Date 24/02/14 Time 5:00 PM Venue: Committee Room, New IT Building, Yojna Bhawan, Jaipur Attendees: As per Annexure 'B' Meeting Brief: Welcome Note: Meeting started with the stock of note on the deployment and enrolment progress in the tehsils allotted to NSR in the previous COREmeeting held on 22 Nov 13. Detailed discussions and decisions taken are summarized below: 1. Allocation of Tehsils to NSR: After Detailed discussions with all the stakeholders the territory allocations finalised is given at Annexure-A. The said allocations will abide by the following conditionsi. ii. iii. iv. v. vi. vii. viii. Review of performance: All the allotments are subjected to satisfactory performance of NSR EA. DoIT&C shall review the performance of NSR EA every month and, in case, an EA failed to perform the allotted tehsils may be withdrawn. To Attain expected deployment in the allotted tehsils : NSR EA shall deploy the expected no. of machines to attain 85% enrolment coverage within period of 4 months. State Registrar shall review the deployment by NSREA regularly. MIS reporting at the Aadhaar Portal: All NSR shall ensure daily MIS on Aadhaar portal (www.aadhaar.rajasthan.gov.in) of DolT & C. CSVs of all the enrolments should be uploaded at DoIT&C portal regularly. Fraudulent & Malpractices: In case, any operator indulge in fraudulent practices which are against the guidelines of UIDAI/DoIT&C, Non-State Registrar shall have full responsibility for such violations by its EAs and ensure stringent action against the defaulter EA. NSR EA shall establish an effective monitoring to have a check on any such malpractice by its operators. Operators found indulged in any such activities shall be blacklisted immediately. State Registrar may investigate/inquiry any such enrolments and the EA will be responsible for any malpractice. Packet Upload on SFTP portal: As per guidelines of UIDAI, NSR shall ensure that their EAs will upload packet on SFTP portal within time line prescribed by UIDAI. NSR- EA will be responsible for penalty (imposed by UIDAI) in case of delay in packet upload. Location of EC(Enrollment Center): NSR-EAshall take up enrollment in sweep mode in the allotted tehsils. However, location of EC set up by NSR-EA should not be in the vicinity of PECsetup by PEC-EAor State EA in 2nd round of six months. OMS handover and Data Quality: Non-State Registrar shall ensure that its EA handover all the enrolment documents (with .CSV files) as per prescribed format and within time limit to M/s HP. Due efforts be made by the NSRto ensure data quality of the enrolments as per the UIDAI guidelines. Grievance & Escalation matrix: Every NSR EA shall communicate its Tehsils & District level coordinators to DoIT&C within a period of a week of the allocation of territories. Note: Compliance of guidelines mentioned at i to vii;,shall act as parameters for future Tehsils allocation to a NSR EA. 2. Compliance of Multi-Registrar policy on complete coverage: As per multi-registrar policy, NSRwill have to follow sweep approach and ensure 85% coverage of targeted population of allotted area.
