Maricopa County is accepting Letters of Interest from Proposers who are interested in providing the County

PROFILE OF MARICOPA COUNTY
Maricopa County is the largest county in Arizona, the second largest government in the state, and is one of
the fastest growing counties in the nation. Geographically, at 9,226 square miles, the County is the 4th
largest county in the United States, larger than seven states. With over 2.9 million residents, it is the fifth
most populous county in the nation and home to more people than seventeen states and the District of
Columbia.

Intent:
The purpose of this the attached document is to define the general requirements of and to solicit Letter of Interests
for professional Grant Writing Services. If you wish to be considered for Placement on this list, provide all the
information requested on the attached request and return to Maricopa County prior to CONTINUOUSLY OPEN
UNTIL WITHDRAWN September October 30, 2013 2:00 PM (two copies of all materials). This document
defines the basic services required and the response procedures. Responses will be evaluated to be acceptable or
not and placed on a list of qualified Grant Writers by the Subject Matter Areas outlined in the attached document.
Acceptable responses will not constitute an award of a contract but only placement on a qualified vendor
list for future work. Projects will be assigned as needs arise over a five year period. The County at its sole
options reserves the right to add to this qualified list as required/desired.

Grant Writer Services
I.
Purpose
Maricopa County is positioning itself to successfully pursue grant funding from federal, state and foundation
agencies. Funding will be targeted to strengthen the County’s goals of improving public safety and the selfsufficiency of its residents.
The County is establishing a grant writer vendor list to be accessed on an “as-needed” basis as grant opportunities
become available.
II.
Grant Sources
Recurring grant sources include, but are not limited to, the Department of Justice (DOJ), the Department of
Homeland Security (DHS), the Substance Abuse and Mental Health Services Administration (SAMSHA), the
Department of Labor (DOL), the Department of Housing (HUD), Administration for Children and Families of
HHS, the Governor’s Office for Children, Youth and Families (GOCYF),the Arizona Criminal Justice
Commission (ACJC), Governor’s Office of Highway Safety (GOHS), Arizona Auto Theft Authority (AATA),
Arizona Department of Public Safety (AZDPS), Arizona Attorney General (AZAG), and Tribal Gaming Revenue
grants.

Note: Individuals who want to be considered for work on low enforcement or prosecution grants will be
subject to background investigation.
IV. Scope of Work
Grant writers responsibilities shall include, but not be limited, to:

Working with the Justice System Planning and Information Division (JSPI), County Departments and
others stakeholders to refine projects to meet grant criteria
x
Identifying potential grant partners that result in the greatest impact on the community while meeting
the grant criteria and goals
x
Preparing grant applications with assistance from JSPI staff or other County Departments:
o Develop critical timelines for the grant application and distribute to grant project stakeholders
o Coordinate input/content from the stakeholders, including convening meetings/conference calls as
necessary
o Produce draft products for review and revision of grant applicant. Work in conjunction with said
applicant to insure submission of a fully completed grant proposal.
o Synthesize input/content from the stakeholders into the final required application format with
administrative support from Maricopa County staff.
o Develop the program budget in electronic submission format, with input from the stakeholders and
administrative support from Maricopa County staff.
o Assure that all required forms are completed. required signatures obtained, or letters of support are
obtained
o Submit (electronically) grant application by the critical application deadline, with administrative
support from Maricopa County staff. If paper only applications are required, ensure that they are
submitted so as to arrive by the critical application deadline.
