The University of California, Irvine is seeking proposals for installation of a new high
temperature water line, storage tanks, and heat exchanges to Gross Hall for an energy savings
project. This project involves trenching through a parking lot to install underground high-temp
water piping.
PROCEDURES: The Bidding Documents will be available Thursday, August 14, 2014 and may be purchased
at UCI Facilities Management Contracts Office, 19172 Jamboree Boulevard, Room 144, Irvine, CA 92697-5444.

Non-refundable fee of $200.00 is required per set of Bidding Documents. Checks are to be made payable to

BIDDER QUALIFICATIONS: The successful Contractor will be required to have the following California
contractor’s license (s): active at the time of submission of the Bid:

The Contractor shall provide a minimum of 3 references for projects similar in scope and size to this Project
which have been successfully completed in the State of California during the past 3 years. The University will
conduct extensive reference checks, any bidder who does not meet all the requirements in the specifications
will be eliminated.
MANDATORY PRE-BID CONFERENCE: The Pre-Bid Conference and Job Walk will be conducted
on Thursday, August 14, 2014 at 10:00 AM at the UCI Facilities Management, Conference Room 110, 19172
Jamboree Road, Irvine, CA 92697-5444. Contractors arriving after10:00 AM will not be eligible to participate in
the bid process as a General Contractor. Only bidders who participate in both the pre-bid conference and the
job walk in their entirety will be allowed to bid on the Project as General Contractors.
BID SUBMITTAL REQUIREMENTS: Sealed Bids shall be submitted to UCI, Facilities Management, Contract
Services Office, Room 144 by 1:00 PM on Friday, September 5, 2014.
The successful Contractor and its Subcontractors shall be required to follow the nondiscrimination
requirements set for in the Bidding Documents and to pay prevailing wage rates at location of work.

The Work of this Project is defined by the Contract Documents and consists of the

parking lot vault as indicated on design drawings. Provide complete
with field installed insulation, anchors, and pipe guides.
Furnish and install new vaults for access to high temperature water
piping as indicated on design drawings. Provide isolation valves for
Gross Hall and for future existing. Provide blind flange on future valves
and insulate. Lid shall be rated for OCFA fire truck and “UCI HTW” shall
be stamped, engraved or welded on the lid.
Penetrate mechanical yard wall and install piping along masonry wall as
indicated on design drawings.
Furnish and install structural supports for high temperature water
piping between gate valves and new heat exchanger and storage tanks
as indicated on design drawings.
Install flow meter and temperature sensors along straight run of pipe
between yard penetration and new heat exchangers and storage tanks.
Install flow meter as specified in manufacturer's requirements, in a
location that provides sufficient pipe diameters upstream and
downstream.
Connect new high temperature piping to new heat exchangers and
storage tanks.
Fill in trench, compact and re-pave parking lot.
Contractor shall pot hole existing utilities to confirm exact location and depth
and adjust existing underground pipe routing to suit existing conditions.
Mechanical Yard Heat Exchangers and Tanks

drawings and with require campus clearances. Connect high temperature

drawings. Connect high temperature water to storage tanks. Furnish and
install storage tank controls, valves, and other components as indicated in
design drawings and specifications.
Set tank controls to maintain
temperatures of 140°F and 195°F as indicated on design drawings.
Connect industrial water storage tanks to existing building industrial water
piping as indicated on design drawings. Furnish and install manual isolation
valves at each point of connection to existing system if none exist.

Furnish and install piping from new and existing 140°F storage tank system to
tunnel washer and 140°F return pipe and connect to existing 140°F
recirculation pump as indicated on design drawings.
Cut and cap cold and hot water supplies to existing mixing valve in tunnel
washer room. Demolish and dispose of existing mixing valve in tunnel washer
room. Demolish and dispose of existing piping between mixing valve and
tunnel washer components. Recycle components in accordance with
University requirements contained in the specifications.
Connect new 140°F pipe to existing tunnel washer piping. Furnish and install
new manual isolation valves at point of connection.
Working at all times with the University’s representative, schedule access
with University Laboratory Animal Resources and comply with ULAR
requirements for access and cleanliness.
Building Heating Hot Water to Roof

Fabricate sheet metal chase to cover piping from mechanical yard exit to roof
wall penetration. Sheet metal chase shall be fabricated in shop with precise
measurements, and shall not be fabricated on site. Install sheet metal chase as
indicated in design drawings.
Provide sample paint and color palette to University Representative for
painting of sheet metal chase. Upon University selection and approval of
paint, paint outside of sheet metal chase. As an option, pre-finished metal
may be used in color that matches the stairs.
Where indentations in masonry are present, fill gap between chase and
building with filler material and colored sealant.

Remove existing domestic hot water boiler and tank from roof. Drain, pack,
and store for salvage by University’s Central Plant.

matched pair of temperature sensors. Furnish, install, and connect Category
5e Ethernet cable to BTU calculator. Set up BTU meter to access internet and
coordinate with MelRok to provide flow, temperature, and BTU information to
MelRok data servers. Verify that flow, temperature, and BTU data is
successfully transmitted to MelRok data servers and can be accessed via
MelRok software.
Connect building heating water heat exchanger to Johnson Controls energy
management system for control, monitoring, and graphical display of all
system points.
Connect industrial water 140°F tank, and 195°F tank to Johnson Controls
energy management system for monitoring, and graphical display of all
system points.
Create new graphics for Johnson Controls energy management system for
building heating water, heat exchanger, 140°F tank, and 195°F tank. Display
valve positions, supply temperatures, and return temperatures. Display hightemperature water flow rate and supply and return temperature to Gross Hall.
Provide Engineering Calculations as Follows:

Thermal Stress Analysis: Once exact location of underground pipe routing is
determined provide thermal stress analysis in accordance with ANSI (ASME)
B31.1 Power Piping for complete high temperature water system. The
detailed analysis shall be submitted for approval by the University’s
Representative. Provide piping expansion, anchorage, guides and connections
designed by a California professional engineer. Expansion shall be through
the use of bends, loops and offsets and not mechanical joints or swing ball

How deep should the trench for underground piping be?

Please refer to pipe profile on M-100 (POC is around 8’ below grade) and details
6/M-500 and 7/M-500 for trench size and depth (minimum 3’-0” to top of pipe
under roadway). Contractor has the option to run at deep as shown in profile or
rise piping while maintain the minimum cover. Offsets and anchor locations shall
be accordance with ASME B31.1 thermal stress analysis provided by the
Contractor.

What is the depth of the Vault, and do you have any specs on the vault?

Please refer to detail 4/M-501 for minimum vault size. Vault shall be Oldcastle
Precast or equal with cast iron vault lid H20 rated for vehicle traffic. Depth shall be
between 4’ to 5’ below grade as shown on profile M-100 for vault in the street.
Vault can be open on bottom with 12” deep pea gravel. Provide ladder or built-in
steps for vaults over 3’ deep.

Is there a U/G piping spec for the HTW routing underground as shown on M-100

No. Underground and above ground high temperature water piping requirements
are included in specifications 23 2400. Piping shall be ASTM A106. Type S,
Grade B, schedule 40 welded by certified welders for ASME B31.1 Power
Pressure Piping. Piping shall be field insulation as specified in section 23 0700. A
few items worth noting include:
- underground high temperature pipe shall be as specified in 23 2400 - 2.03
- underground high temperature pipe shall be insulated with 4" cellular glass with
two layers of Pitt wrap, as specified in 23 0700 - 3.17
- underground high temperature pipe shall be radiographed as specified in 23
2400 - 3.03 - B - 12
Welding shall be keep to a minimum by using 40-foot pipe lengths and using of
pre-bent piping offsets.
Regarding detail 4/S-001 – Note reads “¼” thick A36 bent plate galvanized and
painted Typ”

¼” sound excessive and will be very heavy. Each 1 square foot for ¼” plate
weighs about 11 lbs. If we are to build 4 foot section, we will have a minimum of
337 lbs. per section. Are we to hold 337 lbs. with only ¼ Hex bolts? The total
weight of the steel plate will be about or more than 6,000 lbs. on the side of the
building.
In-order to install these plates we will need a crane for each section. We will need
lifting lugs. These lifting lugs will show and will need to stay just in-case someone
needs to service the pipe.
How are we attaching each section to the next? Is it flanged? Is it welded?

The requirement for ¼” plate shall be deleted. Structural enclosure is not required.
Please provide an Architectural sheet metal pipe chase in accordance with Section

SECTION REQUIREMENTS
Section includes new three side sheet metal pipe chase to conceal new exposed piping
installation at existing stairway from mechanical equipment yard to above existing roof as
shown on the drawings. Color to match existing exposed stairs. Pipe chase shall use
concealed fasteners and be removal if access to the piping should be required in the
future.
Pipe chase shall conceal piping and piping supports, approximate size is 2’-6” wide by 1’4” deep by length of run required.
Submittals: Product Data, Shop Drawings, and color Samples.
Coordinate installation of sheet metal pipe chase with adjoining roofing and wall
materials, joints, and seams to provide a leakproof, secure, and noncorrosive installation.
Warranty on Finishes: Manufacturer agrees to repair or replace sheet metal flashing and
trim that shows evidence of deterioration of factory-applied finishes within 10 years.
