Specifications for the Pre-school sector – Centre Management
System
1.
Pre-schools
The scope of the solution required by the pre-schools shall assist the centres to:
•
Manage day-to-day operation and care of centre programmes
•
Facilitate integration of data and processes required at centre level
and for regulation by ECDA
•
Improve efficiency of operations at centre level
•
Raise standards of centre management and programmes
•
Enable better communications with public and parents
The scope of the solution should include but not be limited to the following:
1.1
Centre Management System
a) Enable database of centre profile (includes (i) centre code, (ii) centre name,
(iii) address, (iv) contact number and (v) email address).
b) Enable database of statutory approvals (includes (i) ACRA number/ROS
number, (ii) date of registration, (iii) tenancy agreement and documents, (iv)
TOP/CSC records and documents, (v) Fire safety certificate records and
documents, (vi) URA change of use approval and documents and (vii) other
statutory records and documents).
c) Enable health, safety and hygiene provision information recording (includes
(i) food menus, (ii) record on adjustment of food menus, (iii) centre cleaning
records, (iv) maintenance and servicing records, (v) fire drill schedule and
report and (vi) crisis management and emergency report).
d) Enable management of centre programme (includes (i) overall operation
hours, (ii) levels and programmes offered, (iii) number of classes/places for
levels and programmes offered, (iv) programme timetables, (v) languages
offered, (vi) number of vacancies offered in respective levels and

programmes, (vii) school calendar (including ad-hoc events), (viii) termly
scheme of work, (ix) record of adjustment to school programmes and
schedules, (x) registration fees, programme fees and other incidental
charges).
e) Enable management of licensing and SPARK self-evaluation by centres
(includes (i) licensing matrix, (ii) evaluation and action plan, (iii) supporting
records and documents for licensing matrix, (iv) Quality Rating Scale (QRS)
matrix, (v) supporting records and documents for QRS).
f)
Enable the following dashboards to facilitate management and evaluation:
Parent Interface:
i.
Enable parent communication platform for parents to receive updates
from centre
Centre leader Interface:
i.
Enable centre leader to view centre information (includes (i) Calendar
and reminder on deadlines and schedules (ii) Checklist on cleaning and
maintenance of centre specs and equipment (iii) Management of users
of Centre Operation System (iv) Centre reports and updates (v)
Management of communication with public, parents and ECDA.
g) Allow access via mobile platforms (eg. supporting common OS: Android,
iOS, Blackberry).
h) Enable report submission to ECDA for regulation, emergency and other
matters.
1.2
Additional Requirements
a) Where feasible, all modules shall have open interface specifications to
enable integration with existing systems and allow for future capabilities
expansion.

b) Solution provider may use their own discretion to consider other optional
software or modules to further enhance operational productivity and
streamline processes.
c) Details of the proposed solution’s integration capability with a 3rd party
system (eg. API, or database integration) must be provided.
