Traditionally, it is named after Raja Rohtash in whose days city is said to have been built. It is also claimed that the town derives its name from the Roherra (Tacoma undulate) tree called Rohitaka in Sanskrit. It is said that before the town came into existence, it was the site of a forest of Rohitaka trees and hence its name became Rohtak. Another version connects Rohtak with Rohitaka, which is mentioned in Mahabharta in connection with campaign of Nakula, the Pandva warrior. 8 Electoral profile in brief:The population of Rohtak District as per census 2011 was 1061204 with male population being 568479 and female population 492725. The projected population for 2014 is 1098244 with 587924 males and 510320 females. The decadal growth rate is 12.88. The gender ratio of the district is 844 as against the census gender ratio of 867. Total number of electors as per the final publication of 2014 (as on 31-01-2014) is 672843. The total numbers of electoral are 672843 with 364919 males and 307924 females. The economy of the district is primarily agriculture i.e. agrarian economy. About 51.89% of the total workers are engaged in agriculture and allied activities, 7.68% in cottage & household industries and the rest are engaged in other activities. Out of total geographical area of the district, 83% is under cultivation. The main crops are wheat, gram, sugarcane & bajra. There is no perennial river in the district. Underground water level is relatively high. The district is faced with the problem of brackish water and water logging in many parts of the district. To ensure maximum electors participation in the forthcoming general election to the Haryana Vidhan Sabha 2014 will be main objective of District Administration, Rohtak. All best efforts will be made to ensure that every eligible person enrolled in the electoral roll. All Registered voter must reach to his concerned polling station and utilize his fundamental right of franchise. To abridge the remaining EPR gap. To have an alert and well informed electors who are aware of their rights and duties in the electoral democracy. To increase the share of female electors in the electoral rolls by way of enhancing their enrolments in bulk and targeted fashion. To promote ethical voting by the electors as and when the opportunity comes by launching campaigns on massive scale. To increase the postal ballot voting by educating employees and service voters of this district To find the major thrust places where voter turnout during previous Elections & Enrollment is very low. 11 To understand & break the urban apathy for low voter turnout. To change the mentality of people who believes that voter enrollment is not valued for female by putting maximum effort to increase the participation of women in electoral process. To bring the enthusiasm among the youth of 18-20 age group to get their names enrolled in voter’s list and ensure maximum and complete participation especially of young voters in coming Vidhan Sabha Election 2014. 12 SVEEP Committee:- To achieve the objectives by way of a systematic and institutionalized work a district level committee was formed. As per the order of District Election Officer, Rohtak the following are the members of District level SVEEP Committee. Additional Deputy Commissioner, Rohtak as Nodal Officer, SVEEP. All the AROs of all Assembly Constituencies of the District. District Public Relation Officer, Rohtak. District Planning Officer, Rohtak. District Education Officer, Rohtak. Deputy District Election Officer, Rohtak. District Information Officer, Rohtak. The meetings of SVEEP Committee will be organized time to time in future. 13 The entire SVEEP campaign is designed according to two aspects of election cycle comprising registration period and pre poll period. During the period of registration and after announcement of elections the campaign would focus on providing voter's information on: – Why to register themselves on voters list. Benefits of registration. Time and dates of registration Online and physical location where registration process is carried out. How registration is done. How to correct details of those already registered. Informing the fact that having an EPIC does not mean one is registered on the voters list. Where will addition and deletion list be displayed. How to challenge the displayed lists Time and date of elections Location to vote Special voting services like Postal ballots, proxy voting, security personal and other staff on duty, ramps, separate queues. During campaign period of election handbills & posters will be distributed in the whole district & awareness programme through News Papers, Radios, TV, Cable Operators will also be organized. Awareness programme with the help of RWAs, Educational Institutions, Universities, Colleges, Schools, Female Educational Institutions & Anganwadi/Asha Workers etc will also be organized. Information and Motivation – In addition to above activities, as mentioned in the above points, people will be motivated by sending SMS to aware them for exercising their fundamental right of vote & also to know them, about their status in the Electoral Rolls. Facilitation – To facilitate each and every voters, Voters Slip will be distributed one week prior to the date of election through the BLOs. Targeted approach– District Administration will held awareness programme starting from the month of June 2014 and will continue till the completion of forthcoming general election to the Haryana Vidhan Sabha 2014, with a view to aware people about their right of registration of vote in the electoral rolls and also to ensure their participation in all future elections. 23 In order to create awareness and also to ensure enrolment of the left out persons as Electors, it has been decided to approach the parents/ guardians of the school/college students through a self speaking communication. Efforts were made to create awareness amongst the school/college students regarding the importance of being voter and the need of enrolment as Elector by organizing short lectures of the school teachers in the morning assemblies so that school students can act as the agents of spreading awareness in this area. District Election Officer has organized sensitization meetings of Principals/Heads of the Educational Institutions /EROs. Awareness through a contingent of School / College students called “Sentinels of democracy” (iztkrU= ds izgjh) by participating in the Independence Day and Republic Day P a r a d e s . Organizing of rallies by the students of senior Schools and Colleges. Organizing poster making competition for the school students at all the block headquarters and district level. Organizing the essay writing competition at the District level for School as well as College Students. Organizing the declamation context of “Responsibilities of the Voter in Democracy (iztkrU= esa ernkrk dk nkf;Ro) for School as well as College. 24 Awareness through SMS, Face-Book-Technological intervention. Supplying and collecting back the filled-in Registration Forms from the College students. 8 Campus Ambassadors/Co-ordinators have been appointed in different colleges in Rohtak district. These Campus ambassadors will educate and create awareness among youth and women regarding enrolment in voter lists and importance to right their vote. Sapath Patras having message regarding voter enrolment and participation will be distributed through the students of different schools and colleges to their parents. Big size publicity posters to be displayed. Cable TV Network Newspapers Local magazines Electronics Media Voter Facilitation Centers Voter’s Facilitation Centers at two places in district Rohtak have been set up. On e a t d i s t r i c t h e a d q u a r t e r i n t h e O/ o Di s t r i c t El e c t i o n O f f i c e r , R o h t a k a n d s e c o n d a t M e h a m s u b - d i v i s i on i n t h e O / o S u b Di v i s i o n a l M a g i s t r a t e , M e h a m for facilitation and awareness generation. The toll free number of the facilitation center is 18001807355. 25 PS Specific Facilitation Initiatives Planned Suitable & adequate facilities like provision of drinking water, sheds, ramp and toilets for women etc will be provided at all polling stations. EVM awareness programme at Polling Station Level in rural areas and at ward level in urban areas. Masters trainers will visit wards in urban areas and in villages for imparting training of EVM. Four centers, one at each Assembly Constituency level will be opened for training of EVM. Voter Slip Voter Slips containing information about voters as well as their polling station details will be generated and distributed among voters at appropriate time during the elections. Monitoring Mechanism Each and every activity of SVEEP Plan will be monitored by the District Level SVEEP Monitoring Committees. Regular meetings with partner agencies like media, education institutions, campus ambassadors, ICDS, RWA, NSS/NCC and all the Govt. Institutions e tc . convent at District Level. 26 will be Government Partners at District level:Education Department:- Education Department will organize rallies for spreading awareness among voters. They will also organize poster making, essay writing and declamation competition & Voter awareness will be spread through teachers in morning assemblies. Public Relation Department:- Public Relation Department spread awareness through cable network and News papers. ICDS:- Anganwari workers will make visit to house to house to spread awareness for vote registration and for casting of vote in elections. Health Department:- Asha Workers will sensitize female voters for registration of votes and casting of votes. NSS/NCC:- NSS/NCC volunteers will organize rallies for spreading awareness. 27 Events: Physical Events and Activities – (National Voters’ Day, Youth Voter Festival and other activities like competitions, debates, quiz, rallies, meeting, human chains, rangoli, competitions, street plays etc. in which target audience is directly engaged with) Overall approach – National Voters’ Day will be celebrated in the District starting from PS levels ending with the celebration of District Level Programme glofully with full swing. Rallies, Parbhat Pharies, Debate, Declamation, Human Chains & other awareness programme will be organized on the occasion of National Voters’ Day 2015. Targeted approach– Youth Voter Festival will also be celebrated in Universities, Colleges & Schools to aware youth attending age 18-19. Help of NCC & NSS volunteers will also be obtained. Voter Facilitation– Such types of facilities are already going on in the District. Helpline will also be started in the District in the month of Aug., 2014. Voter Facilitation Centres– This Programme is already going on continuously in the District. Helpline - Name Search on Interned and SMS /Polling Booth location search on Google map etc. are already working in the District and will continue in future also. 28 PS specific facilitation initiatives planned - Voters list have also been specifically placed at each and every Polling Station by the EROs. PS Buildings have been physically verified by each RO of the AC. All basic facilities like Ramps, light, drinking water, toilet etc. will be provided at each and every Polling Station at the time of elections. Any other target specific Facilitation measure planned– Yes, help of Anganwari workers to aware people is being received. Registration Camps will also be organized again in Colleges and Schools on 21, 22, 28 & 29 June, 2014. Voter Slip– Voter Slips will be distributed to each and every voter through BLOs, one week prior to the date of election under proper receipt of voter concerned. 29 Following trainings will be organized in the district: Training of Presiding and Polling Officer will be organized at Block Headquarters. EVM training to JEs/Instructor of ITIs and Polytechnics will be organized at District Election Office. Sector Magistrate, Supervisor, Revenue Officers, Police Officers, Video Graphy training will be organized at District Level. The Meeting of Political Parties will be convent for smooth conduct of Election and to maintain Law and Order. EVM Training:Extensive training program regarding EVM training will be launched for voters. Master trainers will organize training programs at the Head Quarter level and at each village and ward level. 30 Other activities to be organized by the District Administration for getting better results : 1. Organization of Cycle Rallies : A cycle rallies with placards slogan on ethical voting will be organized by involving the senior secondary/ Colleges students in the month of July, 2014 at District level as well as at Block level. 2. Awareness programme through educational institutions : Vice Chancellors of all three Universities in the District namely MDU, Rohtak are being requested to organize awareness activities through students like reading the message of ethical voting during morning prayer on every Saturday and also to involve NSS volunteers in this awareness programme. 3. Awareness through Principals of Colleges and Sr. Secondary Schools : Principals of Colleges & Sr. Secondary schools in the District have been requested to organize above mentioned activities by involving NSS volunteers in voter awareness campaign. They have been directed to appoint Nodal Officers in this regard and to send list of the same. They have also been directed to send action taken report in the matter fortnightly so that the same could be sent to the CEO, Haryana. 4. Awareness programme through Labour Commissioner, Rohtak : The Labour Officer, Rohtak has been requested to aware the labour classes working in factories etc. by publishing posters, banners and hoarding etc. in the factories areas, main public places regarding awareness of voters registration and ethical voting. 31 5. Awareness programme through District Information & Public Relation Officer : District Information & Public Relation Officer, Rohtak will constitute teams in the month of July, 2014 for organizing awareness programme through Nukkar Nataks and Bhajan Mandlies of his department. They will be assigned @ 10 big villages in each AC of District Rohtak for organizing awareness programme. 6. Meeting with Campus Ambassador : Campus Ambassadors have been identified in the District. They are doing awareness activities at their level. A meeting for chalking out awareness programme during the Haryana Vidhan Sabha General Election, 2014 is scheduled to be held in the month of July/Aug., 2014 to finalize the programme of SVEEP activities. They have been requested to prepare & organize awakening programme of SVEEP activities through small play, nukad natika etc. in the areas where voting turnout was low in the last General Elections. 7. Lowest turnout polling stations : In the last General Election to the Lok Sabha 2014 voting turnout of 07-Rohtak PC was 67.80 % where as in the Vidhan Sabha General Election, 2009 voting turnout of District Rohtak was 75.2 %. This shows that in the previous elections voting turnout was not so low. But despite of this, 10% polling stations having lowest voting turnout in the last Lok Sabha election have been identified in the District. It has been revealed from the result sheet (Form-20 GE LS-2014) that in about 87 polling stations voting turnout remained low in the range of 50 to 60 %. Special awareness programme for increasing voting turnout upto 80 % 32 during the forthcoming General Election to the Haryana Vidhan Sabha, 2014 will be organized to educate the people about ethical voting. No specific reasons for low turnout of these polling stations has been noticed. It has been noticed by the existing datas of low turnout, that the voters in the urban areas are taking lesser interest in reaching to the polling stations for voting in comparison of rural areas. No excluded communities or groups in the society have been noticed in the District. 8. Appointment of Labour Officer as a Nodal Officer to ensure paid leave on the date of poll : The Labour Officer, Rohtak has been appointed as Nodal Officer and he has been directed to ensure implementation of paid leave directions in all the factories, corporate houses, industries and other similar institutions on the date of poll so that the labours and other officials working in the factories can caste their vote. 9. Utilization of services of AIR and Doordarshan for SVEEP activities : Services of AIR and Doordarshan will be utilized to extensively disseminate election information to people through discussions, phone in programmes, spots etc. 10. Publication of election programme widely : The date and time of polls during election process will be widely publicized along with the alternate identity documents that can be used for voting. 33 11. Appeal through print media : Appeal from District Election Officers will be issued in leading daily news papers in the District on the polling day for people to come out and vote. 12. Appeal through SMS : Appeal from District Election Officers will also be sent to those voters whose mobile numbers are available in the electors data software on the day of polling to vote. The remaining electors whose mobile numbers are not available in the ERMS software database, are being collected through the BLOs. Best efforts will be made to inform and inspire each and every elector of the District through SMS before one week before the date of poll and again on the day of poll to come out and vote. 13. Voters Facilitation Centres : Voters Facilitation Centres will be setup at all multiple buildings. People will be awared about their EPICs numbers, polling station building, issue of voter identity slip etc. 14. Distribution of Hand Bills : The Hand bills will be distributed through news papers, bearing appeals from District Election Officers in the name of general public of District Rohtak with a view to encourage the people for using their right of vote on the date of poll once seven days before the poll day and again on the date of poll. 34 15. Publication of messages about the date and time of poll in the name of general public by pasting stickers on Buses, Auto Rickshaw etc. : Seven day before the date of poll stickers will be got pasted on the buses, auto rickshaw etc. with a view to aware the people about the date and time of poll. 16. Publicity Audio/Video Van : In the areas where voting turnout remained low during the previous elections two publicity Audio/Video vans will run through DIPRO, Rohtak with a view to inspire the voters to come out and vote on the date of poll. Awareness through NEWS papers. Display of big Hoardings/Posters at prominent places of the district Display of Posters/Banners at various public distribution system (Ration Depots) in the entire district. Banners for urging electors to get registered and to vote at Ration Depots. SMS will be sent to voters for urging them to vote in coming Lok Sabha elections. Use of cable network for urging elector awareness. Training to one thousand four (1004) Anganwari Workers have been given to aware the voters for casting their votes and they will go door to door and obtain signature of electors for spreading awareness. They will also obtain Sapath Patras from electors. Six Hundred Twenty Six (626) Asha Workers have been trained and they will sensitize the female voters for registration and casting of votes. 35 Monitoring Mechanism– To monitor each and every activity regular meetings with EROs/AEROs & Political Parties, RWAs etc. will be organized and action taken reports will also be obtained to ensure compliance of the programme.
