Good urban governance is a challenge to many cities where there is concentration of economic growth, employment opportunities and where environment sustainability is often compromised. urban govemance is the sum of cumulative practice of behaviour and attitudes of local city governments where laws, institutions and structures, management mechanisms and administrative processes are created. Good urban governance is rooted in UNDp's nine principles of good governance: participation, transparency, accountability, equity, effectiveness and efficiency, responsiveness, rule of law and consensus orientation. It is commonly accepted that urbanization is irreversible. In creating better lives for citizens of cities, besides the role of the federal goverTrment, local governments are crucial partners in bringing better life for citizens in cities. 2. Urban governance in Malaysia In Malaysia, urban planning responsibility has remained under the Federal Department of Town and Country planning, which is a conjoint role of both Federal and state as provided for by the constitution and Ministry of Housing and Local Government. The Local Government Act 1976 (Act 171) is the main instrument for urban planning and development some major regulations that are prevalent are guided by the Town and country planning Act 1976 (Act 172), National Land conservation Act, National physical plan, National Development Policy, National Land code and also the Street, Drainage and Building Act L9l4 (Act 133). Local governments are closest to the citizens and these include municipalities, local authorities, town councils and city councils. Good urban govemance hinges on collaboration or partnership between the local govemment and other key stakeholdeis in a city such as civil society and private sector. participatory urban 1,23
