SUMMARY OF THE ROMANIAN PRESENTATION Mr.EUGEN LUPESCU - ROMANIAN AUTOMOTIVE REGISTER Title: SOLUTIONS AND RESULTS OF THE AUTHENTICITY CERTIFICATION OF THE ROAD VEHICLES The Romanian Automotive Register’s (RAR) role in the vehicles registration procedure consists in the issue of a two documents (The Vehicle Identity Card and The Vehicle Certificate of Authenticity) that are mandatory for the Romanian registration of a vehicle. The authenticity certification of the road vehicles means the attestation by R.A.R. of the fact that a certain vehicle and its main identification elements are original and/or have not unauthorized been modified and the origin documents issued by the foreign competent authorities are authentic, as well. Authenticity certification of road vehicles also certifies the fact that the vehicle is not reported as stolen in Romania or abroad at the date of the inquiry, according to the information found in databases in which R.A.R. has currently access. RAR cooperates with other Romanian and European similar institutions. RAR has 42 representative offices, 2 in Bucharest (capital city) and the other 40 located each in every county, all over Romania. The authenticity certification has started in 2002 with 42 specific laboratories. It has been a continuous development, and now there are 134 laboratories. The laboratories are well equipped for the authenticity certification activity, with specific devices. RAR issues the Vehicle Certificate of Authenticity to the vehicles for which tests have revealed a positive result. The presentation ends up with two case studies referring to substitute vehicles that were discovered by RAR specialists during the authenticity certification of the vehicles. 1
