Project Details Designated project proponent: Chevron Australia Pty Ltd Description of the project: Perth Headquarters (PHQ) Project New Commercial Building Construction. High-rise office building as a long-term office accommodation for Chevron personnel. The building is expected to be approximately 36 levels above grade with basement car parking. Chevron plans to act in a developer role and engage a Head Contractor directly for construction of the building. The current schedule is as follows: Q1 2015 Following successful entry into Phase 3 (Develop Preferred Alternative), award Preconstruction & Construction Contract and commence pre-construction activities; Q4 2016 Following successful Final Investment Decision (FID), enter Phase 4 (Building and Office Fit-Out) and commence construction activities; and Q4 2020 Completion of Phase 4. Estimated project value: The cost of the building, inclusive of planning, design, engineering, project management, procurement, construction and fit out, is expected to be in excess of $500 million. AIP activities undertaken by the Project Proponent The PHQ Project AIP Plan has been prepared to summarise the project’s procedures for actively supporting AIP such that Australian contractors and suppliers are given full, fair and reasonable opportunity to supply goods and services to the PHQ Project. Australian industry will be given early notification of upcoming competitively bid contracts, principally through Head Contract subcontract and supply opportunities being listed on the ProjectConnect web-based supplier registration system. Industry Capability Network Western Australian (ICNWA) and ICN offices throughout Australia will be utilised to carry out enquiries on Australian capability to undertake the above scopes. ICNWA will dual list opportunities on ICN Gateway, in addition to the listing on ProjectConnect. Public announcements and electronic communications about the PHQ Project will be made using Chevron Australia’s website. The Perth office of an Australian architectural, design and planning consultancy has been working with the PHQ Project throughout Phase 2 (Design Consultant), supported by a range of locally-based engineering and consulting organisations. A number of well-established Australian building contracting companies have been short-listed for the Head Contract. These companies will be expected to further demonstrate their understanding during the tender process of Australian building practice and Australian industry capability in this regard. During design and when preparing specifications, calling for tenders and letting contracts for works, materials, plant equipment and supplies, Australian Standards and Codes will be used at all times except where it is impracticable to do so. Records and/or evidence that will be maintained by the PHQ Project include regarding: o Use of ProjectConnect; o Enquiries undertaken by ICNWA; o Australian content; o Employment and training created; and o Aboriginal business engagement and employment. 5. AIP activities to be undertaken by procurement entities The AIP obligations and commitments outlined in the PHQ Project AIP Plan will be cascaded down to the Head Contractor, including via the development of an AIP Plan in conformance with PHQ Project AIP Plan. The Head Contractor’s AIP Plan will include the use of the ProjectConnect website to publish opportunities, and the utilisation of ICNWA to match capable Australian companies against those opportunities. The Head Contractor will also be required to prepare an Aboriginal Engagement Plan in conformance with Chevron’s requirements. AIP plan Summary – Project Phase Australian Industry Participation Authority Version 1.1 April 2014 4 Other contractors, subcontractors and suppliers will be required to provide information to Chevron Australia or Head Contractor to monitor the commitments and outcomes detailed in the PHQ Project AIP Plan. Post award meetings will be held on a regular basis with the Head Contractor to ensure that appropriate processes and resources are maintained to implement their AIP Plan and Aboriginal Engagement Plan and report against the key measures outlined in the PHQ Project AIP Plan. Australian suppliers and contractors that are unsuccessful in direct tender submissions, will, if requested, be provided with feedback on possible areas of improvement by the appropriate Chevron Australia or direct agent (such as Head Contractor or Design Consultant) contract or procurement personnel.
