic appreciation with human development and personal growth. It enables students to build their EQ capacity through the enrichment of their cultural and spiritual life. The whole person development of hall education in these five aspects is to be achieved through the organization of voluntary services, topical talks, cultural events, sporting activities, and social gatherings in the hall context. Given my participatory management approach and familiarity with student-hall life, I envisage that by working closely with hall tutors and other hall wardens, we are able to provide a favorable and lively environment to our hall students for grooming their academic and personal well-being. Being a member of the Board of Governors of the Friends of the Earth (Hong Kong) and currently its vice-chairperson, I have been active in promoting social and environmental responsibility, both in social and business communities. Soccer and squash are my most favorite sporting games, from which I acquire an indefatigable spirit to handle all kinds of challenges in human life. As they reflect and learn from their experience, they will come to understand more about themselves, about others and their environment. To nurture themselves as independent thinkers with openness, being mindful about their assumptions, biases and as interdependent team players with sensitivity, respect and integrity is part of what, I believe, hall life/education is about. Alongside this belief, learning beyond classroom teaching is my motto of student learning. Informal learning through other social and community activities is equally 16 important for their holistic development and their continuous growth to be a contributing member of the society. PolyU has evolved from a technology oriented tertiary institution into one with diverse cultural flavour. Hall Fee A) Fee Types 1) Hall Lodging Fee i. The Hall lodging fee is payable in two instalments, covering the residential period of the 1st and 2nd semester respectively. It is refundable on official withdrawal from or termination of Hall residence, subject to no claim on Hall residence or other Hall related charges being outstanding. Any residual amount of the Hall Caution Money after any deduction shall be refunded by the Finance Office in due course. 3) Hall Function Fee ($150 per semester) i. It is payable in two instalments (covering the residential period of the 1st and 2nd semester respectively) for various Hall education programmes and is non-refundable irrespective of whether the resident attends any of these programmes (including the High Table Dinner) or not. ii. It is not refundable if the resident has resided over 2 weeks of a semester. It can be exempted if the resident checks in within the last 2 weeks of a semester. Cost may vary subject to the verification and confirmation of Facilities Management Office. 42 43 B) Payment Schedule 1) To confirm their acceptance of the residential offer, applicants shall be required to pay the Hall Caution Money on or before the specified payment due date in the notification email. Upon their settlement of the Hall Caution Money, the status of the applicants will only be changed into Provisional Hall Residents. Those who fail to settle this amount would have their residential offers forfeited. 2) The Hall Lodging Fee shall be payable in two instalments. The Provisional Hall Residents shall receive the debit-note of the 1st instalment of the Hall lodging fee, and are required to settle the amount on or before the specified payment deadline. Upon settlement of the 1st instalment of the Hall fee the status of Provisional Residents will be changed to Hall Residents. Those who fail to settle the 1st instalment will have their Hall Caution Money and their residential places forfeited. 3) If a Hall Resident is out of Hong Kong, he should authorize a family member to collect the hard-copy debit note and settle the amount by the means described below. Note that only Hall Residents who have settled the Hall Caution Money and Hall Lodging Fee will be informed of the check-in dates and other details about Hall residence. C) Payment Means 1) E-banking (Bill Payment Service on Internet) Follow these steps to open an e-banking account and effect an e-payment: i. Open a Bank-in-One account in Hang Seng Bank Limited 3 working days beforehand to use the Bill Payment Service for settlement of the Hall fees. (Note that Bank-in-One account is free of charge to students and without the requirement of a minimum deposit in the account); ii. Upon receiving the e-debit note from the Student Account System of the Finance Office, go to website http://www.hangseng.com/e-banking to register and effect the payment accordingly; iii. Keep a record of the reference number after the transaction; iv. To allow time for transfer of payment to PolyU, remember to settle the e-payment at least 2 working days before the due date of your e-debit note. 2) PPS Follow these steps to effect a PPS payment: i. Register a PPS account at a PPS registration terminal installed on the podium floor of the Shaw Amenities Building or any other terminals; ii. Upon receiving the debit note, register the bill first by quoting the debit note number specified on the debit note according to the instructions at 18013 (Cantonese) or 18011 (English); iii. Settle the bill by dialling 18033 (Cantonese) or 18031 (English). The merchant code of the University is “77”; iv. Keep a record of the reference number after the transaction; v. To allow time for transfer of payment to PolyU, residents are reminded to settle the e-payment at least 2 working days before the due date of the e-debit note. 3) ATM Follow these steps to effect the payment by ATM: i. Approach an ATM terminal of HSBC, Hang Seng Bank or JETCO with Bill Payment service; ii. Enter your personal password to activate and follow the normal ATM process; iii. Select “Bill Payment” shown on the screen; iv. Select payment for “Universities”; v. Choose “PolyU” from the list, enter the Debit Note number and follow the steps shown on the screen; vi. Keep the ATM receipt for record and verification of the payment number when necessary. 44 4) Cash Log on the Student Account Enquiry system via http://www.polyu.edu.hk/fo/internet/student and use the "Enquire Debit Note and Print Receipt" facility to print a not yet overdue debit note in a blank A4 paper, then pay cash (do not use a cheque) at any branch office of Hang Seng Bank. D) Deferred Payment of Hall Fees 1) Students interested in Hall residence are reminded that the Local Student Finance Scheme (LSFS) does NOT cover Hall residential fees and therefore they should secure sufficient financial support for Hall fees before their commencement of Hall residence. 2) With the understanding that in some cases, it may take a while for SFAA to check student’s financial background before awarding grant and loan, students with genuine need and documentary proof are eligible to submit an application for Deferred Payment on Hall fees to the Hall Management Section (HMS). 3) Application Procedures i. collect an Application Form at the G/F Reception Counter of HMS; ii. submit the completed Application Form to the Reception Counter 7 days prior to the Last Date of Payment (LDP) of the Hall Fees concerned, with supporting documents for verification; iii. if the supporting documents justify the application, HMS will determine a reasonable deferred payment period on a case-by-case basis and notify the applicant concerned by phone or email. As a rule of thumb, the total deferred payment period shall not exceed a maximum of two months. 4) Late Application Students, submitting the Application Form less than 7 days prior to or after the Last Date of Payment of the Hall Fees concerned, will be deemed as a late application and will be subject to an administration charge of $100. 5) Non-payment after the deferred payment date granted i. students who fail to settle the Hall fees by the deferred payment date granted, will be subject to disciplinary actions as stipulated in Non-payment of Hall Fees; ii. students who fail to settle the Hall fees of the 1st semester after the deferred payment date granted, will be required to withdraw their Hall residence before the commencement of the 2nd semester, and in no circumstances will their deferment of payment for Hall fees of the 2nd semester be granted or their future Hall application be entertained. E) Non-Payment of Hall Fees As a standing practice, HMS will send a reminder email to all students before the Last Date of Payment (LDP) of the Hall fees concerned. Students who fail to settle the Hall Fees by this LDP will be subject to the following disciplinary actions. Overdue date after LDP 1 wk after LDP Disciplinary Actions 1. The access right into the Hall of the students concerned will be suspended right away; 2. They will be required to approach Hall Reception to sign on the Hall Fee Overdue Acknowledgement Form before having their access right reinstated, free of charge for the 1st overdue payment; 3. A 2nd debit note with an extended deadline of 2 weeks will be rearranged to facilitate their settlement of the fees concerned. 3 wks after LDP If the Hall fees are still outstanding 1 week after the LDP of the 2nd debit note, the above-listed actions (1-3) will be repeated, plus an administrative charge of $100 shall be charged to the student for reinstating his/her access right for the 2nd time and the issuance of a 3rd debit note for a deferred payment period of 2 more weeks 45 Overdue date after LDP 5 wks after LDP Disciplinary Actions Students with the 3rd debit note outstanding* will have their Hall Residence terminated with immediate effect as stipulated in Hall Regulations 8.1. (v). (b) and requested to check out of the Hall within 3 days. * As stipulated in the PolyU Student Handbook, “the University reserves the right to withhold the issuance of an award parchment or any certification of study to a student who has unsettled matters with the University”. F) Cancellation and Withdrawal from Hall Residence Please refer to Clause 4 in Regulations Governing Hall Residence about partial residence, cancellation and withdrawal from Hall Residence. G) Refund Methods 1) Local students are required to input their bank account number in “Student Account Information” at the URL of http://www.polyu.edu.hk/fo/internet/student to expedite the refund process. 2) Exchange students are offered 2 refund methods for selection before their check-out, as listed below. Note that if no preference to a particular method is indicated to the HMS by the student concerned, the “Cheque-by-post Method” will be adopted for him/her automatically. i. “Post-Cheque Method”: All refund will be posted by cheque to your corresponding address recorded in Academic Secretariat student database. The cheque will be in Hong Kong dollar and you could receive it around 4 weeks after the check-out date. ii. “Collect-Cheque Method”: All refund amount will be calculated based on the expected check-out date and assume there will be no claims on inventory items in your room. You can receive a cash cheque in Hong Kong dollar on your check-out date. For students who want to select this refund method, they must agree with the following requirements: a) students must notify the Hall Management Section (HMS) they hope to select “Collect-Cheque Method” by returning the completed “Checkout/Withdrawal Form” to Hall Management Section, at least three weeks in advance of their expected check-out date; b) if they need to defer their expected check-out date, they need to notify HMS as soon as possible and the extra lodging fee should be paid by cash at HMS counter; c) if they need to put forward their expected check-out date, the lodging fee for the period put forwarded will NOT be refunded; d) if there are outstanding claims when check-out, students need to pay by cash at HMS counter; e) HMS reserves the right to keep the cash cheque and convert to “Post-Cheque Method” in any circumstances. 3) Final year students, including non-local students, should retain their bank account in Hong Kong after check-out for receiving hall refund. We understand from Hang Seng Bank that PolyU graduates can retain their bank accounts for 1 year after graduation without paying handling charge. Students may contact Hang Seng Bank direct for details.” H) In case a refund is pending over 5 years due to the fault of relevant student [e.g. a) local student rejected to provide his/her bank account information for refund purpose; b) the address provided by a non-local student for sending the refund cheque is not accurate; c) a non-local student has not deposited the refund check] and the University cannot contact the relevant student, the refund will be confiscated and subsequent request for refund will not be entertained. 46 Regulations Governing Hall Residence (Abstract) 4 Partial residence, Cancellation and Withdrawal of Hall Residence 4.1 Residents are not entitled to any adjustment on Hall charges for late occupancy during the first two weeks of the residential period, or for early withdrawal during the last two months of the residential period, as the residential place has been reserved or accepted. 4.2 Cancellation and Withdrawal of Hall Residence i. If a resident cancels his hall residence prior to check-in, a Residence Cancellation Fee, equivalent to the Hall Caution Money, shall be levied as the administration charge. The hall lodging fee settled will be refunded. ii. If a resident withdraws his hall residence after check-in and before the last two months of the residential period, a Residence Cancellation Fee of $500 shall be levied as the administration charge. The remaining hall lodging fee will be refunded. iii. If a resident withdraws his hall residence after check-in and within the last two months of the residential period, the remaining hall lodging fee shall be forfeited as the Residence Cancellation Fee. 4.3 The Residence Cancellation Fee may be waived on the conditions that the resident withdraws his hall residence earlier than the last two weeks of his residential period and (the needed supporting documents from department must reach Hall Management Section within three working days after checkout for exemption of administration charge): i. the resident has graduated from the University (this however is NOT applicable to final-year students who intend to check out upon the completion of the final exam); or ii. the resident has deferred his study or withdrawn from the University, or is unable to maintain a valid PolyU student registration status; or iii. the resident has joined an outbound exchange programme organized by PolyU Departments; or iv. the resident has received special university permission due to verified medical, personal or financial hardship. 4.4 The resident shall submit the application form for withdrawal to Hall Management Section and complete the check-out procedures before he may be released of his obligation on Hall charges. Note that the mere act of moving-out or returning the key-card without completing the official check-out procedures shall not constitute the withdrawal from Hall residence, and the resident shall pay the Hall fee up until the date on which he completes all official check-out procedures and shall be liable for any penalty charge. 4.5 The resident shall check out on or before the last day of his permitted residential period. He shall be liable for penalty charge of not exceeding $200 per day for overdue residence. 5 Payment of Hall Charges Hall Residents are required to settle hall-related charges via electronic banking services or in the manner prescribed by the University. The Hall Management Section maintains the right to bar the resident concerned and any ex-hall resident who have outstanding hall related charges or fees from gaining access into the Halls and the room where applicable. The University maintains the right to withhold the resident’s graduation parchment and resort to legal means to recover any outstanding charges incurred during his stay in the Halls. 6 Conditions of Hall Residence 6.1 A hall resident agrees and undertakes to: i comply with various Hall Regulations, policy and terms and conditions of hall residence as stipulated in the Hall homepage; (please refer to the Hall homepage for the full version of and most updated hall regulations, policy and terms and conditions of hall residence); ii allow the University to inform parents, guardian or the next of kin of the resident in case of emergency; iii inform the Warden and/or the Hall Staff immediately when he is contracted acute illness (especially statutory notifiable infectious disease e.g. Hands, Foot and Mouth disease, Chickenpox or Avian Influenza, etc) or when he spots accidents or encounters situation warranting the University to make any measures to protect interests of himself or/and hall residents or/and to maintain orderly operation of the Halls. 47 iv v vi vii viii ix x xi xii xiii xiv xv xvi xvii xviii xix 48 produce medical evidence in supporting his suitability of hall residence if he is suspected to be suffering from any health-related problems, displaying potential violence, abnormally aggressive or seriously irresponsible behaviours that will put himself or others at risk. This measure is to be taken in the interest of his own health and/or safety and/or that of other residents. Otherwise, involuntary arrangement for medical intervention in such cases shall be necessary; allow the Warden and/or the Hall Staff, with or without prior notice, whether or not in the presence of the resident, to enter his room in situations for conducting routine cleaning, pest control, periodic inventory and safety checking, repair and maintenance works, checking of illegal residents, investigation of any suspected violation of hall regulations, or for upholding the hygiene, health, security, safety and hall operations or any situation as deemed necessary by the Halls; adopt a cooperative attitude to the Hall Staff if his access right is suspended from the Hall Access Control due to any hall related issues or he is suspected of violating hall regulations. He shall follow the Hall Staff to approach the Hall Management Section or Facilities Management Office to facilitate investigations; produce his PolyU Student Identity Card for inspection at the request of Hall Staff , and observe the instruction of the Hall Staff as to those areas of the Halls to which Hall Residents are not permitted access; Attend fire drill, meetings or interviews to which he has been summoned by the Warden or invited by the Hall Staff for investigation of any cases related to hall issues unless the request for absence prior to the event has been approved by interviewers under special circumstances; evacuate from the hall premises during the fire drill; use smart-card operated facilities and equipment provisions in the room or in the common areas at his own expense or on a share rate as agreed with his room-mate(s); report to and follow up with the Halls for any irregularities or malfunction of facilities and inventories and any other related problems in his room; inform the Halls for any malfunction of facilities which may lead to improper free enjoyment of paid-services (such as free room air-conditioning); take all reasonable steps to safeguard his personal belongings and safety on hall premises. The University assumes no responsibility for any loss of or damage to any personal property or whatsoever beyond the control of the University; be held liable for the loss, casualty caused or damage (beyond normal wear and tear) to the furniture, fixtures, furnishing, personal or any other inventory items in his assigned room. In the absence of proof of individual responsibility, the residents in the room might be held jointly liable for the loss or damage incurred; behave properly, and remain properly dressed and strive to maintain a proper personal cleanliness and hygiene standard at all times on hall premises including student rooms and all common areas; watch TV or perform other activities in an orderly and considerate manner in the Lounge Area and other common areas; follow the guidelines on using lounge areas: a. refrain from using the Lounge Area of other halls. Residents should have priority in using their respective hall facilities rather than residents from other halls; b. No blocking of any fire escape route for safety reasons (including bicycle); c. The use of space will not jeopardize the majority interests of residents on the particular hall; d. The tidiness level to be maintained and ground rules for the use of Lounge Area will be left to warden, tutors and hall association’s consensus. reside in a room and with (a) room-mate(s) (or suite-mate(s) in adjoining rooms) assigned by the Hall Management Section without advance notice to the resident who is already residing in the room when a vacancy arises; change to another room assigned by the Hall Management Section wherever necessary; xx 6.2 vacate the room and check out the Halls within a short notice if deemed appropriate and necessary by the University for the health and safety consideration of all residents. Lodging hall fees settled for the affected period will be refunded to resident concerned in due course. xxi upon termination of residence, remove all personal property and unwanted items from the room and complete the check-out procedure by 06:00 p.m. on the last day of the residential period. Any property found after the termination of residence shall be disposed of and the University disclaims any liability for the loss of or damage to such property. The resident is also subject to an administration fee for clearing unwanted items as left behind. A Hall resident shall NOT i visit or stay in the room of an opposite sex resident or let an opposite sex visitor stay in the room between 24:00 and 07:00. If discussion or activities are required between the residents and visitors during the above period, they should stay in common areas not intruding the privacy of fellow hall mates. (Note that XueMin Hall, as a female hall, has the discretion to set more stringent rules to reject any residents of the opposite sex to visit the Lounge Area, common areas or student rooms on the floor where XueMin residents stay at any time, as deemed necessary); ii allow an opposite sex visitor to use toilet/shower facilities of the shared rooms. To avoid embarrassment and inconvenience to roommate(s) or suitemates, the opposite sex visitor is required to use the communal toilets at rear staircase of each floor; iii make or cause to make annoying noise, or disturbance of any form that will impinge the right and well-being of other residents in the Halls and neighbourhood, especially during Quiet Hours between 23:00 and 07:00; iv leave PolyU card/ Smartcard in the plastic door notice box. For security reason, the PolyU card/ Smartcard so left will be CONFISCATED by the Hall Staff without prior notice. The resident concerned will be regarded as having lost the PolyU card/ Smartcard and is liable for an administration charge for issuance of a new PolyU card/ Smartcard as replacement. For getting a new PolyU card or a new Smartcard, the Hall Resident should approach the Academic Secretariat of the University or the Hall Reception respectively during opening hours for replacement. Outside these hours, the hall resident should go to FMO and pay an administration charge to get his room door opened until he gets his new PolyU card/ Smartcard; v tamper with the electric wiring system, smartcard controlled electric metering system, smartcard operated door lock in the room, CCTV system, fire sprinkler system, fire fighting equipment, Exit Doors and other facilities in the Halls; vi cook, of any form, in the student room; vii smoke in his room or within the hall boundary; viii consume any kind of alcoholic drinks including, but not limited to, beer, within the hall boundary. He shall be liable for any damages to hall properties or cleaning charges incurred by his behaviors under the influence of the alcohol; ix place personal belongings, rubbish or rubbish bins in common areas. Anything left unattended in the common areas shall be confiscated without prior notice. The Hall Resident shall pay an administration fee when claiming back his belongings within 3 working days. Any unclaimed items after 3 working days shall be disposed of without prior notification and the University is not responsible for the loss of or damage to such property; x place unwanted items or rubbish outside the student rooms. A Hall Resident is subject to an administration fee if the Halls remove these items and rubbish for him; xi remove any furniture, fitting, fixture or facility provided in his room or installed for common use in the Halls, or attempt to interfere with or dismantle existing fittings, or install/affix new fittings in those locations, without the prior permission from the Warden or the Hall Management Section; xii deface, defile or damage any wall, surface or any structure of any furniture, fitting, fixture or facility whatsoever provided for use in the room and on hall premises; xiii post notice and obstacle of any form to prevent or deter the Hall Staff from entering the room for executing official duties; 49 xiv display, publish, distribute or broadcast any publication, programme, advertisement or other material not related to hall activities on hall premises (e.g. on painted walls at corridors) without prior permission of the Warden or the Hall Management Section; xv play any ball games or games with substance, including but not limited to powder or liquid, air-gun, skating, cycling or any other forms of sports or activities deemed inappropriate in the corridor, Lounge Area, Landscaped Garden or common areas that might cause potential hazard to the hall environment or endanger the safety of other residents; xvi play noisy games e.g. Mahjong or “Tin Jiu” (game of dominoes) in the common areas that will tarnish the image of the Halls and the University; xvii engage in gambling of whatever forms on hall premises, or permit such gambling to take place in his room; xviii engage in pyramid selling, insurance selling or any business of similar nature which will disrupt the normal life of residents and orderly operation of the Halls; xix throw objects of whatever form from a height; xx hang clothes of any form dripping with water in the student room and common areas; xxi bring onto hall premises, or into his room: a. any dangerous drug as defined in Section 2 of the Dangerous Drugs Ordinance (Cap.134); b. fireworks, firearms, ammunition or weapons of whatever form; c. highly combustible materials (e.g. burning of candles, incense) of whatever form; d. hazardous chemicals or flammable liquids; e. intoxicating liquor or alcoholic drinks of any type; f. electrical cooking appliances of any form or high-power appliances (e.g. rice-cooker, heater, microwave, hot-plate, dehumidifier, stand-type air-conditioner); g. any bird, animal or pet of any form; h. non-hall registered shopping trolley; i. any items especially bulky items of whatever form which endanger health and safety and affect the orderly operation of the Halls; xxii transfer his right of hall residence, or lend his smartcard or PolyU ID card to any person; xxiii exchange or swap rooms without proper approval from the Warden concerned or the Hall Management Section; xxiv bully or force room-mates to move out of the room or change rooms by any undue means; xxv commit any undue conduct, disturbance or nuisance, demonstrate a threat or damage to hall properties that will infringe the rights and interests of residents in the Halls and neighbourhood, or endanger the health, safety, security and disrupt the orderly operation of the Halls. In such circumstances, the Hall Staff are entrusted with the authority to intervene and stop the misconducts right away; 6.3 For a Hall resident under age 18, he shall: i. allow and agree the University to inform his parents/guardian/next of kin in the following conditions: a. emergencies; b. violations of Hall Regulations, policies and/or terms and conditions of hall residence; c. prolonged absence from study; d. change on residential status; e. upon request by his parents/guardian/next of kin; f. situations warranting attention of his parents/guardian/next of kin. 50 ii. notify a Hall Tutor: a. before 22:00 when he returns or leaves the Halls after 23:00; b. with an address when he stays overnight in any accommodation other than the Halls; c. and seek verbal endorsement before 22:00 when he applies for overnight stay of a visitor at the Halls; d. a day in advance when he leaves Hong Kong for whatever purpose. For non-local students, written application should be submitted to the Head of Mainland & International Student Services (MISS) 7 days in advance. 7 Visitors 7.1 A Hall Resident hosting visitor (i.e. who is non-hall resident) to the Halls shall complete the Visitor Registration procedures, and comply with the Regulations Governing Hall Access, escort the visitor to register electronically at the pair-up reader, to collect and return the Visitor Card and be held responsible for the conduct and safety of the visitor, or any charges or damages incurred by the visitor while he is in the Halls. 7.2 The Warden and the Hall Management Section reserve the right to prohibit a Hall Resident, visitor or any other person (including overnight visitor) from entering the Halls, or demand him to leave the hall premises at any time when deemed necessary. The Halls reserves the right to report to the police if any person is found entering or residing in the Halls without approval or proper registration. 7.3 Any visitor, who is non-Hall resident , without permission of the Warden or his/her designate or the Hall Management Section, shall not enter the Halls before 07:00 and have to depart the Halls by 23:00, i.e. not remain in the Halls between 23:00 and 07:00. 7.4 In exceptional circumstances, a visitor, who is a PolyU card holder and of the same sex as the host resident, may be permitted to stay overnight in the Halls, provided that: i. The host resident has to accompany the visitor to complete the overnight stay application procedures in person at the overnight stay counter at G/F East Wing Lift Lobby between 17:30 and 23:00 (the time designated for registration of overnight visitor); ii. The overnight visitor has to settle the prescribed charge and deposit electronically for the overnight stay at the overnight registration counter upon completion of application; iii. The approval of application is made on the assumption that the room-mate of the host resident shall not complain about the stay of the overnight visitor; otherwise, the visitor shall leave the Halls immediately upon receipt of complaint from the room-mate. The pre-paid prescribed charge for the overnight visitor shall not be refunded, and the room-mate of the host resident shall not apply for the stay of another overnight visitor in the same night; iv. The overnight visitor shall stay in the room of the host resident. If the overnight visitor is found staying in the room other than that of the host resident, the visitor is regarded as an illegal resident. Then the host resident, the visitor , the resident allowing the stay of the illegal resident and other related parties shall all be subject to disciplinary actions and charges where applicable; v. The overnight visitor shall get the refund of overnight stay deposit electronically via the overnight stay counter at G/F East Wing Lift Lobby in person before 15:00 of the following day; otherwise the deposit will be forfeited. vi. The overnight visitor should understand that the Halls shall not provide a space for sleeping during his overnight stay; 7.5 A Hall Resident shall i. receive no more than one visitor of the same sex staying overnight on any one occasion; and ii. in maximum receive three visitors of the same sex staying overnight per month. 7.6 The same visitor shall not stay overnight more than three times in the Halls in each month. 7.7 The Warden has the discretion to increase the quota stipulated in Subsection 7.5 and 7.6 under special circumstances. 7.8 The host resident and/or visitors will be subject to a penalty charge in the range of HK$100 to HK$500 per day for each breach of the Regulations, as stipulated in Clause 8.1.(ii) and Regulations Governing Hall Access. 51 8 Disciplinary Actions 8.1 A Warden and / or the Hall Management Section may, in accordance with the authority entrusted by the University, at his discretion, take the following disciplinary actions against any Hall Resident for misconduct and violation of Hall Regulations: i. Confiscate any subjects in breach of Hall Regulations; ii. For breach of Hall Regulations, a penalty charge in the range of HK$100 to HK$500 per day for each offence of hall regulations, shall be levied unless otherwise specified; iii. Serve warnings e.g. verbal warning, final warning for breach of Hall Regulations; iv. Suspend a resident with immediate effect from hall residence for a period not exceeding 14 days, yet if the resident is subject to police investigation for criminal offence or as deemed appropriate by the Hall Discipline Committee, the suspension period shall be extended until the result of investigation is concluded; v. Terminate the hall residence of a resident: (a) upon 3 days’ written notice, if he fails to comply with any clauses herein; (b) immediately, with or without notice, if he fails to settle the required hall related payments by the due date: (c) immediately, with or without notice, if such termination is required to protect the health, security, safety and well being of residents at large and for maintaining the orderly operation of the Halls. Upon receiving the Notice of Suspension or Termination of Hall Residence, the Hall Resident shall find his own accommodation in the market and move out on or before the deadline specified on the Notice; vi. Report to the University’s Student Discipline Committee and the department/faculty concerned for serious misconduct of the resident, other than the disciplinary actions enforced in the Halls; vii. Any other penalties as considered appropriate. 8.2 Resident being suspended or terminated of hall residence will be blacklisted from hall application during his study in PolyU and barred from access into the Halls during the suspension period and/or within one year of the termination. 8.3 Resident being terminated of hall residence will be barred from overnight application in the Halls. 8.4 No refund of any Hall fees shall be made for the period of suspension or termination of residence imposed as a disciplinary action. In addition, the resident shall be liable for any penalty charges or outstanding fees incurred during his hall residence. 8.5 A hall resident shall understand that the Halls will keep disciplinary records of a Hall Resident for a period of no more than seven years under normal circumstances. The Halls will disclose the Hall Resident’s disciplinary records and related information to parties concerned of the Hong Kong Polytechnic University including, but not limited to, the Student Discipline Committee of the University, Student Affairs Office and his faculty/department in relation to his study matters in the University, while disciplinary records of a student may affect his eligibility of scholarship and student records in the University. 8.6 An appeal against disciplinary actions levied shall only be accepted on grounds of new or additional information. For appeal, the Hall Resident shall write, specifying the grounds for the appeal, to the Hall Discipline Committee within 72 hours upon receiving the Notice of Suspension or Termination of Hall Residence. The decision of the Hall Discipline Committee on the appeal shall be final and binding within the University. Hall Management Section Student Affairs Office September 2014 52 B. Regulations Governing Hall Access (Abstract) (for full and most updated version of hall regulations, please visit the Hall homepage) Visitor Registration procedures To uphold the Hall security, the host resident is required to accompany the visitor(s) in person at all times on the hall premises, including the registration and return of the Visitor Card at the Visitor Registration Counter. Note that the host resident and parties concerned shall be liable for disciplinary actions and penalty charges as described in the Regulations Governing Hall Access if they fail to comply with the Regulations stated herein. The visiting hours for visitors (including PolyU Student/Staff) are 07:00 – 23:00. At 22:30 and 22:45, a public announcement will be sounded to remind visitors of the departure time. Host resident beeps his/her PolyU student / staff card Then visitor beeps his/her Visitor Card or PolyU student/ staff card The process should be repeated if there is more than one visitor Host resident should accompany visitor(s) to do the electronic registration at the pair-up reader in person • • • 3 Pass through the Optical Turnstiles Beep the Visitor Card at the Optical Turnstile to gain access to student residential floors or when leaving the Halls. 4 Return the Visitor Card at the Visitor Registration Counter Beep out at the turnstile upon departure. • • Host resident should accompany the public visitor to the Visitor Registration Counter for returning the Visitor Card Both resident and visitor should sign to return the Visitor Card 53 For incomplete visitor registration procedures, late departure of visitors, improper use of PolyU card for getting access into the Halls, illegal residence in the Halls, accommodating an illegal resident of the opposite gender to the resident outside visiting hours or any violation of Regulations governing Hall Access, the host resident, PolyU student, public visitor or any parties concerned shall be subject to disciplinary actions including immediate Termination of Hall Residence as maximum, and/or Fine, and/or other disciplinary actions as appropriate, depending on the seriousness of the case. Please refer to the Regulations Governing Hall Residence for details of disciplinary actions. Appendix 3: Layout Plan Layout Plan – G/F For any hall resident forgetting to bring along PolyU card i. If the PolyU Card is left in the hall resident's room in the Halls, the hall resident shall be required to approach the Facilities Management Office for verification of identity. The resident will then be accompanied by a guard to check the presence of his/her student/staff card in the room; ii. If the Card is left at home or any place other than in the Halls, the hall resident shall be issued a Temporary Hall Smart Card (with a maximum validity of 7 days) by paying deposit of $50 (refundable upon return of the card) and administration charge of $50. Settlement of Penalty Charges As the enforcer of hall security and safety issues, Hall Staff are entrusted with the authority to collect penalty charges relating to the Regulations Governing Hall Residence and the Regulations stated herein. Residents can settle the penalty charges either by cash or by supporting document properly signed and acknowledged by the Hall Staff. G/F Band Room is for the practice of hall official functions only. For Booking of the room by a resident for private use, the rate is $200 per hour, with all equipment inclusive. Booking has to be made at least three days in advance. 8. For all booking, priority is given to the events organized by the University. 58 Hall Residents’ Honour Code As a Hall Resident, you have the Rights to enjoy the amiable living and learning environment in the Student Halls with its high standard of provisions and services, and reciprocally you are expected to honour your Responsibilities to i. respect the equal rights & well-beings of fellow residents to rest, study & enjoy a harassment-free environment; ii. be considerate and accommodating to personal and cultural differences of fellow residents; iii. uphold your personal hygiene and integrity; Free of Charge on residents (except computer printing and use of massage chair) $40/ $100/hr* $20 per hour per person 207 iv. make use of hall properties in the appropriate manner, & v. comply with Regulations for the common good of the hall community Room-sharing Roommate Agreement Why Room-sharing? Room-sharing forms a good platform to develop your interpersonal skills. It is one of your most rewarding university experiences and is beneficial to your future success. It is a new subject you may have never learnt before. People of different cultures and backgrounds will make the living together interesting and challenging. Hence do be prepared as there will always be some initial adjustments required. Rules of thumb: It is better to create the Agreement right from the start or at least within the 1st week. Find a mutually convenient time to sit down and go through the Agreement openly. Do not assume your habits or your lifestyle is the best or the only option. Accept the differences of your suite/roommates and look for an agreeable point somewhere in between that you may both be comfortable with. Remember that mutual respect is the key to build and nurture a relationship. You will gain more if there is a fair share of give and take. Be genuine, positive and flexible to look for the largest space possible for all the stakeholders. Talk about your lifestyles and expectations; come up with some agreed practices in the way you share your time, space, cost, and resources of the room. For personal belongings, don’t assume your roommate is willing to share. When everyone has moved in, agree on how the common spaces are to be shared e.g. shelves in the refrigerator, racks in the bathroom. • • • • How to benefit from Room-sharing? Self-introduction Upon Moving-in Introduce yourself and get to know each other, look for common grounds and set the scene for a harmonious relationship • How to Make the Self-introduction Effective? When you move in, take the initiative to introduce yourself to your room/suitemates face to face. As this is a time to get to know each other, be open and do not pass judgment. Set the scene for a harmonious relationship and positive body languages are important, e.g. stand up to greet your new room/suite-mate, smile, steady eye contact, a firm handshake. Share your “private” data, like your name, nickname, course of study, year of study, where you are from, your hobbies and interests etc. If your room/suite mates are NOT around, leave a note on the desk or on the door. If you are the first one to move in the suite or room, do not scatter your belongings all over the place to claim your territory. Keep your things within the designated space. • • • • • • Do you mind me using your shampoo? you feel uncomfortable with some behaviors of your roommate, before it becomes a big problem, you need to • Ifcommunicate it openly with your room/suite mates. Handle and address problems and concerns in a mature manner. • You may get together to go through the Checklist every now and then for “health check” purposes. • Real issues of concern Do not compromise on issues such as your mate’s possession of illicit drugs as it is a criminal offence. Look for help from your tutors, warden or SAO staff in Hall Management Section for issues of grave concern. • • Help yourself ! 59 Roommate Agreement Checklist • Are there ways to enhance each other’s time management skills and study effectiveness? • When is the latest hour for phone calls? This Checklist serves as a reference only & issues herein are not exhaustive.Download the e-Checklist at www.polyu.edu.hk/hall/halledu/rac to come up with your own Agreement if you wish to. Forward a copy of the signed Agreement (or an e-version) to your hall tutor for reference & record. Issues to be agreed upon: 1. How the cost of room air-conditioning be shared? 2. What personal belongings are okay to share? (e.g. Food ? Shampoo? Tissue paper? Eating utensils? Computer? ) 3. Prior-notice required for use of room-mate’s personal belongings? 4. Personal and mutual space: 9. Safety : Lock the room when you’re out. Do not place the key card in the door notice holder. Smoking, consuming alcoholic drinks and cooking in student room are not allowed in the hall. 10 Disagreement : If you may find there are disagreements, do not feel upset for we can never be able to understand each other perfectly. Learning how to handle disagreements enable you to be a better team-player. Please seek tips on how to resolve conflicts. 11 Verification : It is best to have the agreement written down and handed in to your tutor/warden. Tutors will make room visits to see if something has been done along this line. 12 Others : • What is necessary to keep the space livable? • How often and how will you share the responsibilities of cleaning routines? • Fridge cleaning? 6. 60 Study/Quiet time (communicate your needs and be considerate): • What are your hours to study? • When do you sleep and get up? • Which days of the week are more critical/relaxed? • Can you sleep when the light is on? • Are you a heavy or light sleeper? • When is it OK to have guests over? • Do you want to be informed beforehand? • Is it OK to bring friends when your roommate is out? • Is it OK for the guest to use your bed? • Will there be separate rules for guests of different sexes? • Will there be separate rules for weekdays and weekends or special occasions? Noise level: Quiet hours are between 23:00 to 07:00 when members of the room have the right to work and rest. But you are always expected to respond positively if you are requested to refrain from making excessive noises. Some genius may be at work! Housekeeping routines: • What is your idea on the issue of hygiene and cleanliness?
