(a) CG Morale, Well-Being and Recreation Manual, COMDTINST M1710.l3 (series)
1. PURPOSE. To establish policies and procedures for the management of the remote
temporary recreational home located on Nantucket Island, Massachusetts. The Coast Guard
Air Station Cape Cod (ASCC) Morale, Well-Being, and Recreation (MWR) Department
manages this unit through the Temporary Quarters Activity located at the Wings Inn
Building, 5204, on the Massachusetts Military Reservation (MMR).
2. ACTION. Air Station Cape Cod MWR employees shall ensure the recreational home located
on Nantucket Island is managed in accordance with this Instruction.
3. DIRECTIVES AFFECTED. AIRSTAINST 1710.60 is cancelled.
4. DISCUSSION.
a. The Nantucket House is a ranch style house with three bedrooms and two full baths.
Maximum sleeping arrangements are for 10 (including sleeper sofa). One bedroom has a
queen-size bed, one bedroom has a full-size bed, and the other has two sets of bunk beds.
The house is within walking distance of the beach. The beach has no lifeguard.
b. The facility is located in Siasconset on the island of Nantucket, and is available to all
eligible MWR patrons. It is fully furnished with linens and towels provided. It is very
difficult and costly to make reservations for your vehicle on the Island Ferries, therefore,
you are advised to make these reservations as soon as possible once the reservation is
confirmed. ASCC MWR is not liable for any transportation costs to or from the Island.
c. All reservations for the facility are managed through MWR's Temporary Quarters
Activity located in the Wings Inn Building, 5204 Ent Street, on the MMR, (508) 9686461.
d. Patron eligibility shall be in accordance with Chapter 3 of reference (a).
5. PROCEDURES. The following procedures and regulations are established to ensure the
successful operation of this program. For further information on the facility or availability
during a specific time period, call (508) 968-6461.
a.
Reservations.

(1) The Temporary Quarters Office shall maintain a reservation log and provide
reservation confirmation to all authorized patrons requesting accommodations.
(2) The In-Season Daily Rate for the site is charged from 01 June through 30 September.
(3) The Off-Season Daily Rate for the site is charged from 01 October through 31 May.
(4) The respective rates are set by ASCC MWR and are subject to change without notice.

(5) Reservations during June, July and August will only be for a seven (7) night period
from Friday to the following Friday. At all other times, reservations must be made
for a minimum of three (3) nights up to a maximum of seven nights. Check in time
will be 1500 on day of arrival. Check out time will be 1100 on the day of departure.
Early arrivals are not permitted without the prior approval ofMWR. Enclosure (1) is
the ASCC Recreational Housing Facility Reservation Form and is the only form that
will be accepted. All incomplete applications or older reservation forms will be
returned to the sender.
(6) Reservation requests will be accepted three (3) months before the month desired.
MWR will accept reservations during the first week of the month. For example, a
reservation request for the month of June will be accepted starting the first day of
March. If there is more than one request for any given week, all reservation requests
will be weighted according to eligibility (Le. active duty having the highest priorityproof of active duty will be required) and a drawing will be held to determine who
will receive the reservation. Reservations will be accepted via either fax, mail or in
person in accordance with the timeframe outlined above. Any reservation request
made inside of two (2) months will be accepted on a first-come, first-served basis.
Reservations will be confirmed as soon as possible. If you are applying in person
outside the two month time period, you will be notified by mail. You may only rent
once per season (Memorial Day - Columbus Day).
(7) Reservations for September through May will begin on the first Friday in the month
of August. During this period, requests will be accepted for a minimum stay of three
(3) days and a maximum stay of seven (7) days. If there are more than one request
for the same check-in date, the weighted lottery system will be used.
(8) Reservations will be accepted by fax at (508) 968-6637.
(9) The ASCC Recreational Housing Facility Reservation Form, enclosure (1), and a
signed ASCC Recreational Facility Housing Reservation Privacy Act Statement,
enclosure (2), along with the complete rental payment for the period requested, shall
be sent to:

b. Payments. All payments shall be made by credit card, money order or check payable to
"USCG AIR STATION CAPE COD MWR". Do not send cash. Payments will be
processed when reservation is confirmed.
c. Confirmation of Reservations. You will receive a confirmation letter with your approved
dates through the U.S. Mail and/or e-mail, if desired.
d.
Operations.
(I) The facility on Nantucket Island will be open year round. Maintenance will be
scheduled during the months of February and March. When a non-scheduled repair
occurs, which requires closure of the facility, MWR staff will notify the scheduled
applicant as soon as possible by telephone. The applicant will be given the choice of
a full refund or selecting another open time period.
(2) Any damage to the house shall be reported immediately to the Temporary Quarters
staff.
e.
Check-in/Check-out.
(I) When you receive your confirmation letter, please follow the check-in procedures.
The caretaker's telephone number will be on the confirmation letter.
(2) Check-out time is 1100 on the last day of occupancy. Late check-outs will be
assessed a fee of $25.00.
f.
Cancellation of Reservations.
(l) MWR shall be notified immediately if a patron will not b~ able to utilize their
reservation. Notification must be made at least 14 days prior to the reservation in
order to receive a refund of payment.
(2) No refunds will be approved if notification is not received within 14 days of the
reservation, unless it is due to an emergency beyond the control of the patron (i.e.
change to military orders, operational necessity, hospitalization, and/ death in the
immediate family). In these cases, payment will be refunded, however, proof of the
emergency will be requested (i.e. copy of orders, doctor's slip, etc.)
(3) Patrons who have paid for reservations, but fail to show for the dates reserved
without notice of cancellation, will not receive a refund. Temporary Quarters will
hold the reservation for only 24 hours if the patron fails to show or contact
Temporary Quarters.
g.
Occupancy.

(I) Extensions of occupancy may be approved on a case-by-case basis if the facility has
not been reserved.
(2) Maximum occupancy of the facility is limited to the number of beds available.
Waivers may be granted to this on a case-by-case basis with approval from the MWR
Director of Air Station Cape Cod. Waiver requests must be submitted through the
Temporary Quarters Office (508) 968-6461.
(3) Occupancy is not permitted without the sponsor being present (except for the
widow(er) and orphans). Occupancy privileges may not be transferred.
h. Termination for Cause. The MWR Director can terminate facility occupancy for cause at
any time deemed necessary. The occupants will be required to vacate when so directed.
The final determination to revoke future privileges will be made by the MWR Director of
Air Station Cape Cod. This action may be taken due to violation of this instruction or
when conditions (i.e. weather) pose a potential threat to the safety of the patron or the
facility.
i.
Improper Use. The premises shall not be used for any illegal, improper, or immoral
purposes whatsoever.
J.
Guests/Children.
(I) Guests are allowed, provided they are indicated on the reservation application.
Guests must abide by the rules and regulations applicable to the sponsor. The
sponsor will be held responsible for the behavior and conduct ofhislher guests.
(2) Because of the dangers inherent to the close proximity of the open ocean at
Nantucket, the sponsor must maintain close supervision and is responsible for all
children in hislher party.
k. Pets/Smoking.
(1) Pets are NOT PERMITTED under any circumstance. We recommend making
arrangements for their care well in advance.
(2) Smoking is NOT PERMITTED inside any government buildings. This includes the
recreational house located on Nantucket Island.
(3) Violation of either policy will result in immediate eviction from the facility. The
sponsor will also incur the costs of any damages or additional cleanup required.
6. RECORDS MANAGEMENT CONSIDERATIONS. This Instruction has been evaluated for
potential records management impacts. The development of this Instruction has been
thoroughly reviewed during the directives clearance process, and it has been determined
there are no further records scheduling requirements, in accordance with Federal Records

Act~
44 U.S.C. 3101 et seq.~ National Archives and Records Administration (NARA)
requirements, and the Information and Life Cycle Management Manual~ COMDTINST
M5212.12 (series). This policy does not have any significant or substantial change to existing
records management requirements.
7. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS. This directive will
not have any of the following: significant cumulative impacts on the human environment;
substantial controversy or substantial change to existing environmental conditions; or
inconsistencies with any Federal, State~ or local laws or administrative determinations
relating to the environment. All future specific actions resulting from the general policies in
this Manual must be individually evaluated for compliance with the National Environmental
Policy Act (NEPA), Council on Environmental Policy NEPA regulations at 40 CFR Parts
1500-1508, DHS and Coast Guard NEPA policy, and compliance with all other
environmental mandates.
