Between Rennes and Nantes, main cities of Western France, le Pays de Redon and le Pays des Coëvrons are both rural and industrial. Alongside with the decline of agriculture, a strong dependence to the car industry and food industry weakened these territories. Yet, there are strong issues in keeping our highly skilled workers and obtaining the recognition of human resources as a real capital for economic and social development. This 7th Transnational Exchange Meeting is the last one before the closing meeting, which will occur in 2015. We have been working together for the last 4 years, trying to build a European model for Rural Alliances as a way to strengthen our rural communities and revitalize our territories. Therefore, this is the time to start drawing the main lines of this model, from various examples of actions : from mobility to renewable energy, from funding to governance, from industry to heritage, we tackled many interesting subjects, always from an innovative approach. Let’s try now to identify the success factors and to build propositions. I want to thank all and each one of you, for taking part in such an inspiring project. We certainly shared many things, experiences, skills, debates... but first of all, we shared a human experience based on trust, respect, positive energy and cooperation. I hope this project will prove that cross-borders cooperation is not only possible but necessary. Rural territories must propose alternatives to urban and metropolitan Europe, because they represent a part of the wealth of Europe. Tour 1 : Mobility in Évron and Coëvrons After a presentation of the local initiative about cycling by sociocultural centre of Coëvrons (Trait d’Union) and SYNERGIES association (increasing the awareness of new ways of using energy), delegates will be invited to think about the case of the little town of Evron: how to diversify the use of the Evron What solutions could be established train station and mobility in the area in rural areas? What is the situation of Coëvrons. in Evron and Coëvrons area? What kind of solutions exist or could be imagined for rural areas? Tour 2 : Rural Villages revitalization in Blandouet businesses disappearing. As an example, the village of Blandouet developed local initiatives based on sharing and solidarity to improve social relations and the inclusion of British families. With the example of Blandouet and its initiatives, delegates will be invited to discuss ways of improving relations between generations, the integration of newcomers,… After a presentation from “Development Council of Coëvrons” (a group of inhabitants who work on Coëvrons issues and suggest project ideas to local authorities) about their work on revitalization of rural villages, delegates will have the opportunity to exchange about their own experiences. Blandouet townhall, public «halle» and community room. How to maintain or create social relationships within rural villages; where shops and businesses are disappearing? One of the concerns in rural areas is the loss of social links between inhabitants, linked to shops and 9 Tour 3 : The « Pôle Culturel des Coëvrons » How to encourage partnerships between those within schools and those who are outside, throughout a cultural and artistic project? The Local Educative Scheme (Projet Educatif Local, PEL) encourages partnerships between area operators. Because each actor has his own missions and constraints, some difficulties could exist between academic and non-academic actors. How to share the knowledge of each actor with the others? How to build a common project within PEL values? Delegates will be invited to suggest solutions to facilitate and improve partnerships throughout the example of the cultural project “Image et spectacle vivant” for 2014, and the testimony of Jean-François Fourichon, director of the Maison des Arts of Saint-Herblain. Tour 4 : A Terroir* offer development to promote local products Gastronomy is a main aspect of the French way of life, and “French gastronomic meal” is registered with the UNESCO World Heritage. Here in Coëvrons, and everywhere else, cuisine and homemade local products are promoted, and it could be an advantage for tourism and local producers. How to commercialize local products and make it a strength for tourism in Coëvrons? Port-Brillet is a 1900-inhabitants village in the west of the Mayenne department (Nort-West France). Village heritage has been linked to forges since the 11th century. The foundry prospered during the 1st World War and the 1960s and employed nearly 700 workers. It has been created through European transnational cooperation as part of the Rural Alliances project, which has been co-financed through INTERREG IVB North West Europe. The questionaire has been designed to assess the individual perceptions of the citizens within your local community, which collectively can form an overall picture of how the community views itself. This overview can then be used as a great discussion starter for planning projects, events, and setting up new alliances to make things happen. Objectives: push the current projects to be more “ mature” ; find seeds for new Interreg projects; transnational knowledge capitalization. The idea is to develop some existing projects : • Port-Brillet • Ideas from the workshops on Tuesday • Ideas from Grand-Fougeray vibrancy workshop • Transnational projects and ideas developed in Mayo (see TEAM section on rural alliances network on NING) • New ideas These ideas will be developed, and opportunities and obstacles identified, using tools that have been developed by RA partners and are being proposed as useful tools for the alliance-building process. Heritage and inclusion Details of Workshops • ATD Quart-monde. ATD FOURTH WORLD is a human rights-based, antipoverty organisation with more than 40 years’ experience of engaging with individuals and institutions to find solutions to eradicate extreme poverty. They will explain their experiment called “No Land with long-term unemployed person“ which aims at eliminating the lasting unemployment that is a ground of exclusion in rural areas. Usually, insertion squares with moral pledge (promesse, garantie)/ it is a way to appeasing one’s conscience • Is it simply about giving the social disabled people something to do in order to keep them busy and pass the time? • Would it be better to provide relevant training in order for them to gain skills; or to supply them with real jobs, with appropriate missions designed specifically for individual people?Let’s explore the feasibility of new ideas! … new ways which could be the mainspring of inclusion and source of economic development as well! The visit will take place in Saint-Just, a small rural village (megalithic site). “La Maison Nature et Mégalithes“ houses a permanent display of relationship between Men and Nature (from the Neolithic to nowadays), and also an organization called CPIE (Permanent Center of Initiatives for Environment). CPIE was born in 2003 with the principal objective of making the megalithic site a winning card for the village’s development and not a “millstone” for the municipality. During this tour, you will also meet: • an elected official of a very small village who will explain their very innovative project of building a school; 16 Citizen financing South-West UK and in France. By ‘citizen finance’ FEED means the many diverse ways in which ordinary people, rather than banks or profesional investors, are providing social enterprises with the finance and resources that they need to start and grow. They all believe that entrepreneurship and resource exploitation should profit local communities, by using part of the profits to promote the community or to finance new projects, by sharing knowledge and experience. Is citizen financing a sustainable way to support cultural production, especially in rural areas? Can we find new financing solutions and services to give support for setting up a business? What kind of knowledge can we learn from experiments in alternative finance? During this tour, you will visit a former State Bank Office, which is now a residence for artists. You will also see how a former capel has been restored by community members. Eoliennes en pays de Vilaine (EPV) will show how it has invested in citizenowned development of wind power. As a REScoop (Renewable Energy Sources Cooperative), EPV participates in the European knowledge sharing network (http:/ rescoop.eu/). CADES will explain you how FEED, as a EU funded action research project, explores how citizen finance is developing in the Revitalization of an industrial brownfield The site “Le Transformateur” (the Transformer) is a former industrial site located in a flood-risk area in which nature takes its course. The surface area is about 5ha. It has been successively used for a joinery, then for a trading company of farm equipment and machinery (until 1995). At the beginning of the 2000s, after several floods, the zone is ranked in the category of sites that are not approved for development. From 2003, a landscaped research has been engaged in order to investigate and to envisage the future of the fallow land. Choices favour a soft management of the place: only the polluting materials have been evacuated, the others are reused as a stake for the vegetable reconquest. So, while the industrial history is preserved, a new chapter has begun. On this brownfield site, nature interweaves with former buildings, 3 organizations cohabit: - Les Amis du transformateur is in charge of the experimental action; - Noria and Cie is a vocational training centre in eco-design and green buildings (with organic and bio-sourced materials); - Un Vélo pour l’Afrique (A bike for Africa) is an association which retrieves old bicycles and , repairs them in order to ship them off to Africa or to rent them locally. What do they have in common? Their actions are based on teaching skills, self-training development, sustainable development and inclusion. 17 Mobility and citizenship rity. They question policies and reflect on transport and mobility solutions. They challenge the usual strategies mostly based on public transport. Should these new (citizen) solutions be encouraged, supported and promoted? Indeed, should they meet some needs, they might also raise doubts about reliability, regularity, mobilization and empowerment of citizens. Decision-makers examine the credibility and sustainability of such solutions. How could citizen initiatives be strengthened in order to solve mobility issues in rural areas? What can we do to ensure a great and long-term mobilization of citizen? What about the role of decision-makers? Could they support, facilitate and make new citizen initiatives easier? If yes, how? No need to say that mobility is an actual issue in rural areas, especially in those where population density is low or where people have low incomer. Thus, public funds weaken. So, local politicians are facing a complex problem with huge obstacles in order to find sustainable and acceptable solutions that will improve mobility for people (workers and inhabitants). Yet, some citizen initiatives appear in rural areas. Most of them are based on solida- Entrepreneurship and inclusion Sud ! Actually, a university diploma is proposed for people who would like to set up a business, even for people who are not high-educated. - experiment a new service in rural areas: « Mon autre Bureau », a rural alliance, is a kind of shared Working place. It is settled in already existing premises (such as public librairies, cafés…). You will be asked to work on several issues: -how could such proposals be promoted? -how could they be used in order to create new synergies and to encourage new alliances? This tour will start in La Gacilly where you will meet a piano tuner. He started his business by being an employee of a cooperative of businesses (Coopérative d’Activité et d’Emplois - CAE). You will discover what kind of services offers the cooperative and the richness and the diversity of activities that entrepreneurs offer to their clients. « CAE Inter’activ »: it is richness and fertility for the community! You will then move to Carentoir where you will: - discover that « University in the country » does exist in the Pays de Redon-Bretagne 18 Evening dinner The dinner will take place in a former farm, in Allaire and is organized with 2 associations : CLAC CLAC is an association of inhabitants from Allaire community. Its purpose is to make access to leisure and culture easier for each inhabitants. They organize two kind of activies: • leisures activities and sports, such as yoga, badminton, dance etc. • cultural events such as an audiovisuel festival, concerts (traditionnal music, rock...), and so on. For this event, CLAC will prepare a meal. All the community group members will be glad to share their experience. Groupement culturel breton Groupement culturel breton is an association which saves and promotes traditional Breton songs, music and story- telling. It organizes an annual festival called « La Bogue d’Or ». The association also develops musical practice by managing a traditional music school and by organizing pratical training. For this event, the Groupement culturel breton have prepared some music entertainment. This dinner will show you how local community groups work together with heritage as an inspiring value for artistic, cultural and social activities. Share in the celebration ! Local communities in Le Pays de Redon have a strong cultural identity, which can be noticed during cultural events like La Bogue for instance.
