Welcome and Apologies
SA opened the meeting and introductions were made around the
room.

2. Feedback from Carers
Jeanette Toy presented the Carers Feedback and thanked the
CHAMPS for their assistance in making it Easy Read. The
presentation is available on the website with the minutes.

In response to concern regarding Financial Assessments LN advised
that the Council has prepared a publication called preparing for
Financial Assessment which can be accessed via
Preparing for Financial Assessment
3. CPF Forum update
Cornwall People First showed a DVD of the forums to involve more
people. This was very well received by the meeting and is available
to view on the link below.

CPF presented their feedback from the forums. Liz Nichols
responded to the questions that were raised the questions and
answers are available on the Council website with the minutes.

In response to a concern about the annual health checks Debbie
Rees advised that where they know that there are problems these
are addressed directly. Further that they are meeting more with
GP’s on a regular basis to improve the quality of services.
The self advocates proposed that a green and red card system is
introduced to assist with communications. Green means everything
is OK, red means the person is talking too fast or using language
that is not understood and it needs to be repeated in a more
understandable way.
Co-chairs
The Co-Chairs agreed to compile a letter to address the issues
regarding buses issue. One of the main concerns is that people do
not know when the buses are stopping because of poor
communication. It was suggested that the Chief Executive of First
Buses should be invited to attend a meeting and that a question
should be asked about how they collect the views of vulnerable
people to feed into the Comprehensive Impact Assessment.

It was suggested that if there are less buses it may encourage
people to have more events local to where they live.
DWP Assessment - One service advocate (JHe) advised that with
support she had sent a letter expressing her views regarding the
assessments to Dan Rogerson and that she had received a reply
which had asked for more information.
TW to get DWP contacts from Terry Stanton. Concerned that the
consultation that took place did not take into consideration the view
of people with Learning Disabilities.

4. Bid Feedback
The meeting then went on to have presentations giving updates
from the bid funding.

Terry Stanton and Steve Dymond gave an update about the recent
visit to Weymouth about Friendship Groups. This is attached with
the minutes.
Jenny Pulley gave an update about the Get A Plan Capacity funding.
This is attached with the minutes.
Ian Copeman – presentation provided but not presented due to over
run. This is attached with the minutes.
In future meetings we will look at how the outcomes and learning
from these pieces of work can be taken forward.
5. Any Other Business
Waterloo House
In response to a question regarding the closure of Waterloo House,
Liz Nichols advised that the Commissioning Team had been working
with the Service Provider on the closure because there is no ongoing
demand for the service because of the location and because the
building is old and many people who might need a residential care
service may also be wheel chair users and the property is not
suitable for this. Also some of the people living there wanted to
move to other housing services. Because of these reasons a decision
was made to close the service.
Closures of St Christophers and Lowenna Red Wing
A self advocate asked why St Christophers and Lowenna Red Wing
were not going to be funded. Liz Nichols explained that these were
decisions that we made by Children’s Services but she would ask for
an explanation.
Blue Light Day
Blue Light Day is set for 2 July 2014 10am to 3pm at the Royal
Cornwall Show ground Wadebridge. If anyone wants a stand they
