CALL TO ORDER
The meeting was called to order at 12:23 PM
Chairman Jeff Grover called the meeting to order. He had each person introduce themselves, including the new
board members and then reminded everyone of the Conflict of Interest policy. He then offered a chance for a
public comment period, but there was no comment from the general public. There was no chair report.
CEO REPORT
Dave first reported on Business Development. The Local Industry Program is up and running. Cluster Industry
Teams are being developed - food processing team, ag tech team, healthcare team, and education team.
Standards of Excellence for economic development have been established to create a highly efficient, effective
economic development team and are being shared with all economic development partners in Stanislaus County.
Year to date, 600 plus jobs have been created, $46 million in investment, 15 companies assisted, 108 surveys
completed, 40 expansion projects and 14 new prospects in July alone - 5 new companies and 9 existing company
expansions. There are 9 likely additional company announcements by the end of the year, representing 875
additional jobs. Most economic indicators are up, although companies are expressing concern about lack of

skilled workers, lack of food grade facilities and about the transportation system, especially the quality of roads
and airport. Dave is also looking into ways of having phantom permitting and taking the idea county wide.
In Workforce Development, the results for the Jumpstart Stanislaus campaign are almost 50 OJT opportunities
filled. There have been 388 job placements so far this year, 78 job orders filled, 47 training scholarships and 173
GED enrollments. The next component of Jumpstart Stanislaus is in Innovation.
In Innovation, the Small Business Development Center has put together an Innovation Challenge for Stanislaus
County. It is a series of 4 small competitions where competitors pitch their innovation ideas to an audience and
panel. The winner of these competitions has a guaranteed spot in the San Joaquin Innovation Challenge. Dave
talked about the idea of an Innovation Center - A collaboration of entrepreneurs in a co-working space. There
should be more details to come soon. Kurt Clark recognized David Darmstandler, winning the Small Business
Person of the Year for the 17 counties in Northern California by the Small Business Administration.

Approval of Innovation Council Members
DISCUSSION:
The staff has nominated the following individuals to be on our
Innovation Council:
David Darmstandler – Co-Founder, Data Path to serve as Chair
James Brenda – President, JKB Living
John Paoluccio – President, Inventive Resources, Inc.
John Duarte – President, Duarte Trees and Vines
Jamie Norwood – Vice President of Marketing and Sales, Amalia’s Kitchen
Seana Day Hull – Co Founder and Managing Partner, DH Consulting
RECOMMENDATION:
Staff recommends to approve the nominees of the Innovation Council

ACTION ITEM A:
Approve Auditor to perform the Fiscal Year 2013 – 2014 Audit
DISCUSSION:
The Board Finance Committee directed staff to request proposals for the annual
audit. Requests for proposals were sent out July 17th to 4 CPA firms. The
Alliance received proposals from Atherton and Associates Juarez, Zarate &
Company and Clendenin Bird & Company. The bids ranged from $2,155 to
$10,900 with Clendenin Bird and Company being the lowest bid.
RECOMMENDATION:
The Finance Committee and Executive Committee recommend to
approve Clendenin Bird & Company as the Certified Public Accountants to
perform the Fiscal Year 2013 – 2014 Audit.
