ATHLETE SELECTION PROCEDURES 2014 ICF Sprint World Championships - Paracanoe Events Moscow, Russia 1. Team trials eligibility: To be eligible for selection to the USA Team competing in the Paracanoe events at the 2014 International Canoe Federation (ICF) Canoe Sprint World Championships in Moscow, Russia August 6-10, 2014, athletes with an ICF eligible disability (see attached Brief Guide to Paracanoe Classification) must: • Have a valid individual membership AND be in good financial standing with USA Canoe/Kayak. o For membership inquiries please contact Team Leader, Gerald Babao (email: [email protected]) • Be a U.S. Citizen or Permanent Resident. • Have a passport valid beyond six (6) months after projected departure date from scheduled Russia trip, or show evidence of application for a passport. • Register online and pay event fee of $40: o New for 2014: Registration is online at: http://www.teamusa.org/USA-Canoe-Kayak/Lake-PlacidInternational o Registration Dates: June 15-22, 2014 • Achieve the minimum time standard at the 2014 Trials. • Adhere to all International Olympic Committee (IOC), IPC, Pan American Sports Organization (PASO), International Canoe Federation (ICF), World Anti-Doping Agency (WADA), United States Anti-Doping Agency (USADA) and USOC anti-doping protocols, policies and procedures, as applicable. • Be available for Classification (if necessary) on or before July 4, 2014 by appointment with Janet Whitaker (phone: 585-813-1872; email: [email protected].) • Additionally, the first year a competitor can compete is the year that his/her 15th birthday falls 2. Selection Event Location: The USA Canoe/Kayak Paracanoe K-1 and V-1 team will be selected via the procedures set forth herein, based on performance at the Lake Placid International Regatta on July 6, 2014 on Mirror Lake in Lake Placid, NY. Please note that Paracanoe athletes from other nations may compete in this regatta. In addition, this regatta is on the International Canoe Federation’s official event calendar. 1 The race venue is not ADA compliant, however a new ramp and dock have been installed; there has always been adequate assistance for transfers to and from the dock or shallow water with a firm sandy bottom. Athletes are responsible for their own transportation and lodging. Registration Entry Window: June 15-22, 2014 • New for 2014: Registration is online at: http://www.teamusa.org/USACanoe-Kayak/Lake-Placid-International. Paracanoe documents: Athletes who did not compete at previous USA C/K Paracanoe World Championship Trials OR who have changes to their diagnosis/disability since being classified must include the following three (3) documents: • • • ICF Paracanoe Athlete Certificate of Diagnosis (must be legible, signed by a physician, and not just a diagnostic code); Declaration of Medical Complications and Emergency Measures (including all medications); ICF Paracanoe Athlete Information and Consent. In addition, athletes must hand carry a copy of their documents to Trials. 2 Note: Athletes may authorize a coach to submit their entry; however, athletes (not coaches) are responsible for meeting the entry deadlines. 3. Selection Process: The maximum team size is twelve (12) athletes. Only one male and one female World Championships entry is allowed for each classification (LTA, TA, and A) in each discipline (kayak and va`a), for a total of 12 events. An athlete may enter in both disciplines, and classification may also enter a less disabled classification at Trials and at the World Championships. Athletes classified TA may enter LTA events, and athletes classified A may enter TA and LTA events. All entries must be made prior to the entry deadline. In order to be selected, an athlete must win the event and achieve the Military/Emerging time standard in the chart below. If the winner declines selection, the Competition Committee will offer the position to then next highest ranked finisher in order of finish, if the next finisher is within 3% of the winning time and also achieved the Military/Emerging time standard. All races are held on a buoyed 200m course on Mirror Lake in the Town of Lake Placid. If heats are required (sufficient lanes and boats are not available for each athlete), athletes will be seeded based on past performance. The heat winners will advance to the final with the remainder of the lanes filled based on times. The winner of the final in each classification and discipline will be nominated to the team provided the time standard as listed in the chart below is achieved. If two or more athletes require the same boat (e.g., equipment fits only in a particular boat), the competitors will be timed within another race and/or a separate time trial. For example, V-1 M A athletes using the same boat may be split between the K-1 M TA and the K-1 W LTA races and their times will determine the winner of the V-1 M A. If any slower athletes achieve the Military/Emerging standard and is within 2% of the winning time, the slower athletes may challenge the results with another time trial after the last race of the day, or at another time designated by the Competition Committee. If the challenging athletes have a faster time than the winning athlete, the original winner may immediately do another time trial. The athlete with the fastest time of this challenge will be declared the winner. Events may be combined if there are less than three entries. The Competition Committee will try to maintain the greatest possible lane distance between classes. An athlete may compete in two different classifications during the regatta and during the same or separate heats. For example, K-1 W TA and A may be combined, and an athlete with an A classification may win and be selected to both events. 3 Discretionary selection: All slots will be awarded through performance at the 2014 Lake Placid International Regatta, provided all selection criteria are met. An athlete named to the team in any event may compete at the World Championships in an event where no athlete was selected, if eligible. Entry will be at the discretion of the Coach. 4. Boats: All athletes are responsible for ensuring the boat they use has been through boat control and meets the minimum weight requirement. Adaptive equipment and any weight added to make the minimum weight must be securely fastened to the boat. Adaptive equipment or weight must stay attached to the boat when turned upside down or shaken to be included in the boat’s weight. Personal boats must meet ICF Paracanoe specifications except where determined by the Paracanoe Committee, in consultation with USACK Boat Control officials, to be a slower craft. In such a case, in order to be named to the team, the Paracanoe Committee must be convinced the athlete has the skill to paddle a boat meeting the specifications and available in Moscow, Russia. The Kayak example will be a Viper 55 and the V-1 may be the Aukahi, Teva Nui, or Teva I Tai. Athletes will paddle a boat meeting the specifications for evaluation by Paracanoe coaches Deborah Page, Jan Whitaker and/or Stephen Knight. Boats on loan for Trials: USA Canoe/Kayak assumes no responsibility for providing boats at trials. Please contact Janet Whitaker via email at [email protected] for assistance in arranging use of a V-1. Please contact Deborah Page via email at [email protected] for assistance in arranging use of a K-1. Please respect these boats and ask permission prior to making any permanent modifications for installing adaptive equipment (and avoid permanent modifications if possible). Also, please request assistance and avoid scratching or otherwise damaging the boats. Some private owners or clubs may request reimbursement for shipping expenses or boat rental. The athlete borrowing the boat is responsible for payment to the owner. Coaches Meeting: Saturday July 5, 2014 – 4:00 to 5:00 p.m. at the Lake Placid Olympic Training Center, 196 Old Military Road, Lake Placid, NY 12924. Only name changes and scratches will be accepted through the use of Name Change Form or Scratch Form – available on the website. NO POST ENTRIES. 5. Trials schedule: Start lists will be available at the Olympic Training Center, Saturday, July 5, 2014 from 4:00 to 5:00 p.m. The race schedule will not be set until the number of entries is known, but expect to start no earlier than 8 a.m. on July 6, 2014. Every effort will be made to ensure all athletes will have ample time to install adaptive equipment and provide time for warm up. All 200m events for the regatta are planned for July 6, 2014, but the regatta history tells us that 4 unforeseen circumstances may cause some 200m races to be moved to July 7, 2014. 6. Acceptance: Athletes nominated to the 2014 USA Canoe/Kayak Paracanoe Team will be announced shortly after the conclusion of racing. Positions declined by the nominee will be offered to the second place finisher with a qualifying time, provided it is within 3% of the winning time. Nominations must be accepted within 24 hours of notification and no later than July 7, 2014, 5 p.m. EDT. Before July 7, 2014, 5 p.m. EDT athletes accepting their nomination must contact Gerald Babao via email [email protected] or phone at 704-348-4330 (office) or 704-778-0525 (mobile) to discuss arrival/departure dates and calculate fees due. Those fees must be paid by check or credit card by July 14, 2014, 5 p.m. EDT. Removal of athletes: An athlete nominated to the Team may be removed by USA Canoe/Kayak for any of the following reasons, as determined by USA Canoe/Kayak: • Voluntary withdrawal. Athlete must submit a written letter to the USA Canoe/Kayak CEO. • Injury or illness considered disabling by a physician approved by USA Canoe/Kayak. If an athlete refuses verification by the approved physician, the injury or illness will be assumed disabling and the athlete will be removed. • Violation of the USA Canoe/Kayak Code of Conduct. • An athlete may be removed from the Team at any time for a violation of IOC/IPC, WADA, ICF, USADA and/or USOC anti-doping protocol, policies and procedures. The adjudication process will be managed through the United States Anti-Doping Agency. • Failure to receive a Therapeutic Use Exemption, if required for medications. • An athlete who is removed from the Team pursuant to this provision has the right to a hearing per the USA Canoe/Kayak Bylaws. 8. Travel Itinerary: Athletes must arrive in Moscow, Russia by Saturday, August 2, 2014. The local organizer will transport athletes to the hotel or race venue in Moscow. Athletes must depart Moscow on Saturday, August 9, 2014 or make own arrangements to lengthen your stay. Lodging, meals, entry fees, etc.: USA Canoe/Kayak’s Team Leader, Gerald Babao, will make all arrangements in Moscow for local transportation, lodging, 5 meals, boats, and all fees for the Championships. Athletes may not make their own arrangements or stay separately from the team. Partial funding will be provided according to time standards achieved at Trials in Lake Placid. (75% Podium, 50% Elite, 25% National). Airfare amount to be determined by USA C/K, and in some instances USACK will purchase tickets in advance. The projected maximum total cost, not including airfare, is: • $1,100 per person, double room • $1,600 per person, single room *Athlete requesting single room occupancy will pay the higher room rate. USA Canoe/Kayak requires a credit card per person for incidental expenses (deposit). Athletes must be prepared to provide this deposit. USA Canoe/Kayak is not responsible for pay TV, laundry, phone service, or any other charges. Classification for all athletes who have never been to the World Championships before AND for athletes who have been to only one World Championships will take place on the Monday and Tuesday prior to competition. Racing will start on Wednesday before the able-bodied competition begins on Thursday. Finals will take place on Wednesday, Thursday and Friday. 9. LTA (IVF 5 & 6 Point Paddler) The LTA class is for paddlers with a disability who have functional use of their legs, trunk and arms for paddling, and who can apply force to the foot board or the seat to propel the boat. Eligible LTA paddlers may typically have a minimum disability equivalent to one of the following: • Amputee • Neurological Impairment equivalent to incomplete lesion at S1 • Cerebral Palsy Class 8 (CPISRA) LTA paddlers must meet minimum disability requirements: LTA - The minimum physical disability is a full loss of three fingers on one hand, or at least a tarsal metatarsal amputation of the foot, or the loss of ten points on one limb or fifteen points across two limbs when assessed using the Functional Classification Test as set out in the Classification Application Form for Physical Disabilities and the ICF Classifiers Instructors Manual. TA (IVF 4 Point Paddler) The TA class is for paddlers who have functional use of the trunk and arms. They are unable to apply continuous and controlled force to the footboard or seat to propel the boat due to significantly weakened function of the lower limbs. Eligible TA paddlers may typically have a minimum disability equivalent to at least one of the following: • Bilateral around knee amputation, or significantly impaired quadriceps, or • Neurological impairment equivalent to a complete lesion at L3 level, or an incomplete lesion at L1, or • Combination of the above such as one leg with around knee amputation and one leg with significant quadriceps impairment; or • Classification by the international sports federation for paddlers with cerebral palsy (CPISRA) as eligible to be in CP Class 5. A (IVF 1 – 3 Point Paddler) The A class is for paddlers who have no trunk function (i.e. shoulder function only). An A class paddler is able to apply force predominantly using the arms and/or shoulders. These athletes will likely also have poor sitting balance. Eligible paddlers may typically have a minimum disability equivalent to at least one of the following: • Cerebral Palsy Class 4 (CP-ISRA); or • Neurological Impairment with a complete lesion at T12 level, or an incomplete lesion at T10. 8
