2014 HIV Counseling & Testing Skills Level 1
Class Description
This four day program will prepare participants to provide HIV counseling as a part of the Maryland Department of Health
and Mental Hygiene, Prevention and Health Promotion Administration’s (PHPA) publicly supported HIV Testing
Program. Training consists of: principles of effective counseling and their application to the HIV test counseling session;
including demonstration and skills practice; federal reporting requirements; use of the HIV Testing Encounter Form; and
explanation of Maryland HIV testing regulations and legal issues. The fourth day will focus on rapid HIV antibody testing.
That day will teach skills for administering and interpreting the rapid test, specific counseling skills for giving rapid results,
and quality assurance measures.
Attendance at this program is required for counselors working at HIV testing sites
supported by PHPA.
Target Audience
This course is specifically designed for persons who will provide pre and post-test counseling
and who will report HIV testing activity to PHPA. Priority admission is given to HIV
counselors in local health departments, federally funded test sites and state institutions that
provide HIV prevention and post-test counseling. For individuals doing testing in other
settings, priority registration is given to those working in drug treatment centers, correctional
facilities, women’s health clinics, mental health facilities and TB clinics.

Pass/Fail Policy
In order to ensure quality HIV counseling and testing services, the Maryland Department of
Health and Mental Hygiene’s PHPA has instituted an HIV Counseling and Testing Skills Level 1 pass/fail policy. This policy
states that an individual MUST pass the Level 1 with an overall grade of at least 70%. Participants scoring below 70% will be
required to retake the course and pay all relevant fees. Please direct any questions to your PHPA HIV Testing Site Monitor.

Award of CEUs is dependant on fulfilling the following requirements. Certificates will be mailed once the
following criteria have been verified. To receive continuing education credit, participants must:
1. Sign in at the beginning and end of each day;
2. Attend the entire program;
3. Complete the entire evaluation form;
4. Pay all fees.

guarantee enrollment in the Level 1 program.
